On the Record policy

It is the Thermopolis Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law. We print the names of all people upon their initial arrest.

Highway Patrol

Saturday, August 14

Time unknown, Robert Lee Richter, was arrested for alleged driving while under the influence of alcohol, driving while license was suspended, failure to yield when entering from a private road. 

Sheriff’s Office

Monday, August 9

6:49 p.m. Report of suspicious items thought to be bags of marijuana found on Highway 120. The deputy investigated and found they were alfalfa cubes. 

8:35 p.m. Report of an abandoned vehicle along Highway 120. Highway Patrol tagged and a deputy located the current owner. The vehicle was broken down and was to be moved by August 14 or towed. 

10:08 p.m. Lucy Looper, 49, was arrested on a warrant from Washakie County. 

Tuesday, August 10

8:15 p.m. Report of suspicious activity involving bullet holes found in the side of a barn. There are no suspects or leads.

10:31 p.m. A deputy assisted emergency medical services in the transport of a patient to the hospital. 

10:57 p.m. Report of suspicious activity involving a subject who made off comments. Law enforcement is aware of this subject. 

Wednesday, August 11

12:02 a.m. A deputy assisted emergency medical services in the transport of a patient to the hospital. 

3:08 p.m. Report of an accident on Highway 120 involving two vehicles. A report was done by the Highway Patrol. 

6:40 p.m. Jenefer Smith, 50, was arrested on a warrant from Converse County. 

Thursday, August 12

9:16 a.m. Report of an agency assist where a deputy observed a urinalysis for the Department of Family Services. 

7:46 p.m. Report of a citizen dispute that occurred on the side of the highway. The deputy located the vehicle as it was traveling to town and stopped it for speeding. A 37-year-old female from Lovell was cited for speeding at 92 miles per hour in a 70 miles per hour zone and cited for driving without a license. 

Friday, August 13

7:23 a.m. Report of suspicious activity where some property was removed. The matter is still under investigation. 

8:01 a.m. Report of a burglary involving items disturbed on private property. Also, property was found that did not belong in the area. The matter is still under investigation. 

Saturday, August 14

9:01 a.m. Report of suspicious activity where property was vandalized and other property was found that did not belong in the area. The matter is still under investigation. 

Sunday, August 15

7:19 p.m. Ian Williams, 40, was arrested for alleged probation violation and a probation hold. 

8:03 p.m. Lisa Williams, 48, was arrested for alleged probation violation and a probation hold. 

Police Department

Monday, August 9

12:09 p.m. Report of lost property involving a phone missing in Hot Springs State Park. It has not been located. 

1:45 p.m. Report of fraud involving a subject who denied being a victim of fraud. The police department spoke to the subject about the matter. The fraud scheme is where a perpetrator mails a large check to the victim and asks them to deposit and keep a smaller portion but sends $2,000 in money orders to the perpetrator. The victim spends their own funds for the money orders and the perpetrator cancels the check and keeps the money orders.

3:50 p.m. Report of suspicious activity involving loud noises. The officer was unable to locate the noises. 

6:38 p.m. Report of lost property involving a black phone missing at the Wedding of the Waters. 

Tuesday, August 10

11:24 a.m. Report of trespassing involving male subject who filled out paperwork to trespass a female subject from his residence. 

Wednesday, August 11

12:53 p.m. Report of fraud involving an Amazon scam of stolen identity and a potential loss of $8,000. The victim’s account did not show the deduction of money at the time. The scammer was seeking more personal information. 

3:34 p.m. Report of a citizen assist involving a subject who was burning stuff too close to a propane tank. The officer and the Fire Department investigated and determined the subject was in proper use. 

10:41 p.m. Douglas Bell, 60, was arrested for allegedly driving while under the influence of alcohol, driving while license was suspended and cited for improper lane usage, not using a traffic signal and violating backing limitations. 

Thursday, August 12

11:47 a.m. Report of an abandoned vehicle. The officer located the registered owner and they moved it. 

12 p.m. Report of lost property involving a wallet missing at the Gooseberry rest stop. 

12:26 p.m. Report of a citizen assist involving a civil standby to obtain property. The officer was unable to assist because they could not locate the other party. The officer told the subject to come back. 

11:38 p.m. Report of suspicious activity involving someone racing in the Middle School and Fire Department parking lots. The officer was unable to locate anyone. 

Friday, August 13

11:50 a.m. An officer provided a subject with a room for the night.

12:26 p.m. Report of an accident involving a cold hit and run that the reporting party did not report in a timely manner. The suspect vehicle is not known. 

2:13 p.m. Report of a hit and run. The officer did not have enough information to locate the suspects vehicle. 

2:24 p.m. Report of theft that was determined to be a civil problem over a utility trailer. The officer advised the subjects. 

6:45 p.m. Jon Brooks Welch, 39, was arrested for alleged possession of a controlled substance, meth, use of a controlled substance, a muffler issue, a cracked windshield and driving without insurance. 

8:05 p.m. Report of threatening behavior at a local business and the statement that the subject would be back. The suspect is known and the matter is still under investigation. 

Saturday, August 14

2:08 a.m. Report of a possible drunk driver involving three male subjects were seen stumbling while walking at Maverik and were planning to drive to One Eyed Buffalo Saloon. The officer was unable to locate the vehicle and subjects. 

9:22 a.m. Report of an accident involving a 17-year-old male who was learning to drive using a stick shift and struck another vehicle. There were no citations. 

3:37 p.m. Report of a 17-year-old male who was driving while under the influence of alcohol and stopped at 6th Street and Park. There are possible pending charges. 

4:54 p.m. Report of a welfare check involving a 70-year-old female. She was found fine. 

5:29 p.m. Jaimie Shawn Duvall, 51, was arrested for alleged driving while under the influence of alcohol, intoxicated with two loaded firearms, reckless endangering and possible further charges pending. 

11:20 p.m. Report of harassment involving a female subject complaining about threats made on Facebook. The matter was determined to be unfounded.

Sunday, August 15

4:51 p.m. Report of vagrancy involving a transient family who was allegedly urinating in the pine trees at the County Library and performing indecent exposure. There are no charges at this time. The police department is helping them with options. 

Birth

Augustus Bult was born Tuesday, August 3, 2021, at Hot Springs Health to Chantz and Devin Bult.

He weighed 7 pounds, 5 ounces, and was 19.5 inches long.

Grandparents are Seely and Rex Daniels and Kerstin and Bob Bult.
