On the Record policy

It is the Thermopolis Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law. We print the names of all people upon their initial arrest.

Monday, June 6

4:51 p.m. A deputy assisted Highway Patrol with a single-vehicle crash involving a truck, camper, and boat. Highway Patrol arrested Joshua Goffena, 47, for alleged DUI. 

7:38 p.m. Report of a possible drunk driver involving a 63-year-old male contacted who advised he was a storm chaser for the National Weather Service. The subject was negative for DUI. 

8:10 p.m. Report of suspicious activity involving a large moving van parked near mile marker 127 on Highway 20 South in the Wind River Canyon. The deputy made contact with four individuals who were traveling to Worland and stopped to take a break. 

Tuesday, June 7

12:55 p.m. Report of domestic problem involving a 33-year-old female who was assaulted by a 66-year-old male. The male subject has a warrant. There is an ongoing investigation. 

Wednesday, June 8

12:34 p.m. Report of a 77-year-old female who came to law enforcement to report animal cruelty.

2:46 p.m. Report of a civil process involving a protection order for a previous domestic incident. 

10 p.m. Report of public assistance involving an intoxicated 40-year-old male subject from Washington, where a deputy gave him a ride to the hospital at his request. The matter is still under investigation. 

11:18 p.m. Report of public assistance involving a 33-year-old female who a deputy gave a courtesy ride from the Hot Springs County Detention Center to a motel. 

Thursday, June 9

3:31 p.m. Report of harassment involving phone calls and the reporting party requested the information to be documented in case a future incident occurs. 

5:01 p.m. Report of an agency assist involving Thermopolis Police and Mortimore Ambulance Service on a medical call. 

10:04 p.m. Report of theft involving deputies who investigated a report of phone time stolen from one inmate’s account by another inmate. A 27-year-old was cited for theft. 

Friday, June 10

Time unknown: Elzie Keith Thorpe, 66, was arrested on a warrant. The original charges are unknown. 

Saturday, June 11

6:28 p.m. Report of a welfare check involving a 33-year-old female sitting outside of White Horse. The female had a panic attack on the river and got out early. The female advised that she was waiting for her friends to get down the river and pick her up.

9:37 p.m. Report of an agency assist involving the Thermopolis Police and the Natrona County Bomb Squad.

7:17 p.m. Report of theft involving a 23-year-old female who was cited and trespassed for shoplifting at Mack’s Market. 

Tuesday, June 7

12:36 p.m. Report of a suspicious person involving a 67-year-old male who was trespassed from Verizon Wireless.

2:40 p.m. Report of fraud involving a 37-year-old female in the 800 block of Shoshone St. who received a fraud check. The check was denied by the Bank and seized. The female subject was advised of the fraudulent incident. 

7:24 p.m. Report of criminal entry involving a 59-year-old manager who reported someone unlawfully entered an unoccupied structure at a trailer park. The officer responded and cleared the residence with no further incident. 

Wednesday, June 8

9:53 a.m. Report of a citizen dispute involving a 64-year-old male who reported his 66-year-old male neighbor used a chemical to kill the weeds along both sides of the driveway. The 64-year-old reported that this is his property. 

10:48 a.m. Report of an accident involving a 58-year-old male in the 900 block of Shoshoni St. The traffic crash resulted in private property damage. The officer issued a citation for parking requirements with a tractor-trailer.

11:59 a.m. Report of burglary involving a 58-year-old female in the 600 block of Mondell St. A TV and three TV mounts were missing from the residence.

1:02 p.m. Report of a property check where officers performed extra patrols on four residences and businesses.

3:58 pm. Salahuddin Najar, 62, was arrested in the 500 block of Broadway on a warrant for failure to appear on the charge of criminal entry.

8:34 p.m. Report of an unsecured premise involving a residence monitored on an extra patrol for a recent burglary. The officer noticed a back door was opened. The police cleared the building with no further incident. A contractor mistakenly left it open. 

9:37 p.m. Report of a criminal traffic violation involving a 14-year-old cited for no driver’s license and seatbelt violation. A 38-year-old passenger was cited for permitting an unlicensed person to drive, no insurance, no valid registration, headlight violation, and improper use of registration. The vehicle was towed. 

Thursday, June 9

8:59 a.m. Report of damaged property involving a 68-year-old male who attempted to turn from the right lane to the left lane and onto 5th street from the 500 block of Broadway and struck a vehicle containing a 50-year-old female. The 68-year-old male was found at fault and was cited for a required position/method of turning at intersections.

10:24 a.m. Report of damaged property involving a 16-year-old male who reversed his vehicle out of the Maverik parking lot. His vehicle struck a 75-year-old male’s trailer and was cited for unsafe backing. 

12:15 p.m. Report of trespassing involving an officer who contacted a 36-year-old male, a 42-year-old female, and a 17-year-old male who were caught trespassing on railroad property. The adults were cited for trespassing. The 17-year-old male was allegedly spray painting and there may be charges of vandalism.

3:14 p.m. Report of an agency assist involving the Department of Family Services who requested law enforcement be present for a urinalysis on a 15-year-old male juvenile. The juvenile was positive for alcohol and the sample was sent to the Wyoming crime lab for review.

4:56 p.m. Report of controlled substances involving a 34-year-old male found in a store bathroom with a low pulse and injured face from falling. Officers arrived on the scene and located evidence of substance abuse that led to an overdose. The drug is suspected to be Fentanyl. The male subject was life-flighted for medical and will be charged with substance abuse. 

6:31 p.m. Report of threatening behavior involving a 46-year-old female who wanted to make a report of a threatening statement made during an encounter with a client from work. A report was made of the incident. 

Friday, June 10

9:40 a.m. Report of damaged property involving a 72-year-old male who failed to check his surroundings before making a lane change in the 400 block of Broadway. As a result, he struck a 61-year-old female’s vehicle. The 72-year-old male was cited for unsafe turning. 

1:23 p.m. Report of a theft involving a 39-year-old male who reported a folding table and a flat-bottomed boat stolen off of his property across Highway 20 South. The suspects were located and cited for theft. A 15-year-old male and a 16-year-old male were identified and cited for theft. 

Saturday, June 11

8:45 a.m. William Taylor Reed, 36, was arrested for an alleged bond violation in the 400 block of Arapahoe for a failed urinary analysis. 

10:17 a.m. Report of burglary involving a 50-year-old male who contacted law enforcement to report a property of his was broken into and several thousand dollars worth of tools were taken out of the property.

11:04 a.m. Report of a citizen assist involving a 71-year-old female who contacted law enforcement to report that a vehicle was driving down a one-way street going the wrong way in the Buffalo Pasture and there were people in the back getting extremely close to the buffalo. 

11:47 a.m. Report of damaged property involving a 24-year-old female who’s vehicle rear-ended one driven by a 20-year-old female in a drive-through. The 24-year-old female was cited for expired registration. 

1:05 p.m. Report of an ordinance violation involving two junked trucks parked at the end of Meadowlark, in front of the dead end. One man stated he would remove his truck, and an officer placed a warning on the door of the residence of the other truck owner.

5:02 p.m. Report of a civil dispute involving a 46-year-old male who reported a horse trailer improperly parked within the fairgrounds. The groundskeeper requested the trailer to move, but the owners became belligerent and requested law enforcement. The horse trailer was moved and is no longer a concern. 

9:42 p.m. Report of a bond violation involving an anonymous caller who reported an intoxicated driver in the Hot Springs State Park. The driver, a 21-year-old female, was stopped for speeding and warned. The driver was not an impaired driver, but was in violation of her bond. No arrest was made.

Sunday, June 12

1:40 a.m. Report of a juvenile problem involving three juveniles who were stopped at a traffic stop around the 1300 block of Arapahoe Street. They were a 15-year-old female, a 17-year-old female, and a 17-year-old male. It was later discovered two of the occupants snuck out. Parents arrived and took their children home. The 17-year-old male driver was provided a citation for no taillight. 

9:36 a.m. Report of explosives involving a pipe bomb that was found in an empty building. The Natrona County Bomb Squad was called to handle the situation. See photo above.

12:19 p.m. Report of a welfare check involving a request to check on an 85-year-old female in the 600 block of Washakie Street. The officer met with the female and determined she was ok.
