HSSP gets back to RFPs

Wyoming State Parks and Cultural Resources is back working on Requests for Proposals (RFP) for two properties within Hot Springs State Park – the Star Plunge and Days Inn.

The board was preparing the RFPs to go out earlier this year when the COVID-19 pandemic struck, causing most of the government offices to close down in Cheyenne and employees were having to work from home.

At that time, Deputy Director Nick Neylon said the work was put on hold and the release of the RFPs was pushed back. Speaking with Neylon on Monday, he said they are doing some last minute changes and hope to get the documents out as soon as possible.

As part of the discussions about the two properties, one solution was put on the table for the state to purchase the Days Inn outright as well as the Star Plunge, then bring in their own outside entity to manage the properties.

However, with the failure of the capital construction bill in the legislature, the ability to purchase the properties is probably taken off the table as the state is looking at yet another round of deep budget cuts to keep Wyoming’s head above water.

The owners of both properties can respond to the RFPs with their plans and financial backing, but they will be in competition with other entities that may want to purchase the properties outright.

With all work halting on the RFPs for the last few months it will probably not be until late this year before any kind of decision is made as to who will ultimately come out in possession of the properties.
