11:09 a.m. Report of a citizen assist involving a subject at the Senior Apartments who claimed they were being harassed by the manager. The deputy found no appearance of actual abuse and that the call was unfounded.

6 p.m. Report of an accident involving a car versus deer at mile marker 1.5 on Highway 170 Owl Creek Road.

Tuesday, March 9

3:42 a.m. Report of an agency assist where a deputy performed traffic control for the Highway Patrol as they addressed the large boulder fall in the Wind River Canyon.

4:57 p.m. Keith O. Bapst, 51, was arrested on a Hot Springs County warrant. 

Wednesday, March 10

8:30 a.m. Report of an accident involving a vehicle slide off at mile marker 3 on Highway 120.

3:32 p.m. Report of a citizen assist involving a subject who wanted to claim some tools from another subject and have them returned. They were returned.

Thursday, March 11

11:08 a.m. Report of medical call where a deputy assisted emergency medical services on Highway 120. The deputy performed CPR on a male subject. However, they could not resuscitate him and the subject deceased.

3:48 p.m. Report of an agency assist with two urinalyses for the Department of Family Service involving juvenile males. 

11:22 p.m. Report of a citizen assist involving a female subject who wanted to remove property in East Thermopolis. The deputy performed a civil standby.

Saturday, March 13

9:02 a.m. Report of an agency assist where a deputy observed a urinalysis on an adult male for the Department of Family Services.

7:24 p.m. Melissa Eileen Balstad, 53, was arrested for alleged probation revocation in Powell and brought to Hot Springs County. At the Detention Center, she was acting disorderly. Anything used to harm herself was removed from her cell. 

Sunday, March 14

3:25 p.m. Report of an agency assist where a deputy helped a Bureau of Land Management Ranger with an unruly subject on Sand Draw. The deputy physically restrained the male subject for failure to identify himself. The subject was later cited under the BLM. 

Police Department

Monday, March 8

9:15 a.m. Report of a yard a neighbor thinks needs to cleaned up. The police department nuisance officer is now inspecting properties and will be issuing notices.

10:01 a.m. Report of a subject who felt they heard fireworks. The officer was unable to locate any fireworks.

3:06 p.m. Report of a possible fire. The officer investigated and found someone smoking a brisket. 

11:15 p.m. Report of minors in possession involving a 19-year-old female and an 18-year-old male. They were both cited for possession of tobacco. 

Tuesday, March 9

3:53 a.m. Report of a suspicious subject who let an officer know about a big rockfall in the Wind River Canyon while they were in a local business. The officer observed the subject and was concerned if he was using a controlled substance. After further observation, the subject was not arrested or cited. 

5:40 p.m. Report of a citizen assist where a subject requested help in her relationship with someone. She was directed where to go.

9:18 p.m. Report an in-house theft of a residence involving a family member and stolen prescription medications.

Wednesday, March 10

7:54 a.m. Report of an accident that was due to heavy snow, one car pulled out in front of the other. They didn’t see each other and it was a  failure of right away. There were no citations. 

Thursday, March 11

7:19 a.m. Report of an assault where a subject called from another county to report that they have been assaulted in January. The other county arrested the caller for intoxication and a warrant. The subject’s interview with the Thermopolis police is pending regarding the original complaint.

12:07 p.m. Report of child neglect involving three juveniles is being investigated.

1 p.m. Corbett C. Daytan, 21, of Worland, was arrested on a Washakie County warrant.

5:37 p.m. A set of keys was found. The owner is unknown.

Friday, March 12

2:51 p.m. Report of suspicious activity involving someone going into a house and exiting to a large semi-truck multiple times. The officer discovered they were delivering furniture.

3:28 p.m. Report of an officer who assisted the Department of Family Services with a suspicious 16-year-old male juvenile.

10:21 p.m. Report of noise involving a loud semi-truck running at night in a residential area. They shut the truck off.

Saturday, March 13

12:53 p.m. Report of a citizen assist involving parents and a 16-year-old female juvenile.

9:09 p.m. Report of a lost cell phone. The officer was unable to locate it.

10:53 p.m. Report of a suspicious camper parked in the Hot Springs State Park. They were advised to move as it was after hours.

Two charged with possession of a controlled

substance

On Sunday, March 14 at approximately 12:30 a.m. Officer Mike Mascorro of the Thermopolis Police Department conducted a traffic stop within the 300 block of Amoretti Street. Officer Mascorro initiated the traffic stop after observing the driver run a stop sign.

During this traffic stop, Officer Mascorro observed both occupants of the vehicle to possibly be under the influence of a controlled substance. Upon further investigation, both occupants allegedly admitted to recent methamphetamine use.

A search of the vehicle revealed a white crystalline substance and a methamphetamine pipe hidden behind the vehicle gas tank door. The crystalline substance was field tested and showed presumptive positive for methamphetamine.

Barbara H. Hastings, of Thermopolis, was arrested and charged for possession of a controlled substance (methamphetamine). Christopher C. Martin, of Thermopolis, was charged for use of a controlled substance. Both subjects are innocent until proven guilty in a court of law.
