On the Record policy

It is the Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law.

Wednesday, March 22

1:03 a.m. Report of a neighbor stealing hay. The matter is under investigation.

Thursday, March 23

10:54 a.m. Civil standby was performed.

1:53 p.m. Report of a semi losing part of its load on the highway. The load was cleaned up before a deputy arrived.

Friday, March 24

12:54 p.m. Lost property was recovered and returned to its owner.

3:19 p.m. Report of a domestic dispute in a vehicle. There was no physical dispute or further issues, and the couple was allowed to proceed down the road.

Sunday, March 26

12:26 p.m. A subject was camping in a no camping area, and was told to move on.

1:07 p.m. Report of juveniles riding four-wheelers in the Sage Valley area, who were unlicensed to do so. The subjects were given a verbal warning.

2:09 p.m. Report of subjects who were legally shooting firearms, though some of the shots were travelling across the river into a residential area. The subjects were advised of the complaint and chose to stop shooting.

4:27 p.m. Complainant reported someone making fraudulent charges on his account.

Police department

Tuesday, March 21

12:55 a.m. Officer observed a vehicle weave multiple times and contacted the driver. Emma Petty was arrested for alleged driving under the influence.

8:56 a.m. Parking complaint from East Thermopolis. The vehicle was found parked legally.

10:30 a.m. Vehicle owner was called in regard to a parking complaint, and agreed to move the vehicle.

11:19 a.m. Agency assist with Department of Family Services.

12:31 p.m. Reporting party found syringes and needles in the yard.

2:40 p.m. Complainant reporting people allowing their dogs to defecate on his lawn.

7:35 p.m. Report of a subject damaging a retaining wall. Though primarily a civil matter, photos were taken for the reporting party.

Wednesday, March 22

9:43 a.m. Report of a lost dog, which was found and returned.

12:17 p.m. Report of a missing brown and white pit bull.

1:53 p.m. Repossession of a vehicle.

9:44 p.m. Reported parking complaint. The vehicle owners were contacted and moved the vehicle.

Thursday, March 23

8:43 a.m. Report of subjects fighting in a vehicle. Both parties said everything was fine and went on their way.

10:32 a.m. Keith Bapst was arrested for alleged probation violation and use of a controlled substance.

2:44 p.m. Report of harassment via Facebook. The harassing profile was determined to be fake.

9:52 p.m. An emergency call came in that was dead air. An officer was able to locate the subject who made the call, who didn’t realize his phone was in his pocket and promptly ended the call.

11:09 p.m. Complaint of barking dogs. The dogs could not be located.

Friday, March 24

7:14 a.m. Subject was informed he could not stay at the rest rooms in the state park.

12:50 p.m. Complainant reported a vehicle going through a crosswalk in which a child was present. The vehicle owner was spoken to.

2:54 p.m. Report of a two-vehicle accident in a parking lot.

3:20 p.m. Traffic complaint, though a suspect vehicle could not be located.

5:49 p.m. Report of a missing brown and white pit bull.

9:54 p.m. While assisting Wyoming Highway Patrol with a traffic stop, the officer recognized the passenger in the vehicle as Vicki Rowan, who was arrested on two warrants for alleged failure to appear.

11:29 p.m. Two subjects in a motel room were contacted following a noise complaint. One of the subjects was advised to leave, as there was a trespass notice against him.

Saturday, March 25

12:27 a.m. Report of assault. A citation was issued to the offender, but as a result of the call Robert Hunter Jr. was arrested for alleged bond violation.

2:29 a.m. Three subjects at a hotel were told they were being a disturbance to others and needed to go to bed.

2:54 a.m. A male subject accessed the hospital through an unlocked door. The subject was removed from the hospital and told to come back only when he had a medical emergency. Officers assisted emergency room staff in making sure all doors were locked.

9:19 a.m. Complainant reported his son was trying to sell a motorcycle without permission. The matter was deemed civil.

9:47 a.m. Officer made a report of a damaged window at a hotel, in a room where three rowdy subjects were staying.

2:04 p.m. Report of harassment by text message. The complainant was told to block the number and contact law enforcement if the issue continued.

Sunday, March 26

12:22 a.m. While performing a welfare check, Shane Boren was found where he had been trespassed to not be. Boren was arrested for alleged criminal trespassing.

5:44 a.m. Report of a dog at large. The dog was impounded.

11:59 a.m. Civil standby was provided for a custody exchange.

12:38 p.m. Report of a young male child walking along a street. The child was picked up by his mother before an officer arrived.

10:11 p.m. Report of a suspicious subject video recording the inside of a business.

10:18 p.m. Complainant reported suspicious activity, though an officer was unable to locate anything of concern.

11:20 p.m. Officer noted a vehicle with its door open. The owner was contacted, and did not realize he’d left it open.

Monday, March 27

9:12 a.m. A deer was found hit on the side of the road. The deer was dispatched.

1:23 p.m. Assist was provided with Department of Family Services, to notify family members of a temporary placement order.

5:43 p.m. Report of a parking complaint. The owner was contacted and moved vehicle.

5:48 p.m. Call about two subjects fighting in the street. An officer made contact, and the subjects said they would stop. Police were contacted a second time, as the subjects were later fighting on a different street. Lisa Williams was arrested for alleged domestic assault.

8:38 p.m. An officer provided standby at a broken down vehicle until a mechanic arrived.

Circuit court

Mark Danis was found guilty of driving under the influence of a controlled substance, failure to maintain lane and no seat belt, and was sentenced to 90 days in jail with 90 days suspension and 18 months unsupervised probation. Fees and fines are $640.

Falina Kimes was found guilty of breach of peace. Fees and fines are $540.

Tracie Harris was found guilty of breach of peace. Fees and fines are $540.

Births

Kurtis Michael Brown was born Thursday, March 23, 2017, at Hot Springs County Memorial Hospital to Amanda and Larry Brown of Wyoming.

He weighed 7 pounds, 7 ounces, and was 21 inches long.

Grandparents are Doug and Julie Denecke and Kandi and Tim Isbell, all of Wyoming.
