On the Record policy
It is the Thermopolis Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law. We print the names of all people upon their initial arrest.
Sheriff’s Office
Monday, December 21
2:13 p.m. Property damage by some duck hunters on Skelton Road. Guns were shot across the river at a house, causing damage to siding and windows. Deputies are trying to identify suspects but have no leads at this moment.
6:49 p.m. Report of lost property involving a couple of fishing poles left at boat access at terraces.
Tuesday, December 22
5:17 p.m. Property damage of fence posts that were down near Black Mtn. Road. Horses received minor injuries and scratches when they stepped in the downed wire. Deputy checked a video and didn’t see any vehicles. The cause of dislodgement is not known.
Wednesday, December 23
Unknown time: Chauncey James Friday was taken to the Law Enforcement Center as a hold for the Riverton Police Department under contract. No other information is available.
Thursday, December 24
10:06 a.m. Diedrich Ebers Kurkowski, 34, of Riverton was arrested for alleged stalking involving his spouse’s ex boyfriend and for threatening to cause harm.
6:44 p.m. Suspicious behavior involving subjects at the senior apartments regarding screaming and noise. The deputy investigated and found things to be okay.
Friday, December 25
4:21 p.m. Property damage where someone ran into a fence near the old airport road.
Sunday, December 27
6:22 p.m. Report of a citizen that called in a suspicious phone call. The deputy called back and determined it was a legitimate phone call, not a scam.
8:51 p.m. Report of a citizen assist as a deputy provided a civil stand by at the Law Enforcement Center for a child exchange.

Monday, December 21
3:33 p.m. Report of theft where an 82-year-old male was cited for shoplifting.
3:40 p.m. Report of theft involving an Amazon package stolen from residence. Amazon was able to replace it. There are no suspects.
4:01 p.m. Citizen assist where an officer advised a subject who has an ongoing issue with their neighbor.
5:03 p.m. Report of theft where a 65-year-old male was cited for shoplifting.
7:17 p.m. Juvenile problem where parents requested contact be made with their juvenile daughter.
9:39 p.m. Report of suspicious activities involving a possible juvenile party. It was unfounded.
Tuesday, December 22
12:17 p.m. Report of an emergency where a subject saw a driver that appeared to be slumped over the steering wheel. The officer arrived and was unable to locate the vehicle.
12:30 p.m. Citizen assist where help was requested for a subject who had fallen. There were no injuries.
1:26 p.m. Citizen assist where an officer provided a civil standby.
3:56 p.m. Citizen assist where an officer responded to a complaint of a suspicious package. The package contained masks the subject didn’t order. The officer disposed of the package.
10:27 p.m. - Report of gunshots. The officer was unable to locate the source.
Wednesday, December 23
7:34 a.m. Report of a possible simple assault. The matter is still under investigation.
1:48 p.m. Report of a broken window in a shed in an alley. The owner was contacted.
3:45 p.m. Report of a subject trying to obtain prescription drugs using possible fraudulent means. The subject never showed, and the transaction did not occur.
5:23 p.m. Report of stolen vehicle keys. The officer took the report and investigated, but the subject called back and had located keys.
Thursday, December 24
12:58 a.m. A 90-year-old male that was found deceased. There was no foul play involved.
2:47 a.m. Report of a citizen assist involving an ATM card stuck in a machine and the subject couldn’t get it out. The bank was contacted.
Friday, December 25
12:25 p.m. Report of intoxicated subject who was asked to leave the location and he left. No citations were given.
3:27 p.m. Report of four juvenile subjects skateboarding on tennis courts at Candy Jack Park. They were asked to leave.
Saturday, December 26
1:06 a.m. Citizen assist where a large husky was loose in a parking lot. The subject wanted to get to their car but was afraid of the dog. When the officer arrived the dog had left the area.
12:06 p.m. Report of a subject that was disabled that appeared to be intoxicated. The subject was later provided medical assistance and transported to the hospital.
1:44 p.m. Roy Lyle Philips, 75, was arrested for alleged public intoxication in response to a disorderly call from the hospital’s emergency room.
8:38 p.m. Report of a runway juvenile involving a 14-year-old male.
Sunday, December 27
2:07 a.m. Citizen dispute involving a conflict between a male customer and a clerk at a local hotel. There were no citations.
8:31 a.m. Report of an intoxicated subject that was transported to the emergency room. There were no citations.
2:13 p.m. Citizen dispute involving an argument with loud yelling. The officer heard it and intervened. There were no arrests.
2:45 p.m. Thomas Elliot White Buffalo, 35, of Riverton was arrested for alleged driving while under the influence of alcohol.
4:40 p.m. Report of theft of a wallet from a vehicle. There are no suspects.

Shyam Nepali, bounded over for possession of a controlled narcotic substance, schedule I or II and possession of a controlled substance, powder or crystal, three grams or less, third offence, and possession of a controlled substance, plant, three ounces or less, third offense, and possession of a controlled substance, pill or capsule, three grams or less, third offense.
Robert Afterbuffalo, interference with a peace officer, 72 days jail, fees and fines $70 and breach of peace, 72 days jail, feeds and fines $70.
Russell Vincent Slagle, driving while under the influence of alcohol, equal to or greater than 0.08%, second offense within 10 years, 180 days jail, 173 days suspended, one year supervised probation, fees and fines $770.
