On the Record policy

It is the Thermopolis Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law. We print the names of all people upon their initial arrest.

Sheriff’s Office

Tuesday, March 29

1:55 p.m. Report of a jail incident involving a 33-year-old inmate from Minnesota who refused to go to court. Deputies had to use force to escort him to court. There were no charges. 

8:45 p.m. Report of a welfare check involving a girlfriend who was concerned about a 38-year-old male who was sick and could not make contact. The deputy arrived and found him to still be sick, but OK. 

Wednesday, March 30

8:14 a.m. Report of threatening behavior from a subject in Fremont county who was going to travel to Thermopolis to assault a 26-year-old male subject. Later, the reporting party Gerald Frazer, 26, from Fremont County, was arrested on a warrant from Converse County. The original charges were for a dog at large, where the animal attacked a subject. 

12:59 p.m. Report of threatening behavior involving a family dispute. One family member wanted another family member trespassed from their property. There were no charges. 

Thursday, March 31

9:39 a.m. Report of an accident involving a single-car crash that went off the road. The 49-year-old male driver was cited for no proof of insurance, speeding too fast for conditions, and leaving the scene without a report. 

Friday, April 1

11:15 p.m. Report of an accident involving an antelope hit by a car at mile marker 143 on Highway 20 North. The deputy dispatched the animal at the scene.

Saturday, April 2

12:56 p.m. Report of a trespass notice given to a 21-year-old male from a convenience store south of town. 

4:41 p.m. Report of an abandoned vehicle located at the Gooseberry rest stop. It has not been removed. 

8:18 p.m. Report of a family disturbance involving a verbal argument between a husband and wife. The call originated from a 911 hang-up. The husband went to a different location for the night.

Monday, March 28

10:56 a.m. Report of a hit and run involving an unknown vehicle that hit the reporting party’s flatbed trailer at the corner of 7th and Park. 

4:13 p.m. Report of a civil matter involving a neighbor dispute regarding a camper parked illegally on the street. 

5:33 p.m. Report an agency assist involving an officer with the Highway Patrol on a consensual contact with a male subject at Elk Antler Inn. Adam James Frahm, 33, from Minnesota was arrested for alleged suspended driver’s license, expired registration, driving without compulsory auto insurance, and possession of a controlled substance, plant. 

Tuesday, March 29

12:00 a.m. Report of found property involving a pair of men’s SIMMS fishing boots near the boat dock. Size and color are withheld for the owner to verify upon return.

Wednesday, March 30

5:47 p.m. Report of a civil standby at the 100 block of Mountain View Drive. It went without incident. 

10:50 a.m. Report an alleged sexual assault involving a 36-year-old male and a 26-year-old male that occurred in 2018. The case is under investigation. 

9:34 p.m. Report of found property involving white AirPods found at McDonald’s. 

Thursday, March 31

10:20 a.m. Report of a criminal traffic violation involving a 17-year-old male parked under the 8th Street bridge sitting on top of a 4-wheeler, who did not have a valid driver’s license. The male was warned for an expired license. 

Friday, April 1

2:45 p.m. Report of a welfare check involving a 48-year-old female, called in a welfare check on her 52-year-old husband. The exterior of the residence was locked, and law enforcement required a locksmith to gain entry. Once law enforcement gained entry, it was determined that the husband was ok. 

5:46 p.m. Andrew Bradley Meador, 30, was arrested and placed on a two-day jail sanction by Wyoming Department of Corrections (DOC) Probation Office for alleged controlled substance use. 

11:14 p.m. Report of a criminal traffic violation involving a 16-year-old male, traveling south in the 100 block of South 6th Street, had no visible license plates on his vehicle. The driver was also out past his curfew due to his restricted license. The driver was warned for his registration and received a citation for being out past his curfew on his restricted license. 

Saturday, April 2

1:28 p.m. Report of a civil standby involving a 48-year-old female requested law enforcement be present while she removed animals from her residence and spoke with her husband and left the scene. 

2:55 p.m. Report of a hit and run involving a 28-year-old female driver who’s vehicle struck a 40-year-old male’s vehicle in the parking lot of a gas station. Both parties exchanged necessary information and left the area. 

11:04 p.m. Report of a citizen assist involving a 69-year-old female who was concerned that she may have given her vehicle to a stranger instead of an automobile mechanic employee upon dropping her vehicle off at a local auto repair shop. Police located her vehicle in front of her home. 

Sunday, April 3

2:41 p.m. Carol Patterson, 57, was arrested for alleged battery against a 26-year-old female.
