On the Record policy

It is the Thermopolis Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law. We print the names of all people upon their initial arrest.

Sheriff’s Office

Tuesday, March 23

4:44 p.m. An agency assist where a deputy observed a urinalysis for the Department of Family Services. 

7:58 p.m. A medical call where a deputy helped stabilize a patient until emergency medical services arrived. 

Wednesday, March 24

11:25 a.m. Report of a potentially drunk driver involving a vehicle coming from the Wind River Canyon on Highway 20 South. The deputy pulled the driver over and found them to not be intoxicated. However, the 45-year-old male was cited for speeding going 75 MPH in a 65 MPH zone. 

1:16 p.m. A citizen assist involving a subject who bought a used cell phone and discovered the previous owner did not erase their Facebook account on the device. The deputy showed the subject how to remove the account from the phone.

Thursday, March 25

9:10 p.m. A citizen assist where a deputy helped a motorist on Black Mountain Road with a flat tire. 

Friday, March 26

2:12 p.m. An anonymous caller reported a 43-year-old female and a 51-year-old male was trying to sell the caller “spice” or synthetic marijuana. The two reported subjects were cited for use of a controlled substance and they turned the drugs in. There are more charges pending. 

Saturday, March 27

8:38 a.m. A medical call where a deputy assisted a subject who was having seizures until the ambulance arrived. 

Police Department

Tuesday, March 23

10:11 a.m. Report of a suspicious person supposedly trying to enter a house. The officer investigated and found it was a Rocky Mountain Power employee knocking on the door to notify the homeowner they were doing work on their trees.

2:14 p.m. Report of vandalism involving a visitor from out of state who had scratches on their vehicle. There are no suspects and they are unsure where the damage happened.

Wednesday, March 24

7:44 a.m. Report of a domestic assault and a stolen vehicle. The vehicle has been recovered and the 45-year-old male suspect is still at large. A warrant for his arrest is pending.

12:16 p.m. Report of suspicious behavior involving a subject who believes their dogs are being poisoned. The call was unfounded. 

6:57 p.m. Report of a suspicious subject where a business wonder wanted a subject trespassed as they are suspicious of shoplifting. 

7:56 p.m. Report of trespassing where a business owner wanted to renew a trespass notice on a subject who had been there in the past.

Thursday, March 25

12:50 a.m. A citizen assist involving a semi-truck motorist who had mechanical problems. A wrecker was call to tow the truck. 

1:34 a.m. Report of a 33-year-old male intoxicated subject who violated his probation. The incident was forwarded to Probation and Parole. 

2:30 a.m. Report of a family fight. The parties were separated for the night. The incident was only verbal. 

3:45 a.m. A subject was assisted with a place to stay for the night.

11:24 a.m. Report of a male 14-year-old runaway juvenile. He was located and is currently in protective custody. 

12:23 p.m. A business owner who found some property and returned it to the owner.

6:07 p.m. Report of a medical call where an officer assisted a 22-year-old female subject who was out of control and was transported to the hospital. 

7:45 p.m. Extra patrol is being provided were suspicious activity occurred around a residence.  

7:56 p.m. Keith Odell Bapst, 51, was arrested for alleged probation violation and use of a controlled substance during a urine test.  

Friday, March 26

9:59 p.m. Christopher Chase Martin, 33, was arrested on a Hot Springs County warrant. 

10:27 a.m. Theft involving gas siphoned from a vehicle. 

Saturday, March 27

10:33 a.m. Report of a 911 hang-up. The caller’s number was captured, but the officer would not locate the subject. 

2:24 p.m. Suspicious behavior where a property owner saw a couple of men show up on his place looking around. Nothing was missing and the men had no reason to be there. The officer was unable to locate the men. 

4:25 p.m. Found property where an officer located a clutch purse on a roadway. The item was returned to its owner.

7:06 p.m. Report of a fire involving an unreported controlled burn. The police department requests that the public notify dispatch before performing a controlled burn.

8:14 p.m. Report of suspicious activity involving multiple people hanging out behind a business.  

10:18 p.m. Suspicious activity where a subject used his debit card and the business received a notice that it was a fraudulent card. There was some confusion about whether the card was his. The officer determined the call to be unfounded. 

Sunday, March 28

10:28 a.m. Property damage involving an individual who had a guest room damaged. The officer determined this was a civil matter and instructed the property owner what to do.

2:07 p.m. A medical call where an officer assisted emergency medical services in the transport of a patient to the hospital. 

2:56 p.m. Report of theft involving a subject who was missing their cat.

5:02 p.m. Theft involving gas siphoned from a vehicle. This was in a separate area from the previous call for gas theft.

6:47 p.m. A medical call where an officer assisted emergency medical services in the transport of a patient to the hospital. 

8:54 p.m. Found property where two bicycles were left on a road in front of a house that didn’t belong to them. The bikes have been impounded.

Police Chief Julie Mathews said that with the rising gas prices she recommends getting a gas cap lock or another device to prevent gas from being siphoned from your vehicle.

Law Enforcement also asks the public to notify dispatch before starting a controlled burn on private property.

Circuit Court

Tylor Michael, use of a controlled substance, Schedule I, II or III, 30 days jail, 27 days suspended, fee and fines $129.

Tanya Miller, driving while under the influence of alcohol 0.08% or more, 30 days jail, 28 days suspended, one year unsupervised probation, fees and fines $470 and unlawful contact: rude, insolent or angry touches without bodily injury, 30 days jail, 28 days suspended, fees and fines $70.

Sebastian K. Jordan, was bound over to District Court for possession of a controlled substance, Schedule I, II or III, and a second count of possession of a controlled substance, Schedule I, II or III.

Joseph J. Withrow, use of a controlled substance, Schedule I, II or III, one year supervised probation, fees and fines $270 and a second count of use of a controlled substance, Schedule I, II or III, 90 days jail, 78 days suspended, one year supervised probation, fees and fines $70.

Daniel Norris Robinson, was bound over to District Court for possession of a controlled substance, Schedule I, II or III and a second count of possession of a controlled substance, Schedule I, II or III.

Michal D. Johnson, driving while license is canceled, suspended, or revoked if not suspended for 31-5-229 or 31-5-233, 90 days jail, 87 days suspended, fees and fines $320 and not driving a vehicle within a single lane, fees and fines $100.

Wyatt D. Robbins, driving while license is suspended, second plus offense, seven days jail, fees and fines $270.

Suann L. Walk, theft: deprive under $1,000, 10 days jail, 10 days suspended, fees and fines $470, restitution $47.49.

Birth

Tristen Lynch was born Friday, March 12, 2021, at Hot Springs Health to Kalie Watterson and Brett Lynch.

He weighed 6 pounds, 14 ounces and was 19 inches long.

Grandparents are Hollie Watterson, Jim Watterson and Corrina and Brock Lynch.
