    Lights On Afterschool Program Coordinator Julia Scott said even though they had to change their Afterschool Celebration planned for Oct. 22 from an in person event to a virtual event due to inclement weather, it was still a fun event enjoyed by all. Due to COVID-19 restrictions, they were only able to take four residents at time but all that wanted to had a chance to participate. Pat Vosler, left, really enjoyed the swing.     The 2020 State Marching Festival was held digitally this year instead of 22 bands descending on the Casper Events Center. Each band was required to record a video of their performance and submit it to a group of six judges. The Bobcat Marching Band performed their show, The Music of Remember the Titans, on Thursday evening in 30 degree weather.
