    Many folks still like to joke that Anchor Dam does not hold water. But here is a photo, taken June 6, 2017, that is proof it does. In fact, Anchor Reservoir is as full as it can get. Completed around 1960 water seeped into sink holes, making the dam essentially unusable for storage. By 1970 a system of dykes was built behind the dam to prevent water from entering the more porous areas.     Barbara "Bobbie" Lee Frye, 77, of Manville, Wyo., passed away on May 14, 2017, at Wyoming Medical Center in Casper, Wyo. Bobbie was born July 11, 1939 in Torrington, Wyo., to Alfred Chisham and Erma Virginia (Reynolds) Hall. She was the youngest of three girls. Bobbie married Delmar Frye in 1954, and to this union four children were born: Virginia Lee, Lorn earl, Becky Rae and Martha Kay.
