On the Record policy

It is the Thermopolis Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law. We print the names of all people upon their initial arrest.

Sheriff’s Office

Tuesday, Feb. 1

7:38 a.m. Report of a controlled burn where dispatch was not properly notified. The deputy informed the subject they need to contact dispatch prior to starting a controlled burn.

Wednesday, Feb. 2

9:21 a.m. Report of a citizen assist involving a subject who received a toll letter from California. The deputy explained to the subject how to resolve it. The toll company said the plates were not hers. 

8:19 p.m. Report of suspicious activity in East Thermopolis involving a person who broke into a crawl space. The homeowner heard noises and reported them. The deputy arrived and did a search and did not locate anyone. Later, the person in the crawl space said they were looking for a cat. 

Thursday, Feb. 3

Unknown time: Daniel Norris Robinson, 20, of Rock Springs, was arrested by Colorado Highway Patrol on a Hot Springs County warrant related to drug charges from March 2021.

Unknown time: Andrew Lane Crenshaw, 24, of Gillette, was arrested by Campbell County Sheriff’s Office on a Hot Springs County warrant related to original charges of criminal entry. 

9:58 a.m. Report of suspicious activity. A report is pending.

12:10 p.m. A deputy assisted emergency medical services with the transport of a 72-year-old female patient to the hospital.  

5:05 p.m. Report of a welfare check involving a 59-year-old female. The deputy arrived, and the subject came to the door. She had been sick and trying to rest. The subject had food, water, and was aware of her surroundings. She was OK.

9:18 p.m. Report of suspicious activity that might be harassment. The matter is still under investigation. 

9:22 p.m. Report of an agency assist involving a deputy who worked with Highway Patrol on a traffic stop. 

Friday, Feb. 4

9 a.m. Report of a welfare check on a subject who was located by a deputy. The subject was allegedly highly intoxicated. He was taken to the hospital and later released.

11:19 a.m. Report of a welfare check involving a 49-year-old male subject who tried to call his employer. The employer tried calling back and couldn’t reach him. The deputy made contact with the subject who was found sick and didn’t have phone service in his home. He was OK. 

6:32 p.m. Lance James Portlock, 46, was arrested for alleged probation sanction. 

Saturday, Feb. 5

7:52 p.m. A deputy assisted emergency medical services in the transport of a patient to the hospital. 

Sunday, Feb. 6

12:40 a.m. A deputy assisted emergency medical service in the transport of a Kirby patient to the hospital. 

6:28 p.m. Report of a citizen assist involving a 14-year-old male who had a verbal argument between a family member. 

Police Department

Monday, Jan. 31

8:39 a.m. Report of a welfare check involving an employer who has not seen his employee, a 53-year-old male, in several days. The officer made contact with the subject and he was sick. The officer asked that he call his employer. 

10:15 a.m. Report of a citizen assist involving a 61-year-old male where an officer provided a civil standby. The subject was in the process of evicting other subjects from his home. Upon the officer’s arrival at the house, the other subjects had already vacated. 

8:18 p.m. An officer assisted emergency medical services in the transport of a 51-year-old male patient to the hospital. 

Tuesday, Feb. 1

5:14 p.m. Tanya Marie Smith, 49, was arrested for alleged probation revocation. Kiyha Jo Brost, 30, was arrested for alleged driving while under the influence of alcohol. 

Wednesday, Feb. 2

9:04 a.m. Courtney Chenell Sears, 29, was arrested for alleged criminal contempt and indirect constructive.

3:32 p.m. Jose David Espino, 41, of Denver, Colorado, was arrested for alleged driving while license suspended, second offense, interference with a peace officer and speeding.

Thursday, Feb. 3

12:29 a.m. Report of a citizen assist involving a husband and wife and another person who were concerned about a third party coming into town from Texas.

4:57 p.m. Report of a welfare check involving a son who was checking on his 62-year-old mother. They had not spoken for a few days. The officer made contact with her and she was sick, but OK. The officer asked her to call her son. 

Friday, Feb. 4

10:25 a.m. Report of fraud involving a subject being harassed by a telephone scammer who was requesting money in lieu of an arrest. The officer spoke with the scammer and told him to cease and desist pending charges. 

11:20 a.m. Report of vandalism at a motel. The reporting party said there was damage to a door frame that allowed access to the room. The officer investigated and there was nothing taken and no other damage. There are no suspects. 

12:46 a.m. Report of an agency assist involving an unruly 56-year-old female subject in the lobby of circuit court. The officer arrived and found the subject was not unruly and might be under the influence of a controlled substance. After further investigation, the subject was not under the influence. 

3:26 p.m. Report of a welfare check at the request of the Department of Family Services, who was trying to make contact with a 15-year-old male who was not in school for one month. The officer was unable to make contact. The matter is still under investigation. 

Saturday, Feb. 5

12:55 p.m. Report of suspicious activity at a bar involving a 41-year-old male subject who ordered four unopened shooters and paid for a portion of the cost. The subject came back later in the day and paid the remainder, approximately $4.30. 

4:26 p.m. Report of property damage to a fence and water value pipe that was broken off. There were no tracks or shoe prints. There are no suspects. 

8:32 p.m. Robert Lee Richter, 41, was arrested on a warrant for probation revocation with original charges from the Highway Patrol. He turned himself in. 

Sunday, Feb. 6

4:47 p.m. Report of theft involving a 34-year-old female who owned a Smith and Wesson Shield 40 caliber pistol that went missing. A 26-year-old male was questioned and denied having the firearm. The matter is still under investigation. 

Divorce

Circuit Court

Francisco Chavez, possession of a controlled substance, plant, three ounces or less, 90 days jail, 90 days suspended, six months unsupervised probation, fees and fines $720.

Douglas A. Edwards was bound over to district court for alledgely causing bodily injury to a peace officer, interfere with a peace officer, criminal trespass, criminal entry.
