On the Record policy

It is the Thermopolis Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law.

Wednesday, April 3

12:17 p.m. Report of a vehicle driving in and out of driveways on Highway 20 North. The suspect vehicle was not located.

Thursday, April 4

12:49 p.m. Report from a business about someone trying to sell truck tires. The subject left prior to the deputy’s arrival and could not be located.

6:04 p.m. A deputy assisted Wyoming Highway Patrol on a traffic stop.

10:34 p.m. A deputy provided a courtesy ride to a subject walking along the highway near Kirby.

Saturday, April 6

2:19 p.m. Wyoming Highway Patrol transferred a complaint about a vehicle passing on the double yellow line in the canyon. The suspect vehicle could not be located.

Monday, April 8

3:38 a.m. Report of a subject who had left a business but seemed despondent.

The subject was located and spoken to, and it was discovered he was upset because of an accident that happened elsewhere. The subject was also found to be intoxicated and was given a courtesy ride home.

Tuesday, April 2

12:17 p.m. Report of subjects threatening each other. Juveniles and adults were involved, and they were warned.

1:01 p.m. A cell phone was found and returned to its owner.

3:30 p.m. Melissa E. Balstad was arrested for alleged breach of peace, property destruction and criminal entry.

5:27 p.m. Officer called to the detention center to assist with an inmate.

6:36 p.m. Report of tags taken off a license plate.

11:55 p.m. Complainant reported it appeared someone was going through his vehicle. Nothing was missing.

Wednesday, April 3

10:21 a.m. A female subject reported receiving threatening phone calls.

8:28 p.m. Report of a couple subjects arguing. One subject was intoxicated and chose to leave.

11:19 p.m. Debra L. Rice was arrested for alleged driving under the influence and possession of marijuana.

Thursday, April 4

1:48 a.m. A female subject reported someone was knocking on her bedroom window. There were no suspicious subjects located outside the home.

10:14 a.m. A subject was allowing another person to charge batteries on a camper. However, the cord being used was stretched across an alley, which is not allowed.

10:46 a.m. Complaint of an erratic driver. The driver was contacted and spoken to.

12:07 p.m. A subject felt he was the victim of a scam and was provided further instruction on what to do.

Friday, April 5

12:59 p.m. Report of an accident in which two vehicles with elderly drivers bumped into each other.

4:43 p.m. A child picked up a bike leaning next to a dumpster, believing it to be abandoned. It was later discovered the bike had an owner and it was returned.

Sunday, April 7

2:46 a.m. REDDI report, though the suspect vehicle could not be located.

2:52 p.m. KC V. Lahoe was arrested for alleged domestic assault.

5:10 p.m. Report of two angry drivers, with one wanting to have words with the other.

6:40 p.m. A vehicle identified in a REDDI report made it out of town but was later stopped by Wyoming Highway Patrol.

Monday, April 8

1 a.m. Complainant felt someone was in his house. No suspicious subjects were located.

1:51 p.m. Complaint of a semi driving on property.

10:56 p.m. Cindee L. Reynolds was arrested on a bench warrant.

Births

Zakeriah Ray Waltmon was born Thursday, March 28, 2019, at Hot Springs County Memorial Hospital to Melanie Waltmon.

He weighed 6 pounds, 11.2 ounces and was 19.5 inches long.

Grandparents are Charles Waltmon and Sharla Blish.

Skyler Aiden Brinkerhoff was born Saturday, March 30, 2019, at Hot Springs County Memorial Hospital to LaShaunna Brinkerhoff.

He weighed 7 pounds, 5 ounces, and was 20 inches long.

Grandparents are Loresa and Daniel Brinkerhoff and Gary Nollan.

Circuit court

Robert A. Phillips was found guilty of driving under the influence of alcohol and a controlled substance, and was sentenced to 15 days in jail with 15 days suspension and six months unsupervised probation. Fees and fines are $505.

Keith L. Searle was found guilty of theft under $1,000. Fees and fines are $185. Restitution is $177.15.

Property transfers

Quitclaim Deed: Jody Schwab to Scott Schwab, Lots 10, 11 and 12, Blcok 17, Original Townsite of Thermopolis.

Personal Representative’s Deed: Justin Maze is conveyed the right, title and estate of Gail Ferney, deceased, including tracts in Lot 3, Section 2, Township 8 North, Range 3 East of the Wind River Meridian.
