On the Record policy

It is the Thermopolis Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law. We print the names of all people upon their initial arrest.

Friday, Dec. 30

The Hot Springs County Sheriff’s Office performed liquor license compliance checks. The liquor establishments located in the county jurisdiction that passed were Quality Inn and Wyoming Whiskey.

Tuesday, Jan. 3

7:33 a.m. Agency assist for Highway Patrol with a motorist assist.

11:51 a.m. A single vehicle rollover with 38 head of cattle inside of a semi trailer reported on Buffalo Creek Road. Deputies investigated the crash and stood by while the trailer and power unit were uprighted. No further information was provided. 

10:37 p.m. Agency assist for the Police Department.

Wednesday, Jan. 4

8:19 a.m. Report of possible child abuse. Further investigation is to follow.

3:01 p.m. Agency assist for Highway Patrol with a complaint of an unsecured load of hay on a trailer. 

Thursday, Jan. 5

1:04 p.m. A neighbor reported they had not seen an elderly neighbor for a few days. The neighbor attempted to knock on the door and had no response. Deputies made contact with the homeowner and all was well. 

2:24 p.m. A female came to the law enforcement center to report scam text messages. It was found an unknown person added their cell phone number to a group text and was attempting to get personal information from all parties in the group. All phone numbers in the group were blocked. No personal information was ever given out.

9:34 a.m. Agency assist for the Fire Department.

Saturday, Jan. 7

1:49 p.m. Report of gates being left open in the area of Gooseberry Creek. The incident is under investigation. 

6:21 p.m. Agency assist for Fremont County for the report of a single vehicle crash.

Monday, Jan. 2

3:52 a.m. Darrick Collins, 19, from Thermopolis/Casper, was arrested near the 400 block of South 14th Street for an alleged probation sanction out of Casper.

10:51 a.m. Welfare check for a male who didn’t keep in contact with his boss and hadn’t been heard from. An officer made contact and found him fine. 

2:51 p.m. A male reported a vehicle theft that occurred within the 100 block of North 3rd Street. The owner of the vehicle stated that he had his vehicle parked within the parking lot of his employer when he discovered someone had entered his vehicle without permission. The driver said he left his vehicle unlocked. The driver said he was missing miscellaneous items worth under $100. 

3:52 p.m. A female requested a welfare check to be conducted on four juveniles that were inside of a local restaurant for an extended period of time. The reporting party was concerned that the juveniles may be experiencing problems at home. A welfare check was conducted, and the juveniles were safe and healthy. Police learned that the parents were aware of the juvenile’s location. 

8:42 p.m. Welfare check requested by a male to be conducted on his juvenile son visiting the mother that lives within Thermopolis. The son was safe and healthy. 

6:02 p.m. Police responded to the high school to assist medical personnel with a juvenile male having difficulty breathing. The male was transported to the hospital. 

Tuesday, Jan. 3

5:09 p.m. Report of a male who violated his court ordered bond conditions by failing to conduct daily check-in and refusing to participate in a urinalysis. The information was forwarded to the Hot Springs County Attorney’s office. 

10:03 p.m. Shawn K. Parish, 53, from Arizona, was pulled over within the 700 block of South 7th Street for alleged failure to use a vehicle signal light twice, failure to stop while exiting a parking lot, and failure to dim bright headlights. During the traffic stop, police observed the male to be allegedly highly intoxicated. The male resisted police during the traffic stop and was arrested for alleged interference with police and suspicion of DUI along with several other citations for the traffic infractions. 

10:30 p.m. Report of a male who was violating his court ordered bond condition. The male was allegedly in possession and consumed alcohol. The Hot Springs County Attorney was advised of this violation. 

Wednesday, Jan. 4

9:05 a.m. An officer responded to the emergency room for a report of a juvenile with a broken arm. This incident was transferred to the Hot Springs County Sheriff’s Office due to this incident occurring in their jurisdiction. 

1:44 p.m. A 29-year-old driver from Worland lost approximately 45 bales of hay within the intersection of Park Street as it connects to North 6th Street. Passers-by stopped to assist the driver and his passenger. A short while later, the driver lost his hay load again just west of Thermopolis on US HWY 120. The driver was issued citations for having unsecured load, failure to display a valid driver’s license, and failure to display proof of valid vehicle liability insurance. 

8:11 p.m. Court violation involving a male who failed to abide by court ordered daily check-ins. The Hot Springs County Attorney was advised. 

Thursday, Jan. 5

8:52 a.m. A juvenile male was trespassed from apartments in the 1300 block of Canyon Hills due to property destruction. A trespass order was served with no additional incident. 

12:45 p.m. Freeman Blackburn, 69, from St. Stephens, was arrested in the 500 block of Richards Street for allegedly failing to drive a vehicle with an equipped interlock device, and a suspended driver license. Blackburn was issued seven traffic related citations during this offence. 

Friday, Jan. 6

7:57 a.m. A female around the 100 block of South 14th Street reported suspicious activity at her apartment complex while she was doing an inspection. This was to include drug paraphernalia, damaged brand new windows, and issues with the Wi-Fi. The owner was advised of how to better monitor the property, and no drugs were located during law enforcement presence. 

3:44 p.m. Report of a male driver who backed his vehicle into a green cable box in the alley way, around the 200 block of South 5th Street. Range arrived on scene and secured the damaged box. No citations were given.

6:04 p.m. Jim M. Gustitus, 70, was arrested for a local warrant. His original charges were for breach of peace and interfere with a peace officer.

Sunday, Jan. 8

5:41 a.m. A male, and female were reported to be in a dispute at a local motel around the 100 block of East Park Street. Both parties reportedly had been under the influence of alcohol. The male had apparently hung onto the outside of the car and had been drug all the way to the Park Street train bridge. No injuries had occurred. Daniel Brown, 40, from Red Lodge, Mont., was arrested for alleged public intoxication. The female driver was contacted later by law enforcement, and was allowed to take her two young children home. 

10:53 p.m. Kiyha J. Brost, 31, was arrested for allegedly, violating her Hot Springs County unsupervised probation conditions (alcohol).

Tabatha Neujahr was bound over to District Court for charges including child where meth was stored, ingested or possessed, possession of a controlled substance, powder or crystal, three grams or less, use of a controlled substance, Schedule I, II or III, and criminal trespass.
