    Nate Messenger, Fixed Base Operator for Hot Springs County Airport informed the commissioners he was going to have to start looking into a new credit card system for fuel at the airport, as their current system will be obsolete after June 30.     WyoFile.com Via Wyoming News Exchange An arbitration panel ruled Jan. 27 that Wyoming Game and Fish Department should pay a Hot Springs County rancher $339,927 for stock killed by grizzly bears and mountain lions, almost four times the offer that Wyoming Game and Fish Commission regulations allowed. The judgment for Josh Longwell of the HD Ranch outside Thermopolis came to 80% of the $422,971 damage claim he submitted to the state wildlife agency.     Wyoming’s unemployment rate remained unchanged during December at 3.7 percent according to the Wyoming Department of Workforce Services. Hot Springs County was one of only three counties in the state where unemployment actually rose, going from 3.7 percent to 4.0 percent.     School attendance and drop-out rates were a large part of the January school board meeting with principal Breez Daniels explaining the importance of freshman success to high school graduation. Absence rates are going down in the district quite rapidly when compared to the mid-way point in the year, August through December.
