On the Record policy

It is the Thermopolis Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law. We print the names of all people upon their initial arrest.

8:59 a.m. Report of a welfare check involving an elderly female subject. Everything was fine. 

Tuesday, August 3

4:03 p.m. Report of a suspicious vehicle in the Gebo area. The deputy was unable to locate the vehicle. 

8:49 p.m. Report of a possible drunk driver. However, there was not enough information to investigate. The deputy was unable to locate the vehicle. 

Wednesday, August 4

9:26 a.m. Report of a family fight. It was verbal only and the parties were separated. No arrests or citations. 

4:08 p.m. Report of a medical call that was alerted by Lifeline. The deputy and emergency medical services made contact with the subject, who had no need to be transported to the hospital. 

Friday, August 6

Unknown Time: Jeffery Scot Averill, 24, sentence commitment for probation revocation.

1:01 p.m. The Sheriff’s Office provided an escort for the parade of the FFA Youth. 

1:27 p.m. A deputy provided extra patrol at a location.

6:12 p.m. Report of a citizen assist involving a medical request for a subject. However, the subject refused medical care. 

Saturday, August 7

Unknown Time: Stanley J. Kehler, 64, sentence commitment, specific reason not available.  

9:16 p.m. Report of a citizen assist involving a 21-year-old female from Arizona who was abandoned by her 60-year-old boyfriend. An attempt to locate the male subject was sent out. He was located in Greybull, and he stopped to drop off the female subject’s belongings. 

Sunday, August 8

12:29 p.m. Report of an accident involving a 23-year-old male motorcyclist who was transported to the hospital in Worland for his injuries. The motorcyclist was traveling northbound.

The vehicle in front of him suddenly braked and turned too quickly for the motorcyclist to stop in time. The motorcyclist lost control and he dropped the bike. The deputy was unable to locate the vehicle, who stopped too quickly.

Monday, August 2

12:04 p.m. Report of suspicious activity involving someone seeing a front door open to the Las Fuentes building prior to its demolition. No action was taken. 

Tuesday, August 3

1:25 p.m. Report of an emergency involving an officer who conducted a traffic stop. One of the passengers had a medical emergency and was escorted to the hospital.

1:43 p.m. Report of an accident involving a trailer that came off its hitch and then traveled into a yard of someone’s property and stopped. There was damage to the grass and was under $1,000. No citations.

3:50 p.m. Report of a citizen assist involving someone who lent two cell phones to another subject who lived close together or in the same residence. The latter subject did not want to return the phone. The officer informed them this was a civil matter.

7:59 p.m. Report of a citizen dispute involving the cell phone matter. No action was taken. 

8:34 p.m. Report of a medical call involving a subject who was a dog bite victim. The subject declined to be transported to the hospital. 

9:18 p.m. An officer assisted a subject with a place to stay for the night.

10:58 p.m. An officer assisted emergency medical services in the transport of a patient to the hospital. 

Wednesday, August 4

12:33 a.m. Report of a suspicious vehicle who stopped in the parking lot of a local business to make an international phone call because they had a signal. The business asked them to move on. 

12:55 a.m. Report of a suspicious male subject outside a local business. 

4:44 a.m. Jacinto Carrillo-Corio a.k.a. Secunddino Carrillo, 20, from Guatemala, was arrested for alleged breach of peace. 

8:41 a.m. An officer assisted emergency medical services in the transport of a patient to the hospital.  

9:02 a.m. Report of lost property involving a subject who was driving a Uhaul on the highway and lost some household items. 

4:02 p.m. Report of an agency assist involving the Department of Family Services conducting an investigation. 

Thursday, August 5

11:34 a.m. An officer assisted emergency medical services in the transport of a patient to the hospital.  

12:29 p.m. A 56-year-old male was cited for leaving the scene of an accident. 

5:20 p.m. Report of theft involving cell phones. The matter is a civil issue. 

9:45 p.m. Report of vandalism involving someone throwing tomatoes at passing vehicles. There was no damage to the vehicle. 

Friday, August 6

8:22 a.m. Report of an agency assist involving an officer observing a urinalysis for the Department of Family Services.

9:38 a.m. Report of deceased 69-year-old female. There was nothing suspicious. 

3:32 p.m. Report of an emergency involving a confused subject in the hospital that called 911 instead of using the nurse button.

5:47 p.m. Report of an accident that the State Park handled.

9:28 p.m. Report of a welfare check involving a 9-year-old female who was at a parent’s house for visitation. Everything was fine.

Saturday, August 7

9:49 p.m. Report of a citizen assist involving a civil standby for a subject to pick up their property. 

10:03 p.m. Report of a citizen assist involving a company vehicle parked in a driveway of a property owner and didn’t know who the vehicle’s owner was. The vehicle was actually owned by his brother, who stopped by to visit. 

11:44 p.m. Report of a family fight. It was verbal only and the parties were separated. No arrests or citations. 

Sunday, August 8

12:44 a.m. Report of suspicious activity involving a subject outside a business who parked to sleep. The officer advised where the subject could stay to get sleep.

12:53 a.m. Report of a family fight. It was verbal only and they decided to calm down for the night. No arrests or citations. 

2:42 a.m. Report of vandalism involving a car that was keyed. The matter is still under investigation. 

1:22 p.m. Two 15-year-old male juveniles were both cited for minor in possession of tobacco. 

2:34 p.m. An officer assisted emergency medical services in the transport of a patient to the hospital. 

8:16 p.m. Report of a citizen assist involving a civil dispute over some property. They were advised to go over the matter with their attorneys.
