On the Record policy

It is the Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police calls” in the On the Record section are presumed innocent until proven guilty in a court of law.

Sheriff’s department

Tuesday, August 23

12:57 p.m. A driver was stopped and informed of a nonworking passenger side tail light on a trailer. The driver was told to drive appropriately until the issue was fixed.

9:33 p.m. Deputy responded to a report of driving under the influence (DUI). Jimee Kastner was arrested for alleged second-offense DUI and failure to stop.

Wednesday, August 24

5:40 p.m. A couple syringes were found at Black Mountain and Lake Creek. The syringes were collected, placed in a sharps container and disposed.

Thursday, August 25

12:04 p.m. Report of a vehicle/pedestrian accident on Highway 20 South. The driver reported he attempted to stop the vehicle, but the brakes were not working. He was cited for reckless driving.

Friday, August 26

8:09 p.m. Report of sheep missing, though the caller stated they were not stolen and may have run away due to a storm earlier in the day.

Saturday, August 27

12:36 p.m. Deputy responded to an alarm, and found everything was OK.

Sunday, August 28

9:34 p.m. Report of a dead deer on the highway. The deputy removed the animal.

Tuesday, August 23

10:49 a.m. Officer investigated reports of an unknown subject driving behind a home.

11:38 a.m. Report of an issue regarding a locked storage unit.

9:28 p.m. Officer responded to a noise complaint, and met with property owner who agreed to keep his music turned down.

11:19 p.m. Report of dogs that got out of their fence, though they were later captured by the owner.

Wednesday, August 24

3:48 a.m. Report of someone camping in a parking lot. The subject stated he was only rearranging his truck and would be on his way afterward.

8:05 a.m. Two dogs were running at large. The owner found them, and was trying to get them back where they belonged.

9:30 a.m. A wallet was found near the fire hall on Clark. Attempts were made to locate the owner, but it was not claimed.

4:13 p.m. Caller reported signs were being put on Broadway Hill, stating “speed trap” and “crooked cop.” An officer contacted subjects and advised they take the signs down or they would be cited for littering. The subjects complied.

6:52 p.m. Denise Thornley was waiting to visit someone in jail, but it was discovered she had a warrant out of Fremont County, and she was arrested.

Thursday, August 25

4:49 a.m. Report of one driver backing into another. Matters were settled by the drivers.

5:50 a.m. Town shop was notified of rocks and beer bottles in the road, and they removed the items.

2:21 p.m. Report of two feral cats, with plans to set traps for them. Kittens were also found, and attempts will be made to rehabilitate them and find them homes.

10:33 p.m. A female subject reported her cell phone was being used without her permission. The phone was recovered.

Friday, August 26

8:55 a.m. A Subaru key fob was found.

11:24 a.m. Caller reported a subject had damaged a rented room. Damage was estimated at about $300.

12:48 p.m. A driver parked behind a school bus was advised not to move while students were loading. The driver drove off, but was later found and issued a warning.

1:26 p.m. Assistance was provided to Probation and Parole for a home visit.

4:22 p.m. Report of a scam call. Caller states they are from a certain company, and requests money to pay off an overdue balance.

4:33 p.m. An officer was contacted by a female subject regarding an intoxicated male subject, who appeared to have hit and drug a mailbox. Tyrone Potts was arrested for alleged driving under the influence, leaving the scene and destruction of property.

9:20 p.m. A deputy and an officer observed a subject known to have a suspended license. Karl Loos was arrested for alleged second-offense no insurance, second-offense driving under suspension and altering a license plate.

10:12 p.m. Reporting party stated he was being harassed by relatives in regard to family and visitation issues.

Saturday, Aug. 27

8:01 a.m. Officer responded to a noise complaint. Upon arrival, officer discovered a smoke detector going off. The batteries were removed to silence the device.

9:53 a.m. A REDDI report was made, though the officer saw no probable cause to stop the vehicle.

10:05 a.m. Report of a driver speeding through the state park. The driver was stopped and informed of the complaint as well as the noise ordinance.

10:12 a.m. Report of a sinkhole in an alley that was causing issues with drivers. The town shop was notified.

3:57 p.m. Report of lightning striking a yard and causing a burnt area. It was later discovered the grass had been burned by a family member.

5:02 p.m. Caller reported a speeding driver. The driver was contacted and did not realize he was speeding. He was advised of the speed limits and given a warning.

Sunday, August 28

7:51 a.m. Report of dogs barking. Owner took the animals in.

5:03 p.m. A civil standby was performed without incident.

Monday, August 29

9:50 a.m. A dog was found and taken to the vet clinic. The owner later picked up the dog and got it licensed.

12:06 p.m. Complaint of a vehicle blocking traffic. When an officer arrived, the owner was already moving the vehicle.

5:23 p.m. A dog was reported missing, but was later found by its owner.

5:27 p.m. A small black wallet with Idaho identification was found in the 100 block of Chevy Chase.

6:55 p.m. Report of harassing text messages between family members.

7:19 p.m. Complaint of a barking dog. The owner moved the animal inside.

Circuit court

Eugene Wehrman Jr. was found guilty of criminal trespass and was sentenced to 30 days in jail with 30 days suspension and six months unsupervised probation. Fees and fines are $190.

Maliki Colson was born August 24, 2016, at Hot Springs County Memorial Hospital to Rachael Cardenas of Lander, Wyo., and Dustin Colson of Arizona.

He weighed 9 pounds, and was 20.5 inches long.

Grandparents are Tracy & Steve Cardenas and Mike Colson and Christy Colson.

Ezra William-Joseph Fus was born Monday, August 22, 2016, at Hot Springs County Memorial Hospital to Danielle Wintermote-Fus and Timothy Fus of Wyoming.

He weighed 6 pounds, 15 ounces, and was 19 inches long.

Grandparents are John and Beth Wintermote and Joe and Cindy Fus, all of Wyoming.
