Elmer was born, September 20, 1916, in Pescadero, Calif., across from Pigeon Point Lighthouse. He was the eldest child of Manuel and Mary Quadro. He attended school in Pescadero and graduated from there in 1935. He also met his future wife, Ruth Evelyn Gale there and they were married on October 28, 1940, in Reno, Nev.
