On the Record policy

It is the Thermopolis Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law. We print the names of all people upon their initial arrest.

Sheriff’s Office

Monday, Sept. 12

11:25 a.m. Agency assist for the Thermopolis Police Department.

1:02 p.m. Report of a gas drive off from a convenience store where a driver failed to pay for $400 in fuel. The driver was located and returned to pay for the fuel. 

8:08 p.m. Agency assist for the Highway Patrol and the Fremont County Sheriff’s Office with a single-vehicle crash in the Wind River Canyon. 

Tuesday, Sept. 13

5:56 p.m. Citizen assist involving a Safe2Tell report. A juvenile was having suicidal thoughts. 

8:25 p.m. Agency assist for the Thermopolis Police Department.

11:17 p.m. A traffic hazard was reported on Highway 20 North. A deputy removed debris from the lane of travel.

Wednesday, Sept. 14

8:06 a.m. A deputy responded to mile marker 7.5 on Highway 120 for a vehicle versus deer crash. The female driver had no injuries and minor damage to her vehicle. 

2:37 p.m. Agency assist for the Thermopolis Police Department.

Thursday, Sept. 15

6:17 p.m. Report of a welfare check following an accidental 911 hang-up call.

Friday, Sept. 16

3:23 p.m. A water hauling trailer disconnected from a truck and crashed into the highway fence. There were no injuries and no other property damage.

7:31 p.m. Agency assist for the Thermopolis Police Department.

6:03 p.m. Report of a mountain rescue involving Search and Rescue who responded to the wilderness area of the Shoshone National Forest, near Cottonwood Peak, for a report of a person with injuries.

Saturday, Sept. 17

1:57 p.m. Report of a traffic accident in a parking lot when the driver of a motor vehicle struck a parked motor vehicle. 

7:20 p.m. An investigation was opened for alleged false reporting of a crime to law enforcement. A 35-year-old male from Hot Springs County was issued a citation for false reporting of a crime.

10:46 a.m. Agency assist for the Thermopolis Police Department.

12:29 p.m. A deputy assisted the ambulance for service.

3:41 p.m. A deputy assisted the ambulance for service.

Monday, Sept. 12

3:59 a.m. Report of barking dogs in the 300 block of South 2nd St. The owner of the dogs was not home and no citations were given.

11:25 a.m. Marcello Harris, 26, from Riverton, was arrested in the 100 block of Broadway for alleged public intoxication. Harris’s BAC was .447%. Officers transported Harris to the ER to be checked out before transporting him to detention. 

3:35 p.m. Request for extra patrol in the area of the 700 block of Arapahoe Street. The female subject’s car has new scratches and she noticed money missing from her car. 

Tuesday, Sept. 13

12:33 a.m. A black Lab mix was located running down the sidewalk of 300 South 5th Street. The dog had old tags and the owner could ne be located. The dog was taken to the vet clinic.

11:42 a.m. A male reported his ex-spouse was harassing him over the phone and driving by his residence and yelling at him. Police made contact with the female and spoke to her regarding this harassment. 

3:03 p.m. A female advised police that her ex-spouse stole pictures from her. The police determined this was a civil matter.

2:56 p.m. A female was trespassed from a local motel after the reporting party advised police that she observed the female verbally harassing a paying tenant as they drove by the motel property. 

8:25 p.m. A traffic stop was performed on a 64-year-old male on Highway 20 South for a traffic violation. The male subject was tested for the presence of alcohol per his bond conditions. The test showed a negative presence. A citation was provided for the traffic infraction. 

Wednesday, Sept. 14

4:50 a.m. A male subject reported barking dogs in the 300 block of South 2nd Street. The resident owner has not been able to be contacted in the prior three days and the dogs continue to be a nuisance. The owner will be contacted and cited for the offenses. 

12:52 p.m. A traffic accident involving a female driver who struck a parked vehicle as she was pulling out of a parking spot. No injuries were reported.

1:55 p.m. A male subject was asked to remove his work trailer off the property of a local business. The trailer was blocking business employees from accessing their trash receptacles. The male moved his trailer.

2:37 p.m. A traffic stop was performed on an 18-year-old female from Louisville, Colorado. During the traffic stop, police observed tobacco products within the vehicle. Police later discovered “Shrooms” (psilocybin) within the vehicle. The driver was give citations for speeding (50mph/30mph), possession of a controlled substance, and MIP-Tobacco. 

8:53 a.m. An 84-year-old female driver ran into a vehicle in a parking lot and left without reporting it. The female subject was cited for no driver’s license. 

Thursday, Sept. 15

12:18 a.m. Report of a traffic accident involving a female who backed her vehicle out of a driveway causing a minor accident with another vehicle in a residential area. Both vehicles sustained minor damage and the owners exchanged information.

5:58 p.m. A report of property damage on Sunset Ave that was done sometime last week. There is no known suspect, and the damage was under $500. 

7:42 p.m. Report of disorderly conduct involving a 57-year-old male who was making threats to an employee of a local motel. The employee requested the subject be trespassed from the property. The subject has received a breach of peace citation. 

1:10 p.m. A female called a local business upset about the ongoing mask mandate. The female subject made concerning comments that were portrayed as possible threats by employees. The female subject was contacted and spoken to about the phone call, and she advised that she did not intend on threatening anyone. 

2:41 p.m. Multiple juveniles reported having been approached by a suspicious older male while at a park.

4 p.m. A male subject requested information on how to get a restraining order against a male who was reportedly watching him while he was at work after they had a verbal altercation one week prior. The male was given information on how to pursue a restraining order. 

7:31 p.m. Report of a female and a male who were involved in a verbal domestic dispute. Both parties were warned for breach of peace and the female subject left the property. 

7:43 p.m. A female reported a male subject was having inappropriate discussions with her juvenile children at a local park. The female advised the male subject was speaking to her kids and boasting about his controlled substances enterprises within another state. Police made contact with the male and he apologized and advised it would not happen again. 

Saturday, Sept. 17

3:34 p.m. A female requested a trespass order on a male who she was previously in a dating relationship with. The trespass order was filled out, signed, and served to the male. The male subject was also advised of a vehicle belonging to him, which would be towed if not moved from its current location. The male subject advised that the vehicle would be moved. 

4:43 p.m. A traffic stop was conducted on a vehicle for registration required. An 18-year-old female was issued a citation for MIP (possession of tobacco) and a 29-year-old was issued a citation for PCS (THC) and open container (first offense). All subjects are from Casper.

6:30 p.m. A traffic stop was conducted on a male driver who was called in for a traffic complaint. The officer observed the driver of a green Dodge Ram 1500 fail to maintain his lane at 6th and Park St. The male driver was warned for his lane use and no further action was taken. 

Sunday, Sept. 18

6:19 a.m. An unknown male subject was inside the secured fence of a storage facility. The reporting party advised that he has witnessed this suspicious male twice in the past two days. The male subject allegedly flees after hearing the reporting party and his dogs outside. The owner(s) of the storage facility was contacted and advised of the issue. An attempt was made to contact the key holder for further action, but officers were unsuccessful. Extra surveillance will be conducted in the area. 

9:54 a.m. Stephanie M. Larson, 31, was arrested for alleged domestic battery, possession of a controlled substance (THC), and violation of bond conditions. 

Civil Court

Nathan M. Thomas was bound over to District Court for the following charges: causing bodily injury to a peace officer, and interference with a peace officer.

Kenneth Edward Laabs was bound over to District Court for the following charges: driving while under the influence of alcohol, equal to or greater than 0.08%, fourth plus offense within 10 years, and unlawfully wearing or carrying a concealed weapon, first offense.

Christopher White, possession of a controlled substance, powder or crystal, three grams or less, one year supervised probation, fees and fines $270.
