On the Record policy

It is the Thermopolis Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law. We print the names of all people upon their initial arrest.

Highway Patrol

Monday, April 11

4:39 a.m. Anthony Armajo, 27, of Riverton was arrested for alleged driving while under the influence of alcohol and incapable of safely driving. 

Sheriff’s Office

Monday, April 4

11:24 a.m. Report of an agency assist involving Highway Patrol with a report of four horses running on Black Mountain Road. No horses were located by law enforcement upon arrival. 

9:57 a.m. Report of abandoned vehicles involving two vehicles in the alley near Hot Springs Blvd and East Fremont. East Thermopolis Town Hall advised they are working with the owner of the vehicles to have them moved. If they are not moved within two weeks, the Sheriff’s Office will reevaluate the situation at that time. No action was taken at this time. 

Tuesday, April 5

12:05 p.m. Report of an agency assist involving Voter Services who said that a 70-year-old female had registered to vote and was flagged as a felon. Further investigation uncovered that there had been a clerical error, and the individual was not a felon. 

10:12 a.m. Report of trespassing involving a property owner who requested a 69-year-old female be trespassed from his property. 

5:28 p.m. Report of a civil problem involving a renter and landlord. They were told to speak with an attorney. 

7:26 p.m. Report of a civil problem where deputies responded to the 100 block of East Fremont for a citizen dispute between two males regarding a vehicle. Parties were separated and left without issue. 

10:04 p.m. Raul Garay, 46, of Worland, was placed in the detention center for bond revocation regarding a sex offender violation. 

Wednesday, April 6

10:31 a.m. A deputy assisted emergency medical services in the transport of a patient to the hospital.

12:34 p.m. Korbin Plume Headley, 18 years old, from Riverton, was placed in the detention center as a courtesy hold for Fremont County. 

Thursday, April 7

9:03 a.m. Report of fraud involving a scam using a cloned Facebook account. The victim lost $800 through CashApp, believing that they would receive a transport of horses, but the transport never occurred. 

Friday, April 8

2:00 p.m. Report of trespassing involving a 35-year-old male who was given a trespass notice for the location of a quarry on East River Road, which is private property. 

Saturday, April 9

8:11 a.m. Report of a civil problem involving a 67-year-old female who owns some cows. The cows were on the property of a 68-year-old male who threatened to take the cows and sell them. The deputy advised that this is a civil matter. 

Sunday, April 10

4:46  a.m. Report of an agency assist involving Converse County’s Sheriff’s Office. The deputy interviewed a person for one of their investigations. 

Police Department

Monday, April 4

11:25 a.m. Report of a public peace issue involving harassing communication with a 36-year-old female who reported her daughter was being harassed through social media. She had already blocked the person. 

1:16 p.m Report of suspicious activity involving a 33-year-old male trespassed from the 100 block of East Arapahoe. 

3:21 p.m. Report of a juvenile problem involving a 16-year-old male who was caught at the High School with a CBD and tobacco vape pen. The 16-year-old male reported to the law enforcement center and received a citation for possession of tobacco. 

5:08 p.m. Report of a security check involving an opened door discovered at a liquor store. Police conducted an interior security sweep and secured the premises until the bar staff arrived on the scene to secure the store. No items appeared to be stolen or damaged. 

3:42 p.m. Report of a civil standby involving a 57-year-old female who requested a civil standby at the 900 block of Shoshoni Street. The female retrieved her belongings and left the property without incident. 

7:11 p.m. Report of trespassing involving a 33-year-old female who requested a residential trespass notice be issued to a 28-year-old male. The written order was issued. 

8:07 p.m. Report of a traffic problem involving a 34-year-old male, traveling south on mile marker 133 in Thermopolis, driving under a suspended license. The driver was issued a citation for driving with a suspended license. 

8:51 p.m. Report of an abandoned vehicle located in the 700 block of Mondell street, with expired registration. A notice of intent to impound the vehicle was placed on the windshield with 5 days to move the vehicle. 

10:29 p.m. Report of a public peace issue involving a 28-year-old male and 28-year-old female caught camping in the buffalo pasture. Both subjects were warned and asked to leave and find a hotel. 

Tuesday, April 5

9:21 a.m. Report of a civil problem involving an officer who went to the 600 block of South 6th Street to wake up two students (a 17-year-old female and an 18-year-old female) who were not in school. 

12:25 p.m. Report of trespassing involving a 33-year-old male trespassed from apartments in the 700 block of Mondell.

2:40 p.m. Report of a juvenile problem involving a 13-year-old female cited for being in possession of tobacco.

6:53 p.m. Douglas Scott Amend, 52-years-old, was arrested for allegedly driving under the influence of intoxicating beverages, possessing an opened container of alcohol in a moving vehicle, and reckless driving by willfully drinking alcohol while driving a motor vehicle. 

8:17 p.m. Report of found property involving an unknown male who turned in a box full of a fluorescent red harness. This harness was sealed and placed in evidence.

Wednesday, April 6

2:38 p.m. Report of stolen property involving a 77-year-old female who claims she had 2 cable boxes stolen from her. An officer attempted to reach her by phone and could not get through.

4:04 p.m. Report of an animal attack involving a 21-year-old female who called 911 due to a vicious dog attacking her dog in the 1300 block of Johnson Ave. An officer responded and placed the dog back on its owner’s property and contacted the owner. The dog owner, a 30-year-old male, left work to secure his dog. 

10:03 p.m. Report of a controlled substance issue involving a 38-year-old male traveling east in the 700 block of Shoshoni in a tractor-trailer, at 40 miles per hour. An officer initiated a traffic stop and in the course of the traffic stop detected the odor of fresh marijuana. After searching the cab of the vehicle, several bags and containers of marijuana were located. The driver was cited for possession of a controlled substance and released. 

6:42 p.m. Report of harassment via electronic communication involving a 25-year-old female claiming she was being threatened and has a text from an unknown number that somebody knows where she lives and works. An officer added her property to the extra patrol list and officers will keep a closer eye on this area. 

Thursday, April 7

10:36 a.m. Report of a court violation involving a urinalysis involving an 18-year-old female who is currently on bond.

6:29 p.m. Report of a controlled substance issue involving a search warrant executed on a 54-year-old male’s local home. Richard Joseph Hamm, 54, was arrested for alleged possession of a controlled substance, meth, and the use of a controlled substance, meth.

Friday, April 8

5:44 a.m. Report of a security check involving an officer who contacted a male subject in the 100 block of Warren St. on a welfare check due to a neighbor advising that the subject was punching walls and screaming. 

9:44 p.m. Report of a citizen assist involving a female subject who requested an officer help her in getting her boyfriend out of her vehicle due to being verbally abusive and fear of escalating to a physical altercation. The boyfriend was never located, and the female denied she nor he got physical with one another. 

Saturday, April 9

8:22 a.m. Report of a property watch involving a resident who requested extra patrol for the next couple of nights due to her dog reacting to noise the homeowner believes are strangers in the area of the home. 

11:22 a.m. Report of a medical issue involving a neighbor concerned about an elderly neighbor who was hallucinating and requested an officer check on her. The female was transported to the hospital to be checked out. 

Sunday, April 10

4:14 a.m. Report of a citizen assist involving police responding to a 9-1-1 hangup at the 500 block of Park St., which turned out to be an accident. 

6:54 p.m. Report of a security check involving an anonymous caller wanting a welfare check done on two children in the 700 block of Fremont St. due to adults drinking. Officer responded and found nothing of concern. 

10:48 p.m. Report of criminal entry involving law enforcement responding to the front door being open at Rent-Adventure. Officers cleared the building and the owner responded to lock the premises. Nothing suspicious was found and no further action was taken.

Civil Court

Joshua Schuster, driving while under the influence of alcohol 0.08% or more, 60 days jail, 59 days suspense, six months unsupervised probation, fees and fines $570.

Paul A. Wurtz, was bound over to District Court for failure to register as a sex offender, first offense.

Ze Han, driving while license was canceled, suspended, or revoked if not suspended for 31-5-229 or 31-5-233, fees and fines, $440.

Births

Lily Clare Rush was born Friday, February 18, 2022, in Casper to Grace and Austin Rush.

She weighed 7 pounds, 9 ounces and was 21 inches long.

Grandparents are Necole Rush of Thermopolis, Brian and Heath Feraud of Casper and Matt Sharpnack of Cheyenne.

Great grandparents are Kay Rush of Thermopolis, Duane Rush of Worland, the late Marcia and Norm Carrell of Casper and Robin and Alan Sharpnack of Colorado.

Great-great grandma is the late Ruth Clare Johnson of Thermopolis.

Enoch Silas Olsen was born Saturday, April 9, 2022 at Powell Valley Healthcare to Jan and Russell Olsen of Basin, Wyo.

He weighed 6 pounds, 13 ounces and was 18 inches long.

Grandparents are Randall and Violet Olsen and Brian and Jane Robertson.
