On the Record policy

It is the Thermopolis Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law.

Sheriff’s office

Tuesday, Sept. 10

10:13 a.m. Deputy provided standby as property boundary posts removed during the weekend were reset.

1:49 p.m. Report of a suspicious vehicle that might be related to a missing couple from Arizona. The deputy cleared the vehicle and there was nothing suspicious.

3:21 p.m. Report of a subject breaking into a cow camp and taking bedrolls, lanterns, a bridle and some meat. The matter is still under investigation.

Wednesday, Sept 11

11:49 a.m. Report of old boots, torn leather strips and blasting caps found near the entrance to Legend Rock. A subject made the report in case there were any missing subjects in the area.

7:24 .m. Caller reported finding an empty container with a marijuana leaf emblem on the side. The container was empty but smelled of marijuana, and was properly disposed.

11:33 p.m. A male subject camping on BLM lane on East River Road heard a vehicle pull up and leave, and a suspected gunshot. The suspect vehicle could not be located.

Thursday, Sept. 12

8:14 p.m. Keith O. Bapst was arrested on a Hot Springs County warrant.

Saturday, Sept. 14

10:54 a.m. Brad A. Merritt was arrested on a probation hold and cited for possession of meth.

Between 2:51 p.m. and 2:53 p.m. the Hot Springs County Sheriff’s Office conducted three probation checks resulting in two subjects cited for possession of marijuana. The subject for the third check could not be located.

Sunday, Sept. 15

9:16 a.m. Report of a suspicious vehicle parked at the end of a driveway. The deputy made contact, but no suspect was located and no enforcement action was taken.

4:48 p.m. REDDI report on Highway 20 South, though the vehicle was located and the driver wasn’t intoxicated.

Monday, Sept. 16

1:23 a.m. Reported assault at a business. A male subject was very intoxicated and claimed someone had taken money from him. He assaulted two other subjects and possibly stole a wallet from one. Additionally, he has a felony warrant from Fremont County. The matter is still under investigation.

Tuesday, Sept. 10

8:44 a.m. Three juvenile subjects were cited for drug violations.

5:01 p.m. Subject wanted documentation of threatening text messages.

5:15 p.m. Report of an intoxicated subject, though the suspect could not be found.

6:21 p.m. Report of canoes in the river with nobody around. It was found to be a school project.

4:06 p.m. Officer had contact with an unruly juvenile.

11:35 p.m. A subject called who was late for a hotel reservation. The hotel manager was contacted for him.

Wednesday, Sept. 11

1:16 a.m. Report of a family fight, which is still under investigation.

3:56 p.m. Report of a juvenile outburst at one of the schools.

6:29 p.m. Subject wanted threatening text messages documented.

10:05 p.m. Andrew G. Poss was arrested on a warrant.

Thursday, Sept. 12

10:55 a.m. Report of a truck losing gravel out of the back end, and damaging other vehicles.

12:12 p.m. Report of a suspicious vehicle at a school. It turned out to be a parent looking for a child.

3:20 p.m. Subjects having a disagreement were spoken to.

Friday, Sept. 13

10:24 a.m. Report of a fraudulent post of items for sale.

Saturday, Sept. 14

7:18 p.m. Complaint of a knocked down mailbox.

Sunday, Sept. 15

7:15 p.m. Jarvis J. Even was arrested for alleged driving under the influence and open container.

Monday, Sept. 16

3:55 a.m. Report of someone driving home and ramming their vehicle into another he owned.

12:19 p.m. A male subject was cited for speeding and open container. Two other subjects were each cited for open container.

Birth

Allie Carswell was born Saturday, September 7, 2019, at Hot Springs County Memorial Hospital to Jessica and Alan Carswell.

She weighed 7 pounds, 13 ounces, and was 20.5 inches long.

Grandparents are Brian and Stephanie Rhoades and Wayne and Kim Carswell.

Circuit court

Katymay M. Carlson was found guilty of driving under the influence, interference with an officer and speeding, and was sentenced to a year in jail with 364 days suspension and one year supervised probation. Fees and fines are $640.

Angela Cousino was found guilty of breach of peace and was sentenced to 10 days in jail with eight days suspension and six months unsupervised probation. Fees and fines are $205.

Adam Maggos was bound over to district court for manufacture or delivery of a controlled substance, possession of a controlled substance and conspiracy to commit felony.
