Council approves liquor license transfer

At the April 5 Thermopolis Town Council meeting held at Town Hall, Mayor Mike Chimenti held a public hearing for the retail liquor license transfer from Elle’s Restaurant and Bar to 7 Lazy S Cafe and Bar, LLC. There were no public comments. The council then voted and approved the transfer of the liquor license. 

Town engineer Anthony Barnett said they had a prebid event for the silo painting project and that he recommended Carr Coatings, LLC. The council voted and approved the bid. 

Barnett also discussed the water project that the DEQ replied back and updated the project which enabled the project to move ahead. Barnett and the council scheduled a work session for the matter. 

Chief of police Pat Cornwell reported that they have a new patrol car and their new documentation system eForce works “quick and nice.” Cornwell also said that he has some injured officers making the staff have challenges to cover patrols and other matters.

Director of Public Works Ernie Slagle reported their new asphalt machine works but it produces an offensive smell from the tar when it smokes. Slagle said that they should not take it out into residential areas but create batches of asphalt at the stop and then haul it out to the location of work. 

Town attorney Mike Messenger reported that he sent a letter to Maverik as their stores are interested in the delivery of alcohol and tobacco products using Door Dash and online purchases. During the discussion, there were concerns about how to control underage use of the products. Chief Cornwell said, “It’s a bad idea.” 

Messenger also referred to a letter from Hot Springs County Planner Bo Bowman about the subdivision proposal south of town and that the Town should consider how it would affect water usage. There are a proposed 88 single-family units in the division. There were concerns if the Town would be able to produce enough water to meet the demands of the new properties. Slagle mentioned some water tanks that were not being used in the South Thermopolis and Owl Creek area. Those who want to voice their concerns can attend the Land Use Planning Commission meeting on April 20 at the Annex Building. 

The final matter Messenger brought up was that Charter Communications might renew its cable service and bring back the public channel. This might allow video broadcasts of the town council meetings

Under codes administration Fred Crosby brought up the subject of spring cleaning roll-offs and that they should consider finding a date to schedule for it at the next council meeting. Last year they set up the roll-offs in May.
