    Kirby Bar & Grill opened on Tuesday in Kirby. The restaurant and bar is owned by Cory Walk, Su Walk, Niki Baird and Allan Baird. Steaks, chicken, seafood and burgers will be served in a casual atmosphere. The bar will have nine beers on draft and several bottled brews, including some local brews such as Kirby Creek Ale.     The Wedding of the Waters access area, a popular boat ramp and public access point to the Bighorn River near Thermopolis, will be closed July 11-15 to receive much needed improvements.     Rosalee Dawn Johnson of Aurora, Colo. was transferred to the Wyoming Women's Correctional Center near Lusk, following her sentencing in May. In March, Johnson pleaded guilty to theft and wrongful receiving, concealing or disposing of property. The state moved to dismiss a second count of the latter charge, and the court granted it.     Public comment on the Hot Springs State Park draft master plan ended June 6, but the controversy is far from over. Director of Wyoming State Parks and Cultural Resources Milward Simpson said the state will learn from the public comments in order to create a finalized master plan.     The US Department of Agriculture (USDA) announced ten counties in Wyoming are eligible for disaster assistance due to drought. Governor Matt Mead received a letter from USDA Secretary Thomas Vilsack designating four counties as primary disaster assistance areas and six counties as contiguous disaster areas.     Enrollment in the Hot Springs County School District has increased from 610 at the end of the 2014-15 school year to 654 at the end of the 2015-16 school year.
