On the Record policy

It is the Thermopolis Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law. We print the names of all people upon their initial arrest.

Sheriff’s Office

Monday, September 14

3:17 p.m. Report of an accident where a subject in a vehicle tried to pass a semi-truck while going around a corner. They immediately saw a motorcycle coming their direction and tried to stop passing. In doing so, they damaged the semi-truck and their vehicle. There were no injuries and no citations. 

4:28 p.m. Report of a citizen assist where a vehicle was broken down on Highway 120 mile marker 26. The deputy arrived and was unable to locate the vehicle.

Tuesday, September 15

7:09 p.m. Christopher A. Taylor, 45, was arrested for alleged use of a controlled substance of meth and other drugs during a urinalysis. 

Thursday, September 17

3:38 p.m. Phillip Spoonhunter, 35, of Casper was arrested for allegedly driving while under the influence of alcohol and a Fremont county warrant after a REDDI report on Highway 120.

7:40 p.m. Report of a potential fire in the Owl Creek area. The deputy was unable to locate any fire.

Friday, September 18

9:24 p.m. Report of property damage where mailboxes were knocked over during construction. The construction crew will replace and return the mailboxes after the construction is completed.

11:07 a.m. Report of a complaint of a speeding driver in the Sage Valley area. The deputy located the driver and advised them of their driving and complaint.

12:37 p.m. The theft of tools from a job site building were reported. There is a suspect and the matter is being investigated. 

5:54 p.m. Arlie Duray Schepker, 46, was arrested for alleged interference with emergency calls, unlawful entry and domestic battery after a family fight was reported.

Saturday, September 19

11:58 a.m. Report of a trespass notice issued against a subject in the Grass Creek area.

3:28 p.m. Report of a subject who walked into someone’s house and asked to borrow a tool. The resident asked the subject to leave. The deputy spoke with the subject and advised him to not return.

Sunday, September 20

3:47 p.m. Report of trespassing where a resident complained a female subject continually is on their property. A trespass notice was given. 

10:02 p.m. Report of a subject who felt someone was outside their home. The deputy arrived and investigated. The deputy was unable to locate anyone causing a disturbance. 

Police Department

Monday, September 14

2:36 p.m. Report of a consent search. Nothing was found.

3:20 p.m. A citizen assist where a subject was referred to H.O.P.E. Agency for information on protection orders.

4:37 p.m. A Trac Phone was found. The owner has not been located.

Tuesday, September 15

8:03 p.m. Report of a 10-year-old male juvenile defying his parents. An officer spoke with the boy and the parents.

Wednesday, September 16

9:44 a.m. Report of an eight-year-old male involving a theft.

9:49 a.m. Report of trespassing. A trespass notice is pending service.

Thursday, September 17

1:28 a.m. John D. Hammond, 63, was arrested for alleged public intoxication.

11:21 a.m. Report of juvenile problems with a 14-year-old male. The parents took him in for an evaluation. 

6:02 p.m. Report of a 10-year-old male juvenile defying his parents. An officer spoke with the boy and the parents.

9:20 p.m. Taylor J. Monte, 23, was arrested for an alleged court violation involving alcohol.

Friday, September 18

8:24 a.m. Jeffery S. Averill, 23, was arrested for alleged driving while under suspension and unauthorized use of a motor vehicle.

12:08 p.m. An agency assist where an officer helped the Department of Family Services in a home visit. 

1:13 p.m. Report of a suspicious large work trailer at Candy Jack Park. The officer located the driver who was eating lunch at the park for his break.

6:33 p.m. Report of fraud involving the unauthorized use of a debit card. The matter is still under investigation. 

8:24 p.m. Report of loud music. The subject was informed of the noise complaint and they turned it down.

9:05 p.m. Report of tools found. The owner has not been located.

10:49 p.m. Report of alleged child neglect involving a one-year-old male who escaped his house and the parents didn’t know for a long time. The parents were located and the officer talked to them.

Saturday, September 19

4:24 p.m. Report of a 10-year-old male juvenile defying his parents. An officer spoke with the boy and the parents.

10:17 p.m. Report of a minor in possession involving a 17-year-old male. He was cited.

Sunday, September 20

11:25 a.m. Report of a shoplifting case that is still under investigation. There are no IDs at this time.

1:56 p.m. Report of a missing bicycle.

The Police Department encourages people to license their bicycles with the department at no cost. If your bike becomes lost or stolen and later recovered the police can identify the owner if licensed. Also when licensing, give your serial number as well to aid in identification. There is no cost to license your bicycle.

Parker Osgood, criminal entry, fees and fines $420.

Joseph P. McCain, possession of controlled substance, plants, 3 oz. or less, 90 days jail, 88 days suspended, six months unsupervised probation, fees and fines $255 and driving while license suspended, second offense, 90 days jail, 83 days suspended, six months unsupervised probation, fees and fines $255.

Adrienne L. Morstad-Wyatt, compulsory auto insurance, first offense, fees and fines $555.

Edison Vargas Giraldo, driving while license cancelled, suspended or revoked if not suspended for 31-5-229 or 31-5-233, fees and fines $440.

Monty A. Kemph, fail to provide proof of liability insurance, fees and fines $410.

Kashton Dodd was born Saturday, September 5, 2020, at Hot Springs Health to Jolena Dodd and Jared Dumas.

He weighed 6 pounds, 12 ounces, and was 19.5 inches long.

Grandparents are Reva Breckon and Guy and Becky Dumas.
