    Tuesday night, the Thermopolis Town Council approved its audit for the fiscal year ending June 30, 2017. Prior to the town’s approval of the audit, Mayor Mike Mortimore noted council had received the audit previously and had time to look it over.     For those who find themselves the victims of any crime, it can be hard to know what to do next. The Hot Springs County Attorney’s Office Victim Witness Program can provide assistance in those cases. Victim witness coordinator, Ranae Baldes said the program, which began around 1990, is for the victim of any crime in Hot Springs County, but also can be used by victims outside the county.     The Bureau of Reclamation will be releasing higher than normal flows in the Wind and Bighorn Rivers downstream of Boysen Dam and also in the Shoshone River below Buffalo Bill Dam. Fall reservoir storage has been very good following the record spring reservoir inflows this year into both Boysen and Buffalo Bill Reservoirs. In addition, the fall inflows to the reservoirs have been the highest in the last thirty years.     Though nearly four months past, the total eclipse across Wyoming and the country is still being talked about and likely will be for months to come. The Wyoming Office of Tourism recently released the 2017 Eclipse Economic Impact Study Summary of Findings, and according to the report, Hot Springs County saw 2,000 visitors staying at hotels and motels, 3,900 who were camping, 1,200 staying at private homes with friends or relatives and 800 that made other arrangements.     Monday in Hot Springs District Court, a trial was scheduled for Jan. 16 in a case against James Folsom, who has pleaded not guilty to second-degree sexual assault of a minor. Alternatively, he is charged with sexual assault of a minor. An alternate charge means the judge, or jury should the case go to trial, could find him guilty of either.     A two-hour closure of U.S. 20/Wyoming 789 on Thursday, Dec. 7, in Wind River Canyon is intended to help a contractor successfully and safely bring a large rock off the canyon wall to the edge of the highway.     Tuesday evening, Thermopolis Town Council approved new franchise agreements with RT Communications and Wyoming Gas. The agreements are for 10 years, and each franchise saw an increase in the percentage they pay to the town. While previous agreements saw both utilities paying two percent of their gross revenue, under the new agreements RT will pay five percent and Wyoming Gas will pay 3.5 percent.     Sheriff's Deputy Jerimie Kraushaar and Emergency Management Coordinator Bill Gordon unwrap a rough-legged hawk they rescued from the side of the road north of town. Gordon had seen the bird and turned around to check on it, noticing it didn't fly away as he approached. He and Kraushaar nabbed the bird in a blanket and it was transported to a local vet before being taken to Cody for rehabilitation. Kyle Ryan Burton, son of Ralph Witters Elementary teacher Ashlee Burton and her husband, Gerry, was last seen in the River Heights/Logan, Utah area.
