On the Record policy

It is the Thermopolis Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law. We print the names of all people upon their initial arrest.

Sheriff’s Office

Monday, July 13

4:50 p.m. Stacy M. Lewis, 21, was arrested on a Hot Springs County Warrant.

Tuesday, July 14

Unknown time: Robert L. Richter, 40, was arrested on alleged probation revocation. 

12:14 p.m. A subject who was already in the detention center was served with a warrant from Hot Springs County.

4:55 p.m. An agency assist on a fire located near the border of Washakie County and Hot Springs County. It was called the Neiber Fire.

11:55 p.m. A citizen assist involving juveniles. The matter is still under investigation. 

Wednesday, July 15

10:32 a.m. Report of stolen license plates. There are no suspects.

8:04 p.m. A deputy assisted the ambulance in transport of a patient to the hospital. 

Thursday, July 16

12:35 a.m. Report of a loud noise in East Thermopolis, possibly a gunshot. The deputy arrived and while on the way observed a vehicle known for backfiring. The officer did not notice anything else as suspicious. 

Friday, July 17

11:05 a.m. A request from the Department of Family Services to witness a urinalysis on a subject.

1:27 p.m. Report of a 12-year-old male juvenile riding a bicycle down the middle of the highway. The deputy recommended that a child should not be riding a bicycle in highway traffic.

Saturday, July 18

1:16 p.m. A citizen complaint where people are using their driveway as parking for access to the Wedding of the Waters.

Sunday, July 19

8:29 a.m. Report of a verbal family fight between two people. 

7:32 p.m. A 25-year-old male subject was cited for providing alcohol to a 16-year-old male juvenile. 

Police Department

Monday, July 13

Unknown time: William C. Skeen, 43, of Sundance, was arrested on a warrant for a driving under the influence of alcohol charge.

12:08 a.m. Shayam Nepali, 27, was arrested on a warrant for witness intimidation, possession of controlled substances and child endangerment.

1:33 p.m. A subject was served with a trespass notice for a local business.

9:25 p.m. An attempt to locate a subject. The subject was found in Riverton.

10:20 p.m. A suspicious vehicle found stuck on a wire fence in an alley was moved.

10:50 p.m. Report of a suspicious vehicle with visitors from Wisconsin sleeping in it. They were moved along. 

Tuesday, July 14

Unknown time: Shawn Goodman, 24, was arrested on a warrant out of Natrona County.

6:38 a.m. Brandon Reo Boren, 34, was arrested for alleged driving while under the influence of alcohol and open container.

10:42 a.m. Report of a 14-year-old male runaway juvenile who was located and returned to his parents.

9:42 a.m. A 32-year-old male was cited for 20 counts of animal cruelty. There are more citations pending.

1:15 p.m. An agency assist where an officer supervised a urinalysis of a 14-year-old male juvenile.

7:21 p.m. Report of a possible drunk driver. The officer located the driver and gave a traffic citation for lane use. The driver was found to not be intoxicated.

11:18 p.m. An abandoned vehicle was tagged and later moved.

Wednesday, July 15

9:59 a.m. A subject saw two female juveniles on an island in the middle of the river and thought they were in distress. The officer investigated and found that they were not in danger.

4:10 p.m. Report of a possible drunk driver. The officer contacted the driver and found the driver was sleepy and not intoxicated.

1:34 p.m. Jeffrey S. Fuhrmann, Worland, was arrested for possession of a controlled substance, marijuana.  

Thursday, July 16

12:51 p.m. An agency assist was requested for Life Flight. The request was canceled. 

3:53 p.m. A subject rented a room at a motel and skipped paying the bill. This is still under investigation. 

5:23 p.m. Extra patrol was provided on a house while the owner is out of town.

6:38 p.m. A subject requested emergency funds to go back to Casper. This request was denied because this was a second attempt. It can only be done once in a lifetime.

7:13 p.m. A subject was served a trespass notice for a local business. 

8:20 p.m. Report of a suspicious subject who was seen getting out of a vehicle and touched a gas meter. The officer was unable to locate the subject.

Friday, July 17

4:46 a.m. A female was stranded at a local motel where her other half had left her. The officer provided her with several options.

2:18 p.m. Suspicious activity where a landlord thought someone was trying to break into an apartment. The subject was gone upon the officer arrival. Nothing was taken. 

3:45 p.m. An officer assisted a subject with a mechanical problem.

10:58 p.m. Richard Joseph Hamm, 52, was arrested for alleged interference with a peace officer, breach of peace and two traffic violations.

11:34 p.m. A citizen assist involving two female juveniles whose parents did not show to pick them up.

Saturday, July 18

4:52 a.m. A 13-year-old male juvenile was out after curfew. The parents were notified. 

7:58 a.m. Report of a 911 hang up. The officer was unable to locate the subject at or near the residence. 

4 p.m. Report of subjects who were walking on the terraces. The subjects were gone when the officer arrived.

5:42 p.m. Report of subjects who were walking on the terraces.

5:30 p.m. Ronald C. Lantz, 54, was arrested for possession of a controlled substance.

8:59 p.m. A suspicious group of teenagers at Candy Jack Park were making noise and causing potential vandalism.

9:42 p.m. A subject was transported to the hospital for an injury and high blood alcohol. There were no arrests. 

Sunday, July 19

12:15 a.m. Report of a family fight. The parties were contacted and no arrests were made.

4:26 p.m. A consent search was performed on a vehicle during a traffic stop. Nothing illegal was found.

7:57 p.m. Report of a large fight at the boat ramp in Hot Springs State Park.

11 p.m. Luciano Jesus Castle-Hinojos, 22, was arrested for alleged driving while under the influence and exhibition of acceleration. 

11:15 p.m. Report of noise from a loud television in an apartment complex. The subject turned it down. 

Circuit Court

Kyle J. Happ, property destruction: under $1,000, 30 days jail, 30 days suspended, six months unsupervised probation, fees and fines $305, restitution $400.

Donald R. Christner, heavy vehicle, greater than 39,000 lbs, superintendent’s speed zone (6+ mph over), fees and fines $405.

Dusty A. Sill, reckless driving, 10 days, seven days suspended, six months unsupervised probation, fees and fines $410.

Katymay M. Carlson, breach of peace, five days jail, fees and fines $55.

Birth

Boaz Stetler was born Friday, July 3, 2020, at Hot Springs Health to Karline and Jacob Stetler.

He weighed 8 pounds, 12 ounces, and was 20.75 inches long.

Grandparents are Donald and Diane Schubach and Zieber and Joan Stetler.
