Completed around 1960 water seeped into sink holes, making the dam essentially unusable for storage. Barbara "Bobbie" Lee Frye, 77, of Manville, Wyo., passed away on May 14, 2017, at Wyoming Medical Center in Casper, Wyo. Bobbie was born July 11, 1939 in Torrington, Wyo., to Alfred Chisham and Erma Virginia (Reynolds) Hall. She was the youngest of three girls.
