On the Record policy

It is the Thermopolis Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law. We print the names of all people upon their initial arrest.

Tuesday, April 12

12:50 p.m. Report of a welfare check on a 33-year-old female at the Senior Apartments. The subject had some physical and mental health issues. The deputy made contact and the subject’s mother transported her to the hospital and she was OK.

Wednesday, April 13

8:49 a.m. Report of property damage on Red Lane involving a gas meter that was struck by a resident in a truck. It appeared that alcohol may have been involved, but too much time passed to take action. A 49-year-old male was cited for hit and run, speeding too fast for conditions, careless driving, using an uninsured vehicle, and possessing an expired insurance card.

10:07 a.m. Report of found property, a shock collar controller.

Friday, April 15

3:52 p.m. Report of a civil process problem involving a forcible entry and detainer, eviction at a trailer park on Highway 20 South. The eviction is from a court order.  

Saturday, April 16

4:18 a.m. Report of a medical incident at the detention center. A 36-year-old male from Casper had a seizure and was transported to the hospital. He is OK. 

1:09 p.m. Report of an agency assist involving the arrest of Douglas Scott Amend, 52, for alleged, potential felony charges of aggravated assault with a vehicle. See the photo below for more information. 

4:53 p.m. Report of an agency assist with the Thermopolis police involving a 36-year-old male who was unruly at a traffic stop.

Monday, April 11

11:41 a.m. Report of an accident in a parking lot in the 600 block of South 6th. A 17-year-old female in a truck who backed out into a 68-year-old female’s car. The hitching ball of the truck scraped the entire side of the victim’s car. There were no citations. 

6:05 p.m. Report of a welfare check involving a 22-year-old male who called dispatch about a possible suicide in the 800 block of Park street with a 17-year-old male. Law enforcement spoke with the 17-year-old male and came to the conclusion that he was not a danger to himself and would not follow through with the threats previously spoken to the 22-year-old male about. 

9:16 p.m. Report of a welfare check involving a 24-year-old male who was reported missing by the concerned party. The subject also sent out texts suggestive of suicide. Eventually, the deputy made contact with the subject. He stated that he was ok and law enforcement will check in on him later that night. The subject’s mother also arrived on the scene to speak with him. 

Tuesday, April 12

6:40 a.m. Report of a fire involving a shed structure and four-wheeler in a backyard of the 500 block of Washakie St. It was a total loss. 

7:23 a.m. Report of a juvenile problem involving a 12-year-old female who was out of control. The officer talked to her and was able to calm her down. 

11:10 a.m. Report of an agency assist involving the Department of Family Services, the high school and a 15-year-old male required to take a urinalysis.

4:35 p.m. Report of a hit and run involving a 16-year-old male who struck a trailer with his vehicle and fled the scene. Police later located the vehicle and found the driver. The driver was cited for hit and run (property) and driving too fast for conditions. 

11:26 p.m. Justyce Mekenzie Tanner, 25, was arrested for allegedly driving under the influence of alcohol. While in custody, she was charged with interference with a peace officer for kicking a police officer. She was also charged with having an opened alcohol container within a vehicle, reckless driving, and having an inoperable license plate lamp on her vehicle. The driver was also allegedly in contempt of court for violating current court bond conditions. Diana Collins, 39, the passenger, was also arrested for allegedly being in possession of controlled substances (marijuana). The passenger was also allegedly in contempt of court for violating current court bond conditions.

Wednesday, April 13

3:52 p.m. Report of an accident involving a 45-year-old female who struck a light pole at the high school parking lot. No injuries or other vehicles were involved. No citations were issued.

3:36 p.m. Report of an unattended death involving a 63-year-old male found deceased in his bed. Death was not suspicious.

8:16 p.m. Report of a medical call and a DUI involving a 78-year-old female who fell in front of a liquor store. It was also reported that there was an 80-year-old male with her that was driving while under the influence of alcohol. Upon finding the couple in front of their residence, the male was cited for DUI and the female was taken to the hospital for a head injury.

Thursday, April 14

10:41 a.m. Report of a suspicious vehicle involving a 30-year-old male sleeping in his car in the 100 block of South 10th Street.

5:11 p.m. Report of a civil problem involving a 73-year-old male who arrived at the Law Enforcement Center to report an unknown male had threatened to harm his son with a third-party source. Law enforcement was unable to locate the unknown male.

Friday, April 15

1:29 a.m. Report of controlled substance violation involving a 61-year-old female who was pulled over for speeding. During the traffic stop, raw plant form marijuana was found within the vehicle. A 27-year-old female allegedly admitted to possessing marijuana. The driver was cited for speeding, while the passenger was cited for possession of a controlled substance.

Saturday, April 16

1:43 a.m. John Anthony Fernandez, 36, from Casper, was arrested for allegedly driving while under the influence of alcohol and interference with a peace officer. Also, Casey Cole Perkins, 36, from Casper, was arrested for alleged interference with a peace officer.

4:44 p.m. Report of lost property involving a pair of men’s boots found at the trailhead of T-Hill.

Sunday, April 17

11:11 a.m. Report of found property involving a credit card found next to the ponds in the Hot Springs State Park.

Shane A. Willow, driving while license is canceled, suspended, or revoked if not suspended for 31-5-229 or 31-5-233, fees and fines $450 and driving without an interlock device, first offense, 90 days jail, 66 days suspended, six months supervised probation, fees and fines $320.

James T. Lackey, possession of a controlled substance, powder or crystal, three grams or less, 90 days jail, 81 days suspended, six months unsupervised probation, fees and fines $170, and use of a controlled substance, Schedule I, II or III, 90 days jail, 81 days suspended, six months unsupervised probation, fees and fines $70 and driving while license is canceled, suspended, or revoked if not suspended for 31-5-229 or 31-5-233, fees and fines $450.

Ian R. Williams, battery, 180 days jail, 177 days suspended, six months unsupervised probation, fees and fines $470. 

Annette A. McAdams, open container of alcohol, moving vehicle, first offense, fees and fines $150 and interference with a peace officer, three days jail, fees and fines $220.
