On the Record policy

It is the Thermopolis Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law. We print the names of all people upon their initial arrest.

Sheriff’s Office

Monday, April 17

9:44 a.m. Report of a lost border collie possibly last seen in the area of the Skelton Road boat launch. Deputies responded to the area and were unable to locate the animal. 

4:11 p.m. Report of a male oil field worker injured on the job and was being transported via company truck. A deputy traveled to the location and the company truck followed until they met with an ambulance. The male subject was treated and was OK.

2:04 p.m. The manager of a local gas station reported a demeaning Facebook post against him. 

Tuesday, April 18

11:30 a.m. Daniel Norris Robinson, 21, from Rock Springs, was placed into the detention center for probation revocation. The original charges were for theft.

11:30 a.m. Johnson Dawn Rosalee, 27, from Casper, was placed into the detention center for probation revocation. 

12:07 p.m. Welfare check for an adult female. The female was found to be in good health with nothing further needed. 

5:58 p.m. Agency assist for the Highway Patrol involving a semi-truck driver stating that a vehicle passed him on Highway 20 South in Washakie County and shot at him and the round struck his window. A deputy responded to the county line in an attempt to locate the suspect vehicle. 

Wednesday, April 19

2:01 p.m. Samuel Francis, 31, from Lander, was arrested for allegedly driving under the influence of alcohol, driving under suspension, improper registration, and an open container. 

Friday, April 21

8:51 p.m. Agency assist for the police department.

Saturday, April 22

12:08 a.m. Agency assist for the police department.

4:00 p.m. Deputies responded to a call of a person trespassing on private land off of Owl Creek. 

8:41 p.m. Agency assist for the police department.

Sunday, April 23

2:57 p.m. Deputies responded to a 911 hang-up and assisted the caller with a cell phone issue. 

7:03 p.m. Report of a cow in the road at mile marker 143 on Highway 120.

7:23 p.m. A complainant desired to discuss having an individual served with a trespass warning. 

Police Department

Monday, April 17

7:16 a.m. Police responded to a parking complaint of a camper parked with slides out, making it difficult to see around. The female camper owner of New Mexico was given a week to move the camper. 

9:14 a.m. Police were contacted by multiple school staff members and parents regarding a female that threatened two juvenile females while at the school bus stop located within the 1200 block of Canyon Hills Road. Upon conducting an extensive investigation, police determined the female cussed at the juveniles in an angry manner. The female was cited for breach of peace, animal-at-large, and no animal registration. 

11:45 a.m. A traffic stop was conducted on a juvenile female. During the traffic stop, the juvenile’s mother arrived on the scene. The mother was advised of the juvenile’s traffic infractions. The juvenile was warned for speeding within a school zone and violating driver’s license restrictions (too many passengers). 

2:30 p.m. A male subject contacted police to report a scam. 

Tuesday, April 18

1:31 p.m. An elderly male was the victim to the latest Publishers Clearing House Scam by paying out $3,500. 

1:34 p.m. An officer took a report of an abandoned vehicle at an unknown location. 

Thursday, April 20

12:55 p.m. A female was terminated from employment and the employer contacted the police to advise them of the situation due to the female’s angry response upon being terminated. 

1:46 p.m. A female within the 600 block of Park Street was given a formal letter regarding her nuisance property. The subject was given ten days to abide by town ordinances. 

12:45 p.m. Police made contact with a female regarding her two juvenile daughters following calls regarding the welfare of the juveniles after hearing rumors about the juveniles possibly using drugs. Police investigation revealed that no drug use was involved. 

2:37 p.m. Officers tried to make contact with a male about a camper with slides out, possibly living in it; as well as his nuisance property. The subject was given a formal letter to abide by town ordinances. 

3:10 p.m. Officers made contact with a male in the 300 block of South 11th Street to conduct a welfare check on his dog. Upon observing the dog, the owner was given one week to get the dog the appropriate care. 

Friday, April 21

3:11 p.m. Drake Boulden, 21, was arrested on a local warrant for bond revocation. The original charge was for possession of controlled substances (methamphetamine). 

4:00 p.m. Shawn D. Goodman Jr., 27, was arrested for having an active warrant. The warrant was for bond revocation for failure to check-in. 

8:42 p.m. A search warrant was executed in the 100 block of Fremont Street for a male reported to have multiple outstanding warrants out of Hot Springs County. This warrant resulted in the arrest of Paul Mathewson, 57. Mathewson was served two arrest warrants for alleged bond revocation and three pending municipal citations. 

Saturday, April 22

12:02 a.m. Kari Hamann, 34, was arrested for allegedly driving under the influence of alcohol and an open container. 

8:16 p.m. Report of a male juvenile who ran away from home around the 200 block of Sunset. The Juvenile was located by law enforcement. 

Sunday, April 23

11:03 p.m. Katrina Thompson, 44, from Teton Village, was arrested for allegedly driving while under the influence of alcohol after a traffic stop was conducted for speeding and additional traffic violations including allegedly running a stop sign at 10 MPH over the posted speed limit. 

11:10 p.m. An officer made contact with an 18-year-old male with suicidal ideations. No further information was available. 

Civil Court

Brooklynn A. May, under 21 having measurable blood alcohol content in the body, 60 days jail, 51 days suspended, six months supervised probation, fees and fines $70 and under 21 consuming alcohol, 60 days jail, 53 days suspended, six months supervised probation, fees and fines $70.

Raphaelita E. Carrier, vehicle exceeds 70 mph on a primary/secondary highway (six plus mph over), fees and fines $15 and failure to provide proof of liability insurance, fees and fines $560, and driving while license canceled, suspended, or revoked if not suspended for 31-5-229 or 31-5-233, fees and fines $440.

Paul A. Wurtz was bound over to District Court for failure to register as a sex offender, first offense.

Birth

Isaac Picon was born Friday, April 7, 2023, at Hot Springs Health at 4:20 a.m. to Natasha Herrera and Stephen Picon.

He weighed 8 pounds, 4 ounces, and was 20.25 inches long.

Grandparents are Nelda and Oscar Herrera and Sylvia and Arthur Licona.
