On the Record policy

It is the Thermopolis Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law. We print the names of all people upon their initial arrest.

Sheriff’s Office

Wednesday, September 9

10:55 a.m. Report of a citizen assist where trees fell into a neighbor’s yard. There was no apparent damage. The deputy informed them that if there was damage it would have been a civil matter.

8:23 p.m. A deputy assisted the Highway Patrol to remove a dead animal from the road.

Thursday, September 10

10:33 a.m. Report of a citizen assist where a deputy dealt with an ongoing issue where someone keeps leaving tree branches on another’s property.

12:51 p.m. Report of a suspicious package in the mail from China that contained unusual items that the receiver didn’t order. 

4:38 p.m. Report of a gas drive off. The deputy was unable to locate the driver. There was no license or descriptions available. 

Friday, September 11

11:37 a.m. Report of a possible Publishers Clearing House scam by a Kirby resident. No money was lost. 

1:15 p.m. Report of a citizen dispute where a deputy was called to Red Lane. A 67-year-old female was cited for stalking another subject. 

1:59 p.m. Report of a gas drive off involving a backhoe that got fuel, and the cashier unintentionally charged the driver incorrectly. The deputy was unable to make contact with the driver. 

3:50 p.m. Report of suspicious subjects walking on Highway 20 North. A female was seen sitting on her knees while the male was standing above her. The deputy was unable to locate them upon arrival. 

6:19 p.m. Report of found property involving a fishing net, supplies and a wallet. The deputy attempted to make contact with the owner. He discovered the owner is a transient and has six warrants for his arrest.

Saturday, September 12

3:07 a.m. Report of two minors in possession, a 16-year-old male and a 18-year-old male. The elder subject was cited for a minor in possession and for furnishing alcohol to a minor. 

9:25 p.m. Robert Shoaff, 61, of North Fort Myer, Florida, was arrested for alleged driving while under the influence of alcohol and for domestic battery.  

Sunday, September 13

10:34 a.m. A deputy provided a civil standby out at Red Lane while a ditch was cleaned.

5:29 p.m. A deputy provided a citizen assist with a driver with a flat tire at mile marker 118 Highway 20 South.

8:28 p.m. Report of a citizen assist where an owner of a local towing company received a third party call to perform a tow in the Wind River Canyon with a driver who might have hit the canyon wall.

Police Department

Tuesday, September 8

2:51 a.m. Report of a tree limb that fell down onto a camper during a storm. An officer responded to assist.

10:12 p.m. Report of a business’ sign that caught fire. An officer put it out with a fire extinguisher. 

Wednesday, September 9

7:47 a.m. An officer provided a courtesy ride to a citizen to a gas station.

9:01 a.m. Report of a citizen assist where a subject needed information for a protection order.

10:30 a.m. An officer provided assistance and supervision of a urinalysis for the Department of Family Services.

1:19 p.m. Report of a missing person where an elderly man had wandered from a house and was located and safe. 

Thursday, September 10

12:22 a.m. Report of juveniles throwing objects at a house and running away.

2:15 a.m. A stolen bicycle was recovered.

4:21 a.m. Report of disorderly conduct where 25 gallons of grease were poured into an ally. There are currently no citations, but a suspect is known. The matter has been forwarded to the county attorney. 

8:08 a.m. Report of a suspicious subject who tried to get into a house in the middle of the night and went outside and took off running. There are no suspects, but a bicycle is missing. The matter is still under investigation. 

4:14 p.m. Report of a theft at a local business involving an employee. They are waiting for results from video footage. The matter is still under investigation. 

4:47 p.m. Report of a nine-year-old box who was allegedly sexually assaulted. The matter is still under investigation. 

5:59 p.m. Report of disorderly behavior where a 59-year-old male assaulted a 65-year-old female. Criminal charges are pending. 

7:43 p.m. Report of a consent search of a probationer’s vehicle. Nothing was found. 

12:02 a.m. Report of an alarm set off at a local restaurant. It was a false alarm.

12:22 a.m. Report of a family fight where a couple was in a dispute and they were separated for the evening.

9:57 a.m. Report of 41-year-old male who is missing or possibly kidnapped. The matter is still under investigation. 

10:27 a.m. Report of trespassing where a female subject enters the same store repeatedly and rearranges the store’s items on the shelves. The subject has not yet been identified. 

1:10 p.m. Report of abandoned vehicle. It was eventually moved.

2:05 p.m. An officer provided traffic control for a tree removal on Broadway street.

3:31 p.m. Report of a gas drive off. The subject was contacted and went back and paid.

6:24 p.m. An officer provided assistance and supervision to a urinalysis on a subject who was on bond. The sample is pending analysis from the state’s crime lab.

Saturday, September 12

2:28 a.m. Joshua Lackey, 18, was arrested for alleged minor in possession and reckless driving. 

9:38 a.m. Report of a citizen assist where a female needed information about child custody.

4:19 p.m. Report of a suspicious transient from Casper who was panhandling from a local business. He was moved along. 

5:59 p.m. Report of a group of juveniles were contacted about shooting air-soft guns in Candy Jack Park and were told to stay off the roofs of buildings. 

7:54 p.m. An officer provided an agency assist and stood by the fire hall while Life Flight landed.

8 p.m. Report of two boys and one female, all juveniles were riding their bikes in the street at night. They were advised as it was not safe in the dark and they cannot be easily seen. 

8:08 p.m. A transient was denied emergency funds because their request was not founded.

9:23 p.m. Report of an assault that the officer determined to be unfounded. It was a disagreement between two intoxicated males ages 51 and 62. 

Sunday, September 13

9:59 a.m. An officer provided assistance to an ambulance in transport of a patient to the hospital. 

3:54 p.m. Report of a group of kids shooting BB guns around Canyon Hills Apartments. The officer was unable to locate them. 

11:25 p.m. Report of a 63-year-old male laying on the ground at the side of the road. The subject was transported to the hospital. 

Circuit Court

Darren J. Olson, driving while license was cancelled, suspended or revoked if not suspended for 31-5-229 or 31-5-233, fees and fines $435.

Derek S. Ward, failed to provide proof of liability insurance, fees and fines $545.

Birth

Oliver Turbyfill was born Friday, September 4, 2020, at Hot Springs Health to Holly and Dustin Turbyfill.

He weighed 6 pounds, 9 ounces, and was 19.5 inches longs.

Grandparents are Brian Scott Dennis and Martina Ann Faulkner.
