On the Record policy

It is the Thermopolis Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law. We print the names of all people upon their initial arrest.

Sheriff’s Office

Monday, Nov. 28

9:45 a.m. Agency assist for the Police Department.

Tuesday, Nov. 29

1:30 p.m. An elderly female was issued a citation for driving after license suspension/revocation. 

Thursday, Dec. 1

10:32 a.m. Report of a welfare check on a 53-year-old male. The subject was located and was OK.

10:33 p.m. Agency assist for the Highway Patrol on a probable cause search that found drugs.

Friday, Dec. 2

10:19 p.m. Agency assist for the Police Department.

Saturday, Dec. 3

1:19 p.m. A person reported they received an unsolicited call stating their Medicare cards had expired and wanted information to reissue new cards. No loss was reported, and Medicare will be notified during business hours. 

9:05 p.m. Agency assist for the Police Department.

10:51 p.m. A deputy responded to a 911 hang up. The deputy found a child on the property who had called 911 while playing with a parent’s phone. 

9:01 p.m. William Taylor Reed, 36, was arrested for an alleged probation violation and interference with a peace officer. 

Sunday, Dec. 4

3:54 p.m. The fire alarm went off in the jail. Dispatch called to inform them that it was zone 7 the alarm was coming from. The fire department arrived and gave the all-clear. No flame or smoke was detected. Maintenance was notified about heaters not working right and the sound of electric popping noises being heard in the yard. 

9:38 p.m. A 25-year-old male was charged with smuggling contraband into the detention center. 

Police Department

Monday, Nov. 28

9:45 a.m. Gregory Estock, 66, was arrested for alleged breach of peace and public intoxication in the lobby of Circuit Court. 

6:02 p.m. Report of a property damage crash in the 200 block of Park St, with no injuries or citations issued. 

Tuesday, Nov. 29

8:23 a.m. A stolen purse was found at a local business. A 15-year-old female and a 17-year-old female were cited. 

9:51 a.m. Michael Mariner, 35, and Crystal Wilson, 22, were both arrested for alleged probation revocation. 

Wednesday, Nov. 30

8:11 a.m. A female reported she was bitten by a neighbor’s cat. The 59-year-old female neighbor was issued a citation for the cat bite and warned for her cat being at large, not having her cat vaccinated, and not having her cat registered with the Town of Thermopolis. 

2:11 p.m. Police responded to the entrance of Hot Springs State Park for a report of a “vehicle counter” utility box being struck by a vehicle. The crash was reported as a hit-and-run. Upon arrival, police conducted a thorough investigation and determined a vehicle had slid off the snowy roadway and crashed into the utility box. The utility box was completely removed from its pedestal. 

6:19 p.m. A 37-year-old male was trespassed from multiple business locations.

 Friday, Dec. 2

3:59 p.m. Police conducted a traffic stop on an 18-year-old female within the 100 block of N. 11th Street for using the incorrect signal light and driving within the oncoming lane of travel. The recently licensed driver was issued written warnings for traffic infractions. Her parents arrived on the scene shortly afterward and drove the female and the vehicle away from the traffic stop. 

6:08 p.m. Mikayla Chrisien, 19, was arrested in the 700 block of Big Horn on a warrant. The original charges were for probation revocation. 

6:44 p.m. Linda L. Diebold-Estock, 57, was arrested for allegedly knowingly calling 9-1-1 for a non-emergent reason. After having contacted the police non-emergency phone number numerous times prior, Estock decided to call 9-1-1 to be transferred to the Hot Springs County Detention Center. Police responded to Estock’s residence and arrested her for the alleged crime. Estock was then physically transferred to the detention center. 

8:43 p.m. Timothy Macie Sr., 41, was arrested in the 300 block of Broadway for alleged possession of a controlled substance, driving without a license, and being in violation of his bond conditions. 

9:31 p.m. Jeffery Averill, 25, was placed under arrest for the alleged use of a controlled substance, marijuana, and in violation of his unsupervised probation. 

10:19 p.m. A 56-year-old male subject arrived at the law enforcement center for a daily required court check-in. Law enforcement made contact and requested a urinary analysis due to his stipulated bond conditions. The male refused and left in a vehicle. A contempt of court case has been submitted to the county attorney’s office.

Saturday, Dec. 3

2:10 p.m. Report of a property watch after a subject reported hearing a continuous audible alarm emitting from an adjacent house. Upon police arrival, it was determined a water line broke within the house and water was actively gushing into the basement of the home. Police and the town maintenance personnel made emergency entry into the home and stopped the water flow. The home was vacant, but the homeowner was contacted and advised of the situation and the damage observed. 

7:33 p.m. Officers received a report of two males that were intoxicated inside of a vehicle traveling around 8th and Fremont Street. Officers made contact with the vehicle parked at the corner of O’Dell and 14th Street. The driver of the truck, Mark Petty, 50, who occupied the driver’s seat, was arrested for allegedly driving under the influence of alcohol. The passenger was inside a residence and ran out the back door. A deputy then located the subject across town.

9:05 p.m. Chad Manley, 26, from Green River, was arrested for allegedly driving under the influence of alcohol. This call originated from a disturbance at a motel where the employee refused to serve him alcohol. The employee then witnessed Manley leave the bar driving a vehicle and reported it to authorities. 

7:04 p.m. A 37-year-old male was trespassed from a local business.

 Sunday, Dec. 4

3:54 p.m. Agency assist for the Hot Springs County Sheriff’s Office.

Civil Court

Joshua Goffena was found not guilty for reckless endangering.

Seth Johnson, open container of alcohol/moving vehicle, first offense, fees and fines $150.

Roy B. Johnson, driving while license canceled, suspended, or revoked, fees and fines $440.

Christopher M. Watkins, interference with a peace officer, 180 days jail, 167 days suspended, one year supervised probation, fees and fines $220.

Kurt Trahan, hunting, shooting or killing wildlife from a highway, fees and fines $250.
