County leash law questions

I live in Evanston, Wyoming, but my husband and I spend a lot of time in your town due to the low population, the good elevation and the hospitality given to me especially when I assisted one of your local deceased residents during her time of need.

Recently it became news to me that “if in the country” there is *no* leash law for dogs, some who have a history of attacking behavior with no accountability by the sheriff’s department on the owner. I’m aware of a recent incident at a business, a local and visitor destination for those visiting for the river fishing, the mineral waters, the golfing and the recreational landscape. Apparently there is no leash law in the country and if a person’s dog attacks another animal nothing “can or will be done” unless it’s a person or cattle.

What’s wrong with this picture? What’s wrong with local businesses in the county not contesting the law for the sake of their customers and the safety of their domestic animals — especially a service animal that is required to be in close proximity to the owner and as a service animal has a responsibility to their owner? I’m also surprised local vet doctors are not questioning this law.

I’ve actually considered your town as a retirement residence, but I want this issue resolved along with the rumors I’ve heard concerning the disposal of wildlife that comes into town. Another issue entirely, but Wyoming people and government agencies often forget tourist interest in the Wyoming wildlife and the fact that many tourists travel with their pets and expect safety for their pets along with the locals.
