On the Record policy

It is the Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law.

Sheriff’s office

Tuesday, April 4

10:26 a.m. Property damage accident at mile marker 167 on Highway 20 South. It appeared a fueling pump handle was hit and broke off. The driver of the suspect vehicle was later contacted and had no idea the incident occurred. A state accident report was completed.

11:49 a.m. Report of multiple calls from a scammer pretending to be the complainant’s grandchild and asking for money. No money was given.

8:05 p.m. Report of a black cow out near mile marker 139 on Highway 20 North. The animal could not be located.

Wednesday, April 5

1:54 p.m. Complaint from Owl Creek of a dog found loose several times on complainant’s property. The animal was caught, and the owner was advised there would be repercussions if it happens again.

3:35 p.m. A subject was out rock hunting and came across an older rifle. The gun was checked and was found to be not reported stolen, but since it was found in Washakie County it was turned over to that county’s sheriff office.

7:33 p.m. Report of a cow on the road at mile marker 143 on Highway 20 North. The cow was placed in an area where the gates could be closed, and a subject believed to be the owner was contacted and told to check it out.

8 p.m. A civil standby was requested, though the issue was resolved peacefully prior to the deputy’s arrival.

Thursday, April 6

12:05 p.m. Subject believed her wallet had been taken from her purse. It was later discovered she actually dropped it, and it was located and returned to her.

4:01 p.m. Report of a horse that kept coming onto the road in the Rim Rock area. The animal could not be located.

Friday, April 7

3:47 p.m. Report of dog that was approaching railroad workers in a menacing way. The owner was contacted, and agreed to keep the dog in when the workers are around.

Saturday, April 8

2 p.m. A deputy noticed a man in the area of property owned by the railroad, off of hospital hill. The subject was advised to move on, and did so.

10:04 p.m. A deputy on patrol located a vehicle, and upon visiting with the occupants located illegal substances. Shawn Goodman Jr. was arrested for alleged possession of methamphetamine and marijuana.

Monday, April 10

9:43 a.m. Call received about a loud argument and yelling in the Red Lane area. A deputy was able to locate the disturbance, and parties involved decided to calm down.

7:42 p.m. Request for a civil standby, which was provided.

Tuesday, April 4

3:20 p.m. Officer responded to an accident in which a vehicle struck a light pole. Jesse Hey was arrested for alleged driving under the influence.

4:48 p.m. Report of a dog harassing the complainant. An officer saw the dog return to its yard, and visited with the owner and warned him about being cited if it happens again.

5:03 p.m. Report of two dogs at large. The animals could not be located.

Wednesday, April 5

11:13 a.m. A subject was seen throwing a beer can from a vehicle, and was cited for littering.

3:11 p.m. Subject reported receiving unsolicited calls, and misinterpreted the meaning of the calls.

3:24 p.m. Request for civil standby, which was provided.

5:15 p.m. Report of a truck blocking an alley. The owner said he was unloading work tools, and the vehicle was subsequently moved.

5:22 p.m. Complainant reported a strange dog in his yard. The dog was impounded.

6:12 p.m. Request made for a civil standby, which was provided.

7:29 p.m. Reported theft, which turned out to be civil matter.

Thursday, April 6

6:17 p.m. Complainant received a letter in the mail with an offer to buy some land. The letter turned out to be fraudulent.

8:13 p.m. Complainant reported a red vehicle with occupants who appeared to be smoking from non-tobacco pipes. The suspect vehicle could not be located.

Friday, April 7

11:54 a.m. Complainant reported a fraudulent call, during which he was notified he won some money but had to send in some of his own money to claim it.

Saturday, April 8

3:20 a.m. Subject reported she had not seen her boyfriend in 24 hours.

2 p.m. Report of suspected dog neglect. The owner was contacted and told to pick his dogs up, and did so.

Sunday, April 9

9:05 a.m. Complainant reported a vehicle blocking an alley. Contact was made with the owner, and the vehicle was moved.

6:26 p.m. Joseph Watkins was arrested for alleged driving under the influence.

9:02 p.m. Report of a cow eating tree leaves. The owner of the animal was contacted.

Monday, April 10

11:04 a.m. Report of a subject who parked a bunch of junk cars on town property. The subject was asked to move the vehicles and complied.

1:51 p.m. REDDI report, though when the suspect vehicle was located it was parked and unoccupied.

6:18 p.m. Subject had questions regarding protection orders.

8:52 p.m. Officer called about a subject in a vehicle with temporary tags. The driver could not be identified, and the vehicle was gone when the officer returned to the area.

Circuit court

Ian Sturgeon was bound over to District Court on a charge of manufacturing or delivery of meth.

Jonathan Jorgenson was found guilty of possession of a controlled substance and was sentenced to 90 days in jail with 78 days suspension and six months unsupervised probation. Fees and fines are $690.

Robert Hunter Jr. was found guilty of second-offense driving under the influence, unsafe backing and failure to provide insurance, and was sentenced to 150 days in jail with 127 days suspension and one year supervised probation. Fees and fines are $1,180.

Linda Gaynor was found guilty of possession of a controlled substance, and was sentenced to 30 days in jail with 30 days suspension and six months unsupervised probation. Fees and fines are $240.

Robert Weimann was found guilty of possession of a controlled substance, and was sentenced to 30 days in jail with 30 days suspension and six months unsupervised probation. Fees and fines are $690.

Shea Dorothy was found guilty of second-offense driving under the influence and was sentenced to 180 days in jail with 173 days suspension and one year supervised probation. Fees and fines are $690.

Dustin Schepker was found guilty of minor in possession and was sentenced to 180 days in jail with 180 days suspension and six months unsupervised probation. Fees and fines are $240.

Births

Austin Sterling Rygwalski was born Thursday, March 30, 2017, at Good Samaritan Hospital in Lafayette, Colo., to Brian and Amanda Rygwalski of Brighton, Colo.

He weighed 6 pounds, 9 ounces, and was 19.75 inches long.

Grandparents are Gary and Rose Jahn of Grand Lake, Colo., Beth Price of Thermopolis, and Pete and Lola Rygwalski of Worland.

Tinsley Rae Thatcher was born Friday, April 7, 2017 at Hot Springs County Memorial Hospital to Alyssa and Travis Thatcher of Wyoming.

She weighed 5 pounds, 5 ounces, and was 19.5 inches long.
