On the Record policy

It is the Thermopolis Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law. We print the names of all people upon their initial arrest.

Sheriff’s Office

Monday, June 21

8:30 a.m. Report of a fraud involving some renters who were selling a large water tank that belonged to their landlord. The sale was stopped and the renters were informed of what they can and cannot do with rental property.

5:03 p.m. Report of a citizen assist where a female subject received a scam letter. The subject did further research and confirmed it was a scam.

10:19 p.m. Report of a citizen assist where a male subject was seen vomiting out of a vehicle. The deputy was unable to locate him. 

11:36 p.m. Report of a possible drunk driver where a female subject from East Thermopolis was allegedly intoxicated and driving with a child in the vehicle. The deputy was unable to locate the driver.

Tuesday, June 22

3:16 a.m. Travis Lee Smith, 27, of Colorado was arrested for allegedly driving while his license was suspended.

1:25 p.m. Report of a citizen assist where a 47-year-old male subject was responding to an ex parte protection order and wanted information on how to retrieve his belongings without violating the order.

1:47 p.m. Report of vandalism from Rocky Mountain Power at mile marker 24 at Highway 120 where someone shot a control house and power substation. There was minor damage. The time of the gunshot was not known.

11:22 p.m. Report of a missing person involving a 16-year-old male juvenile who was not found at home. The deputy was able to find the subject’s location by pinging his phone. The subject was found deceased in Washakie County. The cause of death was an apparent suicide. 

Wednesday, June 23

11:14 a.m. Report of a citizen assist where a subject was trying to get his belongings. The reporting party was upset and felt the subject violated a protection order. The deputy explained the subject did not.

11:24 p.m. A 17-year-old male, a 15-year-old male and a 16-year-old male were cited for minor in possession of alcohol on West Sunnyside Lane. There was also a 16-year-old female present who did not have any alcohol in her system. 

Thursday, June 24

1:52 p.m. Report of a possible drunk driver involving a vehicle reported traveling at a high rate of speed. The driver was stopped at mile marker 141 on Highway 20 North and was not intoxicated. There were no citations.

4:07 p.m. Report of threatening behavior at the 4-H Camp in Grass Creek involving some fishermen at a public access pond and some renters of the camp. The renters were upset that the fishermen were present and they threw rocks into the water to disturb the fish. The fishermen left. The 4-H Board will add a clarification to the guests as there was a misunderstanding on the renter’s side.

4:46 p.m. Report of a possible sexual assault. An investigation is pending. 

10:20 p.m. Report of suspicious activity involving a large glowing fire seen over Black Mountain Road. It was a controlled burn at the Lysite oil field. 

Friday, June 25

10:32 a.m. Report of an accident involving a garbage truck in East Thermopolis that backed into a vehicle. The parties chose to handle it themselves.

1:13 p.m. Report of found property involving a bag located on Rim Rock Drive. It contained a set of keys and other items. The owner is not known.

8:20 p.m. Jeffery Scot Averill, 24, was arrested on two warrants for probation revocation. The original charges were driving while license was suspended, a fourth offense and possession of a controlled substance, marijuana.

Saturday, June 26

9:42 a.m. Report of a medical call involving a 31-year-old male whose horse died while he was riding it. The horse fell and rolled onto the man. Family members and deputies provided aid to the subject while waiting for the ambulance. The subject is in the ICU in a Billings hospital.  

3 p.m. Report of suspicious activity involving a vehicle at the old Lucerne school. The deputy found the driver of the vehicle had permission to be there.

4:52 p.m. Report of a welfare check involving an intoxicated 64-year-old male who called 911 who was in distress about some horses that were missing. The deputy made contact and the man was fine and told what is the reasonable use of the 911 system.

Monday, June 21

10:48 a.m. Report of threatening behavior involving calls received by the county library from a male subject from out of town. His identity is not known.

12:55 p.m. Report of suspicious activity involving offense writing in chalk near the First Baptist Church targeting the vacation bible school. The chalk was washed off before the children and officer arrived.

3:55 p.m. Report of an accident where a female driver backed into a parked vehicle that was next to her. There were no citations.

4:17 p.m. Report of a welfare check where a subject was not heard from for a couple days. The officer made contact with the subject and was found OK. The subject’s phone was put into airplane mode.

10:03 p.m. Report of a citizen assist where a vehicle in an alley was hanging off an embankment. A tow truck was called and they settled the vehicle.

Tuesday, June 22

12:17 a.m. Report of an emergency at Green Eye and White Sulfur Springs involving a fight between a 27-year-old male and a 36-year-old female, both of Colorado. The officer investigated and found a controlled substance. The matter is still under investigation.

3:11 p.m. Report of a citizen assist involving a 66-year-old female who was floating in the river and could not get out of the inflated tube. Search and Rescue were dispatched and they retrieved the subject downstream from the swinging bridge.

10:08 p.m. Report of a family fight involving a 22-year-old male who was arguing with his parents on the phone. The subject was being loud and yelling.

10:42 p.m. Report of drugs in the Hot Springs State Park where an officer found a subject in a culdesac who had consumed alcohol and had a joint. A 29-year-old male from Colorado was cited for possession of marijuana.

Wednesday, June 23

4:05 a.m. Report of an agency assist where Big Horn County requested help to locate a runaway juvenile. The subject was not found in Thermopolis.

8:31 a.m. Report of an abandoned vehicle involving a truck broken down at Kirby. The owner was contacted and it was moved on the same day.

9:48 a.m. Report of threatening behavior involving a 60-year-old male from South Dakota who made a handgun gesture at a local business and asked how much money the cashier had. The subject said he was off his medication and taken to the hospital. There were no citations.

Thursday, June 24

1:47 a.m. Justyce Mekenzie Tanner-O’neal, 24, was arrested for alleged simple assault on a 61-year-old disabled male over a money issue.

12:28 p.m. Report of possible fraud involving a 45-year-old female from Riveron where her debit card showed a transaction confusing a local business with an insurance company. The call was unfounded.

12:36 p.m. Report of a repossession company that gave dispatch notice they were picking up a vehicle.

8 p.m. Report of drugs where a subject was given a warning for speeding and possession of a controlled substance. Three vape pens, drug paraphernalia and crumbs or residue items were confiscated. 

11:24 p.m. Report of a 911 hang up that came from outside the county map. The officer was unable to locate them. The matter was turned over to Washakie County. 

Friday, June 25

5:27 p.m. Report of an emergency involving a 911 call with no activity on the line. The officer made contact with an elderly subject who was sitting on her phone.

7:25 p.m. Report of a 40-year-old intoxicated male who was at the rodeo. His wife drove him home.

11:20 p.m. Report of a noise complaint. The call was unfounded.

Saturday, June 26

2:00 a.m. Report of suspicious behavior involving a 36-year-old female from Florida and a 41-year-old male from South Carolina, both transients who were planning to sleep in a Conex box. They were told to move along and they did.

9:49 a.m. Report of a medical call involving a 57-year-old patient who could not see due to too high blood sugar. She was transported to the hospital. 

11:33 a.m. Report of a welfare check request from a mother involving her three children being taken care of by their grandparent while there was a dispute between their parents.

1:32 p.m. Report of an emergency involving a 911 call from the State Park. The officer requested a walk through at the Star Plunge to see if there were issues. They did not find any problems. 

6:11 p.m. Report of drugs during a traffic stop due to speeding at 52 miles per hour in a 30 miles per hour zone. The officer smelled marijuana in the vehicle and a 20-year-old male from Missouri was cited for speeding and possession of marijuana. 

7:43 p.m. Report of a welfare check on a mother. She was found OK.

10:24 p.m. Report of a citizen assist involving a 30-year-old male subject sleeping on the front porch of a residence. The officer found him intoxicated but coherent and was allowed to walk home.

Sunday, June 27

10:23 p.m. Report of suspicious activity where a property owner found a man in his yard. The subject jumped a fence and ran away. The officer was unable to locate the subject.

10:53 p.m. Linda Lee Diebold Estack, 55, was arrested for alleged public intoxication.
