On the Record policy

It is the Thermopolis Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law. We print the names of all people upon their initial arrest.

Monday, May 3

7:42 a.m. Report of property damage. The final report is currently pending.

Wednesday, May 5

9:21 a.m. Report of an agency assist where a deputy helped Highway Patrol to find some horses. They were unable to locate them.

3:25 p.m. Report of a citizen assist where a 76-year-old female who ordered a cell phone was charged, but the phone did not show up. The deputy assisted her to determine if it was a scam or not. The investigation showed it was not a scam.

Thursday, May 6

9:22 a.m. Thomas J. Toth, 42, was arrested for alleged probation revocation. 

1:56 p.m. Report of an agency assist where a deputy observed a urinalysis for the Department of Family Services.

Friday, May 7

12:02 p.m. Report of a possible drunk driver. The final report is currently pending.

10:07 a.m. Report of property damage. The final report is currently pending.

5:29 p.m. Report of a citizen assist. The final report is currently pending.

On Tuesday, May 11, the HSC Sheriff announced they are requesting assistance locating two juveniles who appear to have run away on Monday May 10th. First is a female, 5’1” 118 pounds and a male 5’09” 180 pounds. Both are 14 years old. Please check any outbuildings, shops or campers. If you should see them or have any information please call the Sheriff’s Office at 307-864-2622 Thank you.

Monday, May 3

8:05 p.m. Report of an agency assist involving a traffic complaint that turned into a domestic issue originating in Worland. The officer found the vehicle and suspect involved and turned them over to Washakie County.

Tuesday, May 4

4:04 a.m. Report of a citizen assist where a subject’s vehicle ran out of fuel. The officer assisted them in getting fuel.

6:48 a.m. An officer assisted emergency medical services in the transport of a patient to the hospital. 

Wednesday, May 5

10:20 a.m. Report of an extra patrol at a residence where a subject keeps showing up in the yard in the wee hours of the morning. The officer is trying to see who this subject is.

11:24 a.m. Report of a burglary involving a couple of guns stolen from a residence. The guns have been recovered and the matter is still under investigation.

2:39 p.m. Report of an emergency call where 911 was inadvertently called when someone accidentally dropped their phone. Everything was fine.

3:01 p.m. Report of an accident where a driver didn’t put their vehicle in park and exited. Their vehicle then rolled into another vehicle. There were no citations.

5:47 p.m. Report of a warrant arrest where the officer was unable to locate the subject.

Thursday, May 6

11:50 a.m. Report of hit and run involving a vehicle in a parking lot that was hit. The suspect is unknown at this time. 

12:35 p.m. Report of an accident where a vehicle backed into another vehicle. There were no citations or injuries. 

2:09 p.m. Report of civil standby at Los Cabos Mexican restaurant. The request was cancelled. 

3:45 p.m. Report of an accident involving a Wyoming Gas employee who was operating a backhoe and hit a camper trailer causing damage.

3:54 p.m. Report of found property involving a debit card. It was returned to its owner.

4:47 p.m. Report of a notification from a repossession company making the police department aware of their activities. 

5:52 p.m. Report of an accident where a suspect hit a gas meter and left the scene. The suspect is potentially known and the officer was unable to locate them.

Friday, May 7

7:06 p.m. Forest Kinnaman, 31, was arrested for allegedly driving while under the influence of alcohol. Stacy Mulholland Lewis, 22, was arrested for an alleged probation violation.

8:12 p.m. Report of a subject who is pending being served a trespass notice for stealing ketchup. 

9:46 p.m. Report of a juvenile problem involving school children banging on a fence. The officer located a group of school children but was unable to determine if they were the same kids banging on the fence.

Saturday, May 8

12:22 a.m. Report of a juvenile problem where a 9-year-old female and 10-year-old female were located running around at night. They were taken to their responsible guardian. 

1:10 a.m. Ashley Dawn Cleare, 35, was arrested for allegedly driving while under the influence of alcohol and cited for alleged improper turn at an intersection and lane usage. She was given a warning for allegedly driving without insurance. 

12:55 a.m. Report of a possible drunk driver coming out of the Wind River Canyon. The officer located the vehicle and gave a warning about their driving. The driver was not intoxicated. 

1:22 p.m. An officer assisted emergency medical services in the transport of a patient to the hospital. 

3:59 p.m. Report of a verbal family fight. The subjects were separated for the night. 

6:29 p.m. Report of child neglect involving a three-year-old male found playing in the street with no parents around. The parents were located and given a stern warning.

7:22 p.m. Report of an agency assist involving a warrant arrest with the Highway Patrol. 

Sunday, May 9

5:22 p.m. An officer assisted emergency medical services in the transport of a patient to the hospital. 

7:40 p.m. An officer assisted emergency medical services in the transport of a patient to the hospital.  

9:05 p.m. Report of a suspicious vehicle and driver who may be impersonating a law enforcement officer. A male subject was flagged down by a female subject driving a black vehicle with a light bar. The female asked for the driver’s license of the male subject and was told to leave. The female subject and vehicle’s identity and location are not known. 

Circuit Court

Michael Bliss, driving while under the influence of alcohol equal to or greater than 0.08%, second offense within 10 years, 120 days jail, 113 days suspended, six months unsupervised probation, fees and fines $270 and driving while license was cancelled, suspended, or revoked if not suspended for 31-5-229 or 31-5-233, fees and fines $100.

Kailey Dvorak, driving while under the influence of alcohol equal to or greater than 0.08%, within two hours of driving, first offense within 10 years, 180 days jail, 177 days suspended, one year unsupervised probation, fees and find $205 and reckless endangering, 180 days jail, 178 days suspended, one year supervised probation, fees and fines $70 and use of a controlled substance, schedule I, II or III, 120 days jail, 118 days suspended, one year supervised probation, fees and fines $120.

Eric S. Shaver was bound over to District Court for possession of a controlled narcotic substances, schedule I or II, amount more than in para ci and possession of a controlled substance, cocaine/crack, 5/10 grams or less.

John F. Sorelle, driving while under the influence of alcohol and a controlled substance combo, first offense within 10 years, 30 days jail, 29 days suspended, six months unsupervised probation, fees and fines $270.

Lonnie Parham, possession of a controlled substance, liquid 3/10 gram or less, 365 days jail, 317 days suspended, one year supervised probation, fees and fines $390 and use of a controlled substance, schedule I, II or III, 180 days jail, 168 days suspended, six months supervised probation, fees and fines $390.
