    Construction of a left-turn lane and mailbox turnouts is scheduled to resume this week north of Thermopolis on U.S. 20/Wyoming 789. When complete, the project is expected to improve highway safety through the busy rural area in Hot Springs County.     Hot Springs County joins Lincoln and Johnson Counties in February as having the largest drop in unemployment in Wyoming. Overall, Wyoming has an unemployment rate of 3.9 percent, slightly lower than the national average of 4.1 percent.
