On the Record policy
It is the Thermopolis Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law. We print the names of all people upon their initial arrest.
Sheriff’s Office
Monday, January 4
7:47 a.m. Report of property damage at the Exxon station. A semi-truck backed into a sign on the south side of the parking lot.
The driver did report it to the cashier, but their identity is not known. The incident was recorded on camera, but the image was undiscerning. The deputy was unable to locate the driver. There were no citations.
11:55 a.m. Report of someone who had a handgun that was either stolen or lost.
Wednesday, January 6
6 p.m. Report of a citizen dispute involving two subjects at a residence on Owl Creek. The two were in a physical altercation over a home. The fight was over an eviction. Both parties chose not to pursue charges against each other.
Friday, January 8
4:32 p.m. Report of a possible drunk driver. The deputy was unable to locate the vehicle.
8:20 p.m. A subject requested a trespass notice on a property.
Saturday, January 9
8:47 a.m. Report of a citizen assist involving a person at Buffalo Creek where duck or goose hunters shot a house with birdshot. The hunters were contacted and agreed to change location.
1:04 p.m. Report of a citizen assist involving a female who was allegedly attempting to harm herself with a knife. The deputy made contact with her and determined she was not an immediate threat to herself. She was advised to seek help.
Sunday, January 10
10 a.m. Report of a 57-year-old woman who fell and requested an ambulance. She was transported to the hospital.
12:24 p.m. Report of possible drunk driver in the Wind River Canyon. The matter was turned over to Highway Patrol.
5:18 p.m. Report of a 17-year-old female who refused to go to her father’s house. A family member asked for a deputy to talk to her about it.
Police Department
Monday, January 4
9 a.m. Report of a citizen assist where a business owner wanted advice on how to handle a situation with an employee.
10:39 p.m. Report of a citizen assist where someone thought a dome light was left on in a vehicle. The officer found it was ok.
Tuesday, January 5
1:53 p.m. Report of suspicious behavior in a vehicle. The officer was unable to locate the vehicle.
4:06 p.m. Report of an accident in a parking lot where a vehicle backed into another one. There were no citations.
7:46 p.m. Report of a subject who wanted multiple individuals trespassed in their business. The officer advised the subject that when they return one at a time, they will deal with that person case by case.
Wednesday, January 6
11:20 a.m. Report of a citizen assist involving a computer fraud scam. The subject was advised on what to do with their credit card and to contact the FBI.
3:25 p.m. Report of an agency assist involving the Department of Family Service and a juvenile subject.
5:08 p.m. Report of trespassing where someone thought someone else was on a property. The officer investigated and found they had permission to be there.
5:13 p.m. Report of a citizen assist where a subject left the hospital against medical advice. No further info is available.
Thursday, January 7
6:44 a.m. Report of a missing person. The subject was located and found as not missing.
11:40 a.m. Report of a warrant arrest where a subject turned themselves in. Cynthia Marie Adams, 35, of Basin, was arrested on alleged charges of possession of a controlled substance, powder or crystal.
1:59 p.m. Report of a civil stand by where someone wanted to return keys to an individual with an officer present at return. Everything was fine.
4:09 p.m. Report of an accident where a subject backed into a pole with a sign. There were no citations.
4:17 p.m. Report of an agency assist involving a witness of an urinalysis for the Department of Family Services.
6:55 p.m. Report of an accident where a subject backed into a light pole. There were no citations.
7:08 p.m. Report of a subject who requested a trespass notice on a person for a business.
Friday, January 8
2:09 p.m. Report of a possible drunk driver. The officer made contact with the driver and found that the driver was negative for driving while under the influence of alcohol.
8:08 p.m. Report of an agency assist with Hot Springs State Park on a traffic stop. There were no citations.
10:11p.m. Kyle Julio Happ, 32, was arrested for alleged probation revocation during a bar check.
10:50 p.m. Sonnicant Lebeau, 18, of Lander, was arrested for alleged driving while under the influence of a controlled substance, open container, not having a child restrained in a car seat, child endangerment, driving without a license, parking in a handicapped spot, being in the state park after hours and having a cracked windshield.
Also, two female 14-year-olds were cited for minor in possession of alcohol.
Saturday, January 9
11:13 a.m. Report of a citizen assist where someone thought someone was in their new house. The officer could not determine if an actual entry had been made.
7:57 p.m. An officer assisted emergency medical services in the transport of a patient to the hospital.
Sunday, January 10
1:58 a.m. A deceased 86-year-old male was found. There was no foul play.
2:02 p.m. Report of vandalism of graffiti in the bathroom of a local business. There are no suspects.
8:50 p.m. David Ortiz, 27, of Florida, was arrested for alleged possession of a controlled substance, mushrooms.

Birth
Tulip Norman was born Monday December 28, 2020, at Hot Springs Health to Samantha and Trevor Norman.
She weighed 5 pounds, 15 ounces, and was 18 inches long.
Grandparents are Will and Karen Rickman and Teresa and Dwayne Norman.
