On the record

 

Thermopolis Middle School officials requested member of the Thermopolis Police Department respond to the school on Friday, April 12. Several students were cited for possession of tobacco and one was cited for possession of marijuana.

On the Record policy

It is the Thermopolis Independent Record's policy that all people arrested or cited under the "Accidents," "Sheriff's office" or "Police department" in the On the Record section are presumed innocent until proven guilty in a court of law. We print the names of all people upon their initial arrest.

Sheriff's Office

Monday, March 29

11:31 a.m. Report of a fire in the Wind River Canyon. A deputy provided traffic control for the Fire Department.

Tuesday, March 30

3:54 p.m. A deputy observed a urinalysis for the Department of Family Services.

4:09 p.m. A citizen assist where a subject reported that three months ago a roommate allegedly stole medication and property from them. The matter is being investigated.

4:49 p.m. An accident where a subject hit a dog at mile marker 137 Highway 20 North. The dog died and there was damage to the vehicle.

5:18 p.m. Report of a suspicious subject where a deputy observed a 21-year-old female walking on the railroad tracks near mile marker 136 on Highway 20 North. The deputy made contact and informed her she was trespassing on the tracks. 

6:46 p.m. Report of suspicious subjects where a mother was with her child who was climbing on the rock wall of Pinnacle Bank. The deputy stopped and told them not to climb.

7:56 p.m. An agency assist where a deputy backed up Highway Patrol at mile marker 2 on Black Mountain Road.

9:31 p.m. A 17-year-old female and a 17-year-old male were both cited for minor in possession of alcohol. 

Wednesday, March 31

7:00 p.m. A citizen assist where a deputy helped a female subject out in Sand Draw change a tire.

Thursday, April 1

9:23 a.m. Report of a potential drunk driver on East River Road. The deputy made contact and found the driver to not be intoxicated. 

Friday, April 2

9:49 p.m. Report of a possible domestic assault issue where the caller complained someone tried to hit him with a vehicle. The caller sounded to allegedly be intoxicated. James Lewis Colwell, 40, was arrested for an alleged probation violation as he was on unsupervised probation with an alcohol condition. The matter with the other party was verbal. 

12:26 p.m. Report of a field on fire along West Sunnyside Lane. The deputy provided traffic control for the Fire Department. 

4 p.m. A State Park Ranger pulled over a side-by-side driver at a traffic stop for speeding. The subject gave the false name of Brandon Shaw and was arrested. The alleged charges are interference with a peace officer, providing a false name and forgery, not carrying a driver's license, not having insurance, not having registration and possession of a controlled substance, marijuana.

The subject allegedly had a vape pen for marijuana, and he had an active felony warrant in Park County.

After the subject was booked in the detention center a family member called and the law enforcement discovered the subject's true name is Christopher Grant Decker, 34, of Worland.

Brandon Shaw is an actual person and because the Ranger and deputy gave the subject over $1,000 in citations which reached above the felony limit, Decker was also charged for the alleged felony of unauthorized use of personal identification information. 

Saturday, April 3

4:05 p.m. A citizen assist where a deputy helped a subject whose vehicle broke down at mile marker 133 Highway 20 North.

6:33 p.m. Report of trespassing where a subject drove through a property too fast. The property owner requested the trespass notice. 

Sunday, April 4

7:06 p.m. Report of a grass fire where a deputy provided traffic control for the Fire Department at mile marker 137 on Highway 20 North. 

8:56 p.m. Report of a possible drunk driver at mile marker 126 Highway 20 South in the Wind River Canyon. The deputy was out of position to respond, and there was negative contact. 

11:29 p.m. A citizen assist where a deputy made contact with a subject on Grass Creek and may have been trespassing. There were no citations. 

Police Department

Monday, March 29

10:43 a.m. A citizen assist where a subject was evicted and told to move. The officer will follow up to see the subject removed themselves.

11:38 a.m. A citizen assist where a subject stapled underwear on a fence with a message written on it. The reporting neighbor took offense and called it in. The officer investigated and said that it did not fall under obscenity rules.

Tuesday, March 30

10:18 a.m. Report of a possible drunk driver. The officer was unable to locate the vehicle.

1:25 p.m. Report of a personal injury accident involving an 87-year-old female who was driving and crashed her vehicle. The subject was bleeding and transported to the hospital. There were no citations. 

1:51 p.m. A 14-year-old female was cited for a minor in possession of tobacco. 

5:33 p.m. A car repossession company called into the Police Department to notify them of their activities. 

8:43 p.m. Report of a juvenile problem involving a 17-year-old female who they were attempting to locate and was later found. 

11:13 p.m. A medical call where an officer assisted emergency medical services in caring for a subject. The subject was not transported to the hospital. 

Wednesday, March 31

1:22 p.m. A 36-year-old male from Montana was cited for possession of marijuana and speeding.

3:47 p.m. Alvin N. Ward, 63, was arrested for alleged possession of marijuana and driving while under suspension. 

10:50 p.m. Report of a suspicious subject who was sleeping in Hot Springs State Park after hours. He was told to move along. 

Thursday, April 1

9:28 a.m. Clayton Lee Douglas, 45, was arrested for alleged felonious restraint: exposing a victim to risk or kidnapping, theft for $1,000 or more, property destruction for $1,000 or more, criminal entry, domestic assault, first offense, reckless endangerment, false imprisonment or kidnapping, possession of a controlled substance and under the influence of meth. Bond was set at $20,000 cash.

12:51 p.m. A 38-year-old male was cited for driving without insurance and backing illegally in a parking lot.

Friday, April 2

10:35 a.m. Report of juvenile problems at the Thermopolis Middle School. After the school did their own investigation, they contacted the police to report eight students. Two 14-year-old males were given a warning, a 13-year-old male was cited for possession of marijuana, three 14-year-old males, a 13-year-old male and a 13-year-old female were all cited for possession of tobacco.

1:07 p.m. Report of an intoxicated subject. The officer was unable to locate them. 

1:46 p.m. An agency assist where an officer witnessed a urinalysis for the Department of Family Services. 

3:07 p.m. Report of vandalism involving a broken windshield on the passenger side. There are no suspects.

4:38 p.m. Report of lost property where a subject lost their wallet two weeks ago. No one has turned it in.

6:47 p.m. Extra patrol was provided for a property watch for someone who was out of town.

7:26 p.m. Report of a suspicious subject in the State Park at the firing range where no unauthorized personnel is allowed. The subject was actually Police Chief Julie Mathews picking up trash. 

Saturday, April 3

2:12 a.m. Report of noise where someone was playing their stereo too loud while dropping off individuals at a local hotel. 

11:38 a.m. Report of suspicious activity where someone was doing an inspection on a property and reported dried blood and knives in a bathtub. The individual who lived there had vomited in the bathtub and later tried scraping the residue with the knives. 

12:46 p.m. Howard Leslie Haagensen, 53, was arrested for alleged probation sanction. 

1:43 p.m. Report of theft of a phone. The officer was able to locate it and return it to the owner. There were no citations. 

3:33 p.m. Report of suspicious subjects where a local motel was concerned about some customers who wanted a room for the night. The officer found nothing out of the ordinary. 

7:35 p.m. Report of an accident where a subject backed into a light pole. There were no citations.

8 p.m. Report of possible child abuse. The report is pending.

8:52 p.m. Report of a possible drunk driver. The officer was unable to locate the vehicle. 

Sunday, April 4

9:55 a.m. An agency assist where an officer observed a urinalysis for the Department of Family Services.

8:00 p.m. Report of suspicious activity where two subjects were observed trying to enter a trailer. 

Notice from the Police Department

Police Chief Julie Mathews said regarding the incident of students at the Thermopolis Middle School who were cited or warned for possession of tobacco and marijuana, "Parents need to monitor your children, see what they're doing, search through their stuff when they come home, look for the vape pens. It's illegal at that age to have tobacco, it's illegal to have marijuana across the board. This stuff keeps coming up in our school system, watch your children, watch what they're doing. With the students, I get it, they want to experiment and things, but they need to understand that what they are doing is illegal and there are consequences for their actions.

Robert Hunter was born Saturday, March 27, 2021, at Hot Springs Health to Jessica Sinchetru and Robert Hunter Jr.

He weighed 6 pounds, 5 ounces, and was 19.5 inches long.
