On the Record policy

It is the Thermopolis Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law. We print the names of all people upon their initial arrest.

Sheriff’s Office

Monday, Jan. 10

9:23 a.m. Report of a citizen assist involving possible vandalism and an attempt to enter a home. The deputy examined the entrance and did not see evidence the door was tampered with and there was no damage or sign of force. The deputy determined everything was OK. 

Tuesday, Jan. 11

2:39 p.m. Report of a welfare check where a female was observed sitting crouched over at Culver Cut at mile marker 136 Highway 20 North. The deputy was unable to locate the subject. 

Wednesday, Jan. 12

8:17 a.m. Report of a citizen assist involving a female subject in Casper who said she was receiving texts from a subject on East Sunnyside Lane accusing her of improper behavior with a child. The deputy investigated, and the call was determined to be unfounded. 

5:14 p.m. Report of an accident at the Senior Apartment involving a FedEx truck. The driver allegedly backed into a sedan causing damage to the passenger tire and front bumper. There were no citations. 

Thursday, Jan. 13

11:28 a.m. Report of a welfare check involving a request from Washakie School District to check on a middle school child who had been absent for a few days of school. The deputy investigated and found the child will be attending school in Hot Springs County. 

Friday, Jan. 14

11:12 a.m. Report of an agency assist involving a call to locate a 13-year-old female from Cody who was believed to be with a 21-year-old male. The juvenile was located in Cody later on. 

11:45 a.m. Report of an agency assist where a deputy observed a urinalysis for the Department of Family Services. 

Sunday, Jan. 16

2:15 p.m. Report of a welfare check involving a female subject from Torrington who wanted to know about her children, who she believed died from Covid. The deputy investigated and the call was determined to be unfounded. 

Police Department

Monday, Jan. 10

11:35 a.m. Report of a welfare check where an officer observed a man slouched down in the front seat of a running truck. The subject was asleep and found to be OK.

5:44 p.m. Report of a welfare check in the 600 block of Richards. The officer made contact with a male, 28, who was allegedly highly intoxicated.

He was transported to the hospital and had a BAC of 0.344. Lyndon M. Sohappy, of Washington, was later arrested for alleged public intoxication. 

Tuesday, Jan. 11

6:10 p.m. A 28-year-old male subject was given a place to stay for the night. 

Wednesday, Jan. 12

2:09 p.m. An officer assisted emergency medical services in the transport of a patient to the hospital. 

8:09 p.m. Blaine A. Hutcherson, 51, of Claypool, Indiana, was arrested for alleged failure to provide proof of liability insurance, driving while under the influence of alcohol, open container, and possession of a controlled substance, marijuana.

11:28 p.m. Report of a welfare check involving a 51-year-old female who was found to be OK.

Thursday, Jan. 13

9:07 a.m. Report of a welfare check involving a 40-year-old male who was reported to be suicidal and loading a firearm. Officers closed the street and made contact. Officers determined the subject was not a harm to others or himself. 

11:32 a.m. Douglas Allan Edwards, 50, was arrested for alleged criminal trespass, breach of peace, and contempt of court as he was under house arrest. Edwards was asked to leave a law office, and he allegedly refused and acted in a threatening manner.

3:54 p.m. Stanley J. Kehler, 65, was arrested for alleged possession of a controlled substance, meth, marijuana, and use of a controlled substance.

Friday, Jan. 14

8:45 a.m. Report of lost property involving two duck hunting buckets that have soft cushion lids that are white and green colored. Inside are some camo coats, gloves and other items. 

Saturday, Jan. 15

3:04 p.m. Report of suspicious items found at the Hot Springs Hotel and Spa, including two containers of THC gummies. An officer seized both containers, and no charges were filed. 

Sunday, Jan. 16

11:38 p.m. Report of a medical call involving a 28-year-old male who was having trouble breathing. He was transported to the hospital. 

11:40 p.m. Report of a medical call involving a 78-year-old female who had fallen and her daughter could not pick her up. The ambulance arrived and handled the call. 

Circuit Court

Melissa R. Wright was bound over to District Court for possession of a controlled narcotic substance, Schedule I or II, amount more than in para ci.

Lowell Rosenberry, driving while license is canceled, suspended, or revoked if not suspended for 31-6-229 or 31-5-233, fees and fines $440.
