On the Record policy

It is the Thermopolis Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law. We print the names of all people upon their initial arrest.

Highway Patrol

Monday, March 7

2:00 p.m. Christopher Thomas Frederiksen, 35, from Casper, was arrested for alleged driving while under the influence of alcohol, careless driving and speeding.

Sheriff’s Office

Monday, March 7

12:08 p.m. Report of a citizen assist involving a subject who hired someone to clean their son’s house. However, they later learned of the hire’s history they were not comfortable with and asked for their key back. The hired subject did not want to return the key. The deputy spoke with the subject and they returned the key. At this point, the matter became a civil issue.

1:49 p.m. Report of an agency assist for Highway Patrol but the call was canceled prior to the deputy arriving. 

Tuesday, March 8

4:08 p.m. Report of an agency assist where a deputy provided traffic control for Highway Patrol at mile marker 128 on Highway 20 South in the Wind River Canyon.

Wednesday, March 9 

10:22 p.m. Report of welfare check involving a wife who wanted someone to check on her 36-year-old husband who was driving and whom may harm himself. The deputy had negative contact with the subject. 

Thursday, March 10

9:58 a.m. Report of an agency assist for Probation and Parole. Brandon Reo Boren, 37, was arrested for alleged probation sanction. 

10:27 a.m. Report of an agency assist for the Department of Family Services involving a residence on Lane 8 to do a home check for a young child. The deputy determined the home was not a safe environment for the child. The parents agreed to clean up the place. 

Saturday, March 12

10:38 a.m. A deputy provided an escort for a funeral on Monument Hill. 

6:57 p.m. Report an agency assist involving Highway Patrol for a possible drunk driver. A silver Escalade was being driven in the Wind River Canyon. The trooper stopped the vehicle. The passenger allegedly jumped out, ran and was caught. Travis William Rednour, 39, of Cody, was arrested for alleged interference with a peace officer, driving while under the influence of alcohol, driving while license was suspended, 2nd offense, and possession of marijuana. Alexis Dawn Hemsted, 34, from Iowa, was arrested for alleged interference with a peace officer, open container, and possession of a controlled substance, pill, or capsule.

Police Department

Monday, March 7

1:37 a.m. Report of a welfare check involving a friend who was concerned about a 24-year-old female who was highly intoxicated. The officer arrived at the home of the subject and woke up the roommate and asked that they take care of her for the rest of the night.

9:38 a.m. Report of an alleged sexual assault involving a 63-year-old male victim who notified law enforcement. 

Tuesday, March 8

9:06 a.m. Report of a citizen assist involving the owner of a house who was in jail. A family member called for someone to look at the house. Everything was OK.

9:39 a.m. Report of an alleged domestic assault involving a 17-year-old female suspect who was taken into protective custody. A court hearing is pending or already happened. The victim was a 37-year-old female.

2:47 p.m. Report of found property involving a set of keys located at the 600 block of South 6th. The owner was known, and the keys were returned. The owner was able to drive home.

2:48 p.m. Report of a suspicious 52-year-old male subject who was passed out in a restaurant because he was tired.

5:05 p.m. An officer assisted emergency medical services in the transport of a patient to the hospital. 

6:51 p.m. Report of noise involving a subject who was revving his vehicle’s engine loudly and repeatedly. 

11:13 p.m. Lance James Portlock, 46, was arrested for allegedly driving while under the influence of alcohol. Portlock was allegedly turning his vehicle lights and high beams on and off repeatedly and shining them in the neighbors’ homes. 

Wednesday, March 9 

9:39 a.m. Report of harassment involving a 52-year-old male subject who taped up notes and was staring at a 19-year-old female tenant in their apartment building. The male subject was not present. The officer counseled the female subject on what to do if it happens again. 

10:51 a.m. Deanna Sue Morgan, 34, turned herself into the Law Enforcement Center. She had a Hot Springs County warrant that involved probation revocation. 

3:00 p.m. Report of a citizen assist involving the Town Crew and the driver of a 4-wheeler who was plowing snow into the street. The snow must be kept on the people’s property and not on the street. 

Thursday, March 10

8:49 a.m. Report of vandalism in the school bathroom involving a 16-year-old male subject. The problem was resolved by the school staff. 

8:36 p.m. A 37-year-old male and a 36-year-old female, both from Casper, were cited for possession of marijuana. 

11:10 p.m. John Lee Tutton, 44, from Pavillion, was arrested for alleged driving while under the influence of alcohol. 

11:14 p.m. Jamie Mae Stimpson, 46, was arrested for alleged driving while under the influence of alcohol.

Friday, March 11

12:36 a.m. An officer assisted emergency medical services in the transport of a patient to the hospital.

11:58 a.m. Report of an accident at 8th and Washakie involving a 16-year-old female driver who hit a vehicle with a 35-year-old male driver. It involved a black Ford pickup striking a white Ford pickup.

2:33 p.m. Report of a juvenile problem involving youth who were playing under the train bridge near 6th Street. The juveniles were seen running away. The matter was turned over to the county sheriff. 

4:58 p.m. An officer assisted emergency medical services in the transport of a patient to the hospital. 

9:18 p.m. Report of a welfare check involving a 41-year-old female whose 46-year-old ex-husband might be at her house. He has a warrant for arrest and a protection order. He was not there and she was OK.

10:14 p.m. Report of disorderly behavior involving a young male juvenile who was creating a disturbance. He was afraid of his 37-year-old mother, who was very intoxicated. The juvenile stayed with his uncle overnight. 

Saturday, March 12

1:40 a.m. Joshua Timothy Schuster, 38, was arrested for alleged driving while under the influence of alcohol. 

8:16 a.m. Report of a possible drunk driver that was traveling into town from Highway 20 North. The officer located the car and followed the driver to their house. The driver was not found to be intoxicated 

7:39 p.m. An 18-year-old female from Illinois was cited for possession of marijuana and speeding. A 22-year-old male from Wisconsin was cited for possession of marijuana and speeding.

11:17 p.m. Report of a welfare check involving a 52-year-old male who recently lost a friend to cancer and was depressed. The officer advised the subject to go to the hospital and get help. The subject said he would,

Sunday, March 13

12:57 p.m. Report of suspicious activity involving a 52-year-old male who was acting weird at a convenience store. He was waiting for some family members to send money. The subject drank some tea and went home.

Verdale John Duran, driving while under the influence of a controlled substance, second offense within 10 years, 120 days jail, 113 days suspended, three years supervised probation, fees and fines $470.
