    POWELL (WNE) — Wapiti hunter and Republican leader Nina Webber has been cleared of allegations that she recklessly fired her rifle during a November elk hunt.     At the May 17 Hot Springs County Land Use Planning Commission (LUPC) held at the Annex building, County Planner Bo Bowman presented an application from Derrick Burrows who has requested a land use change from the Agricultural land use category to the Commercial land use category, for 8.2 acres, to allow a 12-unit tent (teepee) campground.
