    Phillip Scheel is running unopposed for the single County Commissioner seat that is open and although he is not in a contested race, Scheel believes the biggest issue he sees in Hot Springs County is the decline in revenue from oil and gas, which leads to shortfalls in county revenues. This district would be formed if the ballot proposition to form a district passes. There are two four-year terms available, and three two-year terms.     A ballot proposition appearing on in the general election is the renewal of the Lodging Tax for Hot Springs County. The Lodging Tax is a four percent surtax on every room, campsite and bed and breakfast. The tax has been in effect for several years now and only applies to accommodations. The tax is collected from those entities and used to promote travel and tourism in Thermopolis and Hot Springs County.     The Lady Bobcat volleyball team finished their season last weekend at the regional tournament in Rawlins. First thing Friday morning the girls faced the Lady Bearcats from Douglas. The Cats dropped three straight games, 25-11, 25-10 and 25-13, sending them into Saturday play. Wheatland's Lady Bulldogs were eliminated from a State berth by the Lady Cats in three, 25-23, 25-17 and 27-25.     On Oct. 5, students in Thermopolis Middle School's Farm to School class travelled to Circle J Ranch at Tensleep to pick apples for the school lunch program, while also learning about the history of Circle J, the irrigation system and how the orchard is cared for.
