On the Record policy

It is the Thermopolis Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law. We print the names of all people upon their initial arrest.

Sheriff’s Office

Tuesday, December 29

11:46 a.m. Kelly Rowland, 32, was arrested on a Hot Springs County warrant for probation revocation 

1:08 p.m. A 52-year-old male was cited for trespassing at the Senior Apartments.

3:18 p.m. Report of a theft where a subject was going into a tack room where stuff was stored for another party. The subject took a feed bucket with horse medication that didn’t belong to them. The deputy located the bucket and returned it to its owner.

Wednesday, December 30

12:52 p.m. Report of stolen tools and tires from the Golden Eagle oil field. There are no suspects at this time.

9:36 p.m. Report of a suspicious truck left running while unoccupied in a parking lot. Everything was ok.

Saturday, January 2

8:54 a.m. Report of a possible intoxicated male at a store. The deputy made contact with the subject and he was not intoxicated.

11:04 p.m. Report of a subject with severe medical issues who refused transport to the hospital. The deputy assisted the person. 

Police Department

Monday, December 28

3:49 a.m. An officer assisted emergency medical services in the transport of a patient to the hospital.

9:51 p.m. Meagan Rose Watkins, 31, was arrested for allegedly driving while under the influence of alcohol and possession of a controlled substance, marijuana.

Tuesday, December 29

12:49 a.m. Report of an intoxicated subject who called the police department with issues. The officer tried to help as best as they could. The subject was advised to call the next day when sober. The subject did not call later.

2:42 a.m. Report of suspicious activity where a subject thought that someone was in their garage because the light was on. The officer found it was actually locked up and secure.

8:47 a.m. Report of a citizen assist involving a neighbor dispute over a barking dog. There were no citations.

11:39 a.m. Report of a deceased 85-year-old male. There was no foul play.

8:40 p.m. A subject was trespassed from a local business.

9:29 p.m. Report of a subject who called in reference to a humming vacuum noise going on all night. The source was located and turned off.

Wednesday, December 30

3:58 p.m. An officer provided a courtesy ride for an elderly individual who couldn’t make it home from where they were at.

10:22 p.m. Report of a citizen assist that involved an 18-year-old male who was thought to be suicidal but was not.

Thursday, December 31

8:58 a.m. Report of a citizen dispute where a subject was trying to recover a small amount of money. The officer advised them of options for regaining money from the other party.

9:39 a.m. Report of vandalism where someone spray-painted on a light pole.

11:39 a.m. Report of something suspicious that flew off a power pole. The appropriate authorities were contacted.

4:26 p.m. A 52-year-old female was cited for an open container and a 38-year-old female was cited for speeding. Both are from Cheyenne.

5:17 p.m. A subject was trespassed from a local business, however, they later retracted because the subject apologized.

8:09 p.m. Report of a 17-year-old female cited for minor in possession of tobacco.

11:18 p.m. Troy Lane Ward Evans, 43, of Nebraska, was arrested for allegedly driving while under the influence of alcohol.

11:44 p.m. Report of a loud bang in the area. It was possibly fireworks for New Year’s Eve.

Friday, January 1

2:25 p.m. Report of a humming noise that is an ongoing problem.

2:38 p.m. Report of threatening text messages from unknown individuals. The subject was shown how to block the texts.

7:58 p.m. Report of a citizen assist where an officer helped a subject with a broken down vehicle.

8:08 p.m. Report of a family fight. There were no arrests.

10:20 p.m. A subject who was out on bond and did a urinalysis. The results came back clean.

10:28 p.m. Report of a dispute at a local business with a disorderly subject. Another subject at the store left and a 23-year-old male from Louisiana was cited for speeding and was mistaken for the subject in the store. That subject still has yet to be identified.

Saturday, January 2

7:07 a.m. Report of a 17-year-old female having some issues. They are working with the Department of Family Services.

2:15 p.m. Report of a possible drunk driver. The officer contacted the driver who was negative for driving while under the influence of alcohol.

9:22 p.m. An officer assisted emergency medical services in the transport of a patient to the hospital.

Sunday, January 3

2:39 a.m. Report of a citizen assist where a subject wanted a family member removed from the home. That member was assisted for lodging for the night until things calmed down.

8:08 a.m. An officer assisted emergency medical services in the transport of a patient to the hospital.

Circuit Court

Shawn Douglas Goodman Sr., use of a controlled substance, schedule I, II or III, fees and fines $320 and possession of a controlled substance, powder or crystal, three grams or less, fees and fines $320. 

Daniel L. Ford was bound over to district court for possession of a controlled substance, plant, three ounces or less, third or more offense and use of a controlled substance, schedule I, II or III.

Kimberly Domina, battery, 30 days jail, 30 days suspended, three months unsupervised probation, fees and fines $205.

Carol W. Pickett, violated a temporary protection order, 180 days jail, 90 days suspended, six months supervised probation, fees and fines $605 and a second count of violating a temporary protection order, 180 days jail, 90 days suspended, six months supervised probation, fees and fines $605

John Rader was born Monday, December 14, 2020, at Hot Springs Health to Melissa and Chad Rader.

He weighed 7 pounds, 0.2 ounces, and was 21 inches long.

Grandparents are Stanley and Laurie Seller and Doyle and Peggy Rader.

Felix Mills was born Sunday, December 20, 2020, at Hot Springs Health to Leishalyn and Coulter Mills.

He weighed 8 pounds, 15 ounces, and was 21.75 inches long.

Grandparents are Butch and Tina Rich and Becky and Terril Mills.

Ryker Harlon Paxton-Price was born Friday, January 1, 2021, at Powell Valley Healthcare to Shyann Paxton of Greybull and Charley Price of Thermopolis.

He weighed 7 pounds, 11 ounces, and was 19 inches long.
