On the Record policy

It is the Thermopolis Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law.

Sheriff’s office

Tuesday, Oct. 2

7:17 p.m. Report from Wyoming Highway Patrol of a vehicle being driven erratically through the canyon. The suspect vehicle could not be located.

Wednesday, Oct. 3

4:07 p.m. Complainant reported being assaulted in a different town. The subject was advised to contact the proper county where the incident happened.

6:43 p.m. Report of half full feed bags on Highway 20 North. The bags were located and cleared from the road.

8:18 p.m. While a deputy was on patrol, he observed a vehicle with steam coming out from under its hood. The deputy stopped the vehicle and contacted a tow truck.

Friday, Oct. 5

3:52 p.m. Report of juveniles throwing sticks into the Big Spring. The juveniles were located and it was found they were actually throwing knives at trees in the state park.

3:58 p.m. Assist with Department of Family Services.

7:13 p.m. An inmate advised a deputy that a second inmate had come into his cell and beat him for stealing. The inmate was cited for simple assault.

Saturday, Oct. 6

5:28 p.m. Complainant reported being harassed by a subject in Texas.

7:59 p.m. Report of livestock on another’s property. The caller made sure the animals were in a secure area until the owner returned.

Sunday, Oct. 7

12:08 a.m. Report of speeding on Highway 20 South. The vehicle was located and stopped, though the driver argued with the deputy.

Monday, Oct. 8

7:01 p.m. A deputy noticed a vehicle’s rear light was broken and showing white light. After the deputy requested the driver’s information he noticed a gun and an open bottle of beer in the vehicle.

Occupants of the vehicle said they had not been drinking, and the open container was not theirs. They did not show apparent signs of intoxication. Following an argument with the deputy, the driver was cited for open container and failure to carry insurance, and warned about the broken tail light.

Police department

Tuesday, Oct. 2

8:49 a.m. Report of a subject walking a dog and being abusive to the animal. A subject was contacted and the dog appeared to be fine.

12:28 p.m. Report of a stolen truck that was located in Colorado. The owner was given a contact number of the proper police department to get the truck back.

3:56 p.m.-3:59 p.m. There were three complaints of nuisance properties.

6:21 p.m. Complainant reported her vehicle was struck in a parking lot. Damage was estimated at over $1,000.

Wednesday, Oct. 3

10:44 a.m. Officer responded to a report of vagrancy, though it was discovered the alleged vagrant had bee living at a residence for several months. There was also concern a trailer moved onto a property was previously a meth house, though the responding officer found no reason that was the case.

1:11 p.m. Report of juveniles taking cigarette butts from a canister.

8:58 p.m. Complainant was concerned a juvenile subject was living on her own, though it was found there was an adult supervising her.

Thursday, Oct. 4

4:50 p.m. While on another call, an officer noticed a smell of marijuana coming from a residence. Two subjects were cited for possession of marijuana.

9:31 p.m. Report of an out of state vehicle in a parking lot with no owner around. The vehicle was later tagged as abandoned but was gone the following day.

9:54 p.m. Caller concerned about a dog being shot with a staple gun. A veterinarian observed the staple was from a previous operation and was not malicious.

Friday, Oct. 5

11:22 a.m. Report of a semi truck coming into town and passing on a double yellow line. The vehicle was stopped and the driver was cited for speeding.

Saturday, Oct. 6

1:49 p.m. Report of a hit and run accident.

5:21 p.m. A found wallet was returned to its owner.

Sunday, Oct. 7

2:27 a.m. Complainant reported leaving a cell phone at a business and had reported it as stolen.

6:36 p.m. Officer responded to two people arguing about a wood-burning stove. The matter was deemed civil in nature.

3:29 a.m. Call about someone attempting to enter a residence through a window. No subject was located in the area, though it did appear that someone had tried to pry open the window.

6:58 a.m. Report of a male subject loitering at a business. The subject was spoken to and was trespassed from the property.

Circuit court

Kimberly Sams was bound over to District Court on a charge of false statement for welfare benefits, $500 or more.

Jack E. Hillan was bound over to District Court on two counts of possession of a controlled substance.
