    During a special July 2 meeting of the Red Lane Watershed Improvement District Board of Directors, the proposed fiscal year 2019-2020 budget was approved. According to the budget, revenues include $7,000 in tax levy and $20 in miscellaneous, which includes interest in accounts.     This year the Hot Springs County Fair will again be home to the Over the Hill Showmanship event, which has not been seen since 2015. The showmanship event is for anyone but the youth exhibitors, including parents and former 4-H or FFA members. Over the Hill will follow the regular livestock shows for large animals, with perpetual trophies awarded.     Those with animals at the Hot Springs County Fair can put a little flair in their entries’ stalls during fair week, during the Stall Judging Contest sponsored by the FFA Alumni. Stall decorations can be done up until the Pre-Sale Buyers’ Dinner at 6 p.m. on Friday, Aug. 2. Screenings are a quick assessment to make sure your child is on track and meeting developmental milestones.     The Wyoming Department of Transportation will be providing a Basic Rider Course in Thermopolis on Saturday and Sunday, Aug. 17 and 18 at 8 a.m., at the WYDOT parking lot. The Basic Rider Course (BRC) was developed by the Motorcycle Safety Foundation. The course is designed for those who have little or no riding experience, although most experienced riders will also benefit from the course.     It's hard to not notice when a line of flashy cars comes through town, particularly when they're the same make and model, and the Corvette Club of Utah is certainly no exception. Club President Kelly Vining said the club formed in 1964 and there were 12 drivers coming through Thermopolis this weekend on their way home, though their drive had a total 17.
