At the February 20, the Thermopolis Town Council meeting, Town Clerk/Treasurer Tracey Van Heule presented a budget adjustment, which included some salary adjustments and other to satisfy auditors in their accounting. The council voted and passed the approval of the budget adjustment.
During citizen participation, Meri Ann Dorman, representing Main Street Thermopolis, presented a request for street closure for their Brewfest event on June 1. The closure would be on Broadway Street between 4th and 5th Street, including access to the old Fire Hall for the bands to set up. Dorman said they would set up at noon and be done around 10 p.m. The event starts at 4 p.m. The council voted and passed the approval of the street closure.
Mayor Adam Estenson held a public hearing for the liquor license renewals. No public comments were given. The council voted and passed the approval of the liquor license renewals.
Chief of Police Pat Cornwell reported that the Thermopolis Police Department resolved the 911 cell phone problems where emergency calls were getting dropped after 10-12 seconds.
The dropped 911 calls had been going on for eight to 10 months. Previous calls to Motorola, Range, and other entities went out with no success in solving the problem.
Sergeant Mike Mascorro stepped in and connected with a Lumen’s point of contact who assisted with Motorola Solutions, Range, Verizon, and T-Mobile. Collectively, they got onto virtual meetings and conference calls to solve the problem. After three to four months of working with each other and coming on-site, it was fixed.
In order to perform the network fixes, the Hot Springs County/Thermopolis 911 Emergency Platform System was shut down and rerouted to the Washakie County 911 Call Center for about three weeks. This rerouting was approved by Washakie County Sheriff Austin Brookwell. After the fix was completed, all local 911 emergency calls were returned to dispatch in Thermopolis.
Town Attorney Marshall Keller presented for the third and final reading the new ordinance for parking restrictions for the Farmer’s Market, which is located on 5th Street between Broadway and Warren Streets. The ordinance’s would be in effect between June 1 and October 15.
The council voted and passed the ordinance in its third and final reading. It will become effective on March 15.
Under Administration, Assistant to the Mayor Jim Jeunehomme reported they received an executive grand award from the Wyoming Office of Homeland Security for a quote of Motorola radios valued at $16,336. These radios would be used by the town in conjunction with Hot Springs County Emergency Management.
Jeunehomme also said that on February 21 the town’s TextMyGov account and service will go into effect. Residents have the opportunity to submit their phone number to opt in and receive notifications from the town. This service can be used in emergencies or other important matters.
Mayor Estenson and the council went into executive session. After reconvening, Mayor Estenson announced by reading a press release related to a Wyoming Public Records Act request that they will provide to the public seven body cam videos.
These videos are from different incidents involving Sergeant Mike Mascorro, including the officer involved shooting incident on April 28, 2023.
They initially released two videos. The other videos will be released later.
