On the Record policy

It is the Thermopolis Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law. We print the names of all people upon their initial arrest.

Sheriff’s Office

Monday, Oct.  17

3:01 p.m. Report of two dogs that came onto a property and killed chickens and ducks. 

3:29 p.m. Report of an intoxicated pedestrian on the roadway. After investigation, it was found that the person had been in a verbal argument with another subject and left.

4:53 p.m. Report of goats out on the highway. No goats were found by deputies on the highway or in any pastures in the area. 

5:46 p.m. A female reported that someone had let her dog into her home and her cat out of her home while she was not home. No items were stolen or damaged. 

7:11 p.m. An abandoned vehicle in East Thermopolis was tagged to be towed if it is not claimed by the owner. 

Tuesday, Oct. 18

6:41 a.m. Report of a vehicle that was stolen overnight. The vehicle was later recovered in Casper. Further investigation is to follow. 

8:15 a.m. Agency assist for Wyoming Highway Patrol with a semi that had rolled over.

5:20 p.m. Report of a child custody matter. Both parents were told that this was civil, and they needed to address this in court. 

Wednesday, Oct.  19

7:02 p.m. Agency assist for the police department.

10:42 p.m. Welfare check on a juvenile female. She was found ok. 

Thursday, Oct.  20

1:51 p.m. Report of a vehicle accident at mile marker 127 on Highway 20 South. The reported crash was from a dropped cell phone, which set off a crash alarm.

Friday, Oct.  21

5:38 p.m. Report of a civil standby with a child custody dispute.

Saturday, Oct. 22

8:44 a.m. Report of a truck pulling a house trailer that side-swiped a fuel pump as it was pulling up to the pump. 

Sunday, Oct. 23

5:05 p.m. A deputy responded to a REDDI report of a vehicle that was having trouble maintaining its lane. A traffic stop was initiated on the vehicle. Kirk Kissack, 49, from Caper, was arrested for allegedly driving while under the influence of alcohol and cited for lane use.  

7:38 p.m. Agency assist for the police department.

Police Department

Monday, Oct.  17

9:34 a.m. A female reported she was hacked and receiving text and emails threatening to expose photos to social media.

1:29 p.m. A two-vehicle crash occurred in the 400 block of Amoretti Street. A warning for improper backing/failure to yield the right of way was given to a male driver.

3:29 p.m. Agency assist for the Sheriff’s Office.

4:47 p.m. A welfare check was requested on a 71-year-old male around the 100 block of Warren Street. The residence was empty, and no one was located. 

Tuesday, Oct. 18

10:36 a.m. Report of a male driver suspected of being a drunk driver. Upon contact with the driver at his residence, it was determined the male had not consumed any alcohol or medication that would impair his driving. 

4:34 p.m. A male subject was provided a ride home to get his insulin. 

10:43 a.m. Agency assist for the Sheriff’s Office in locating a male subject that allegedly stole a truck from a local business and had possibly abandoned his dog in his hotel room. Police located the male’s truck parked at a local hotel. The male subject was located in Casper.

Wednesday, Oct.  19

11:40 p.m. A male was found in the street intoxicated and bleeding from the face. The subject had a small cut from walking into a door. The male was in front of his residence and allowed to remain home with family for the night. 

Thursday, Oct.  20

8:07 a.m. Agency assist for the Department of Criminal Investigation with a search warrant at a medical facility.

1:51 p.m. Agency assist for the Sheriff’s Office.

4:03 p.m. Report of a sex assault that occurred 2-3 years ago involving two juveniles. The investigation is ongoing. 

6:21 p.m. An elderly female received a scam call stating her grandson had been arrested and needed $12,000 dollars for bond. The female sent the money before realizing it was a scam/fraud call. The package was intercepted before delivery.

Friday, Oct.  21

7:48 p.m. Two juvenile males got into a physical altercation after playing football and engaging in an argument. Both juveniles and their parents were spoken to about the issues between the juveniles. The juveniles were advised that they needed to stay away from one another. 

11:56 p.m. A male driver was stopped for a driver’s side headlight out. The male admitted to consuming alcohol and was administered a field sobriety test. The male was not found to be impaired and released with a warning for the driver’s side headlight out. 

Sunday, Oct. 23

5:05 p.m. Agency assist for the Sheriff’s Office.

Civil Court

Justyce Tanner-O’Neal, driving while under the influence of alcohol, equal to or greater than.08%, first offense within 10 years, 90 days jail, 87 days suspended, six months unsupervised probation, fees and fines $120.

Nikolis A. Frazer, driving while under the influence of alcohol, equal to or greater than .08%, second offense within 10 years, 90 days jail, 88 days suspended, six months unsupervised probation, fees and fines $220.

Brandon Haun, possession of a controlled substance, third plus offense, 365 days jail, 356 days suspended, one year supervised probation, fees and fines $70.

Dominique Babcock, using an electronic handheld device to read, write, send or read text while driving, fees and fines $105. 

James Lee Jansma was bound over to District Court for having a child where meth was stored, ingested, or possessed.

Christa Jeanae Mason was bound over to District Court for having a child where meth was stored, ingested, or possessed.

Stephanie Larson, driving while under the influence of alcohol, incapable of safely driving, second offense within 10 years, 180 days jail, 147 days suspended, one year supervised probation, fees and fines $270 and possession of a controlled substance, plant, three ounces or less, 180 days jail, 147 days suspended, two years supervised probation, fees and fines $70.

Debra Rice was bound over to District Court for taking a controlled substance or liquid into jail, driving while under the influence of a controlled substance, first offense within 10 years, and interference with a peace officer. 

Births

Huxton Thoren was born Monday, October 3, 2022, at Hot Springs Health to Katelyn and Jason Thoren.

He weighed 8 pounds, 15 ounces, and was 21.5 inches long.

Grandparents are Bill and Malissa Jennings and Bruce and Sabrina Thoren.

Pauline Howard was born Thursday, October 6, 2022, at Hot Springs Health to Jessica Howard and Caleb Howard.

She weighed 6 pounds, 12.8 ounces, and was 19.5 inches long.
