    Four Hot Springs County High School athletes have been elected to their respective 2A Northwest All-Conference Teams this season, along with three named as honorable mentions. Senior Randi Elisson and sophomore Haley McDermott are honored on the girls’ all-conference team while senior Tyler Cornwell and junior Keegan Robbins are part of the boys’ all-conference squad.     On Thursday Betty Hawkins and Julie Lehman received approval from the Cemetery Board for a Monument Hill Cemetery Avenue of Flags project, which began as a means to honor Hawkins’ husband and Lehman’s father, Donald, who passed away Jan. 9.     The Hot Springs County Board of Commissioners held their first meeting for March on Tuesday, discussing election items, road and bridge work and fuel and holding tank issues with the airport. County Clerk Nina Webber said the State of Wyoming has sent down a mandate to all county clerks requiring an upgrade to the operating system used during elections.     At the Thermopolis Town Council meeting Tuesday evening, it was Mayor Mike Mortimore who had the final say to approve a bid for $66,402.38, from Bobcat of the Big Horn Basin for a 2016 Bobcat E55 compact excavator.     Thermopolis Middle School eighth grader Katie Burrows returned home from the Showalter Music Festival held Feb. 13 at Northwest College not knowing she had won a prestigious award for her vocal solo performance.     Gavin Philips, a Hot Springs County High School graduate in 2001, has been hired by the Johns Hopkins Medical Center’s Institute for Cell Engineering to join an international team of doctors developing a new form of brain scan. The project is partially funded by President Obama’s Brain Initiative. According to Philips, the new scan involves inserting nano-particles into blood cells and tracking them with electromagnets.     Hot Springs County saw a 8.6 percent decrease in total payroll and a decrease of 90 fewer in monthly employment between the second quarter of 2014 and the second quarter of 2015, according to data released last month by the research and planning division of the state Department of Workforce Services. Average monthly employment in Hot Springs County dropped from 2,127 in the second quarter of 2014 to 2,037 in the second quarter of 2015.     An Irish Evening with Spencer is set for Saturday, March 5 beginning at 6 p.m. at the Hot Springs County Fair Building. All proceeds from the event will go toward helping with expenses incurred after Spencer Luce was injured after being hit by a car on Dec. 9 while walking at the intersection of North Sixth and Big Horn.     The Hot Springs County Commissioners met Feb. 16 for their second monthly meeting in February. Bids were opened for the contract to supply 25,000 tons of crushed gravel to the HSC Road and Bridge Department. Big Horn Redi-Mix, Inc. out of Thermopolis was awarded the contract with a low bid of $122,250. The highest bidder was out of Buffalo at $283,750.
