    The Wyoming Public Lands Initiative (WPLI) has been crafted by Governor Matt Mead’s Office and the Wyoming Association of Counties (WACO), in an attempt to resolve issues over federal lands that have been designated as possible wilderness areas for the next 25 to 30 years. Each affected county in Wyoming is now forming their own WPLI committee to review the lands during 2017 to make recommendations on the lands within their boundaries.     The Wyoming State Legislature will be considering a bill, SJ9, which could greatly impact the educational system throughout the state. In a nutshell, SJ9 removes education as a priority, allowing the legislature to determine what enough spending is for school districts. If it passes, it will go before the public for a final vote.     Following a bench trial Friday, Judge Robert E. Skar found Paul Mathewson guilty of fraud against a government record. According to the charge, on June 23 a bond conditions form was provided for Mathewson to sign, with a set amount of $2,000. The “cash” box on the bond was marked, indicating the bond was to be paid in cash; no other boxes were marked.     Randy Daniel Owsley, 66, died suddenly Sunday, Feb. 12, 2017, at Hot Springs County Memorial Hospital in Thermopolis. Born December 24, 1950, in Sheridan, Wyo., he was one of six children of Vern and Rosemary (Selig) Owsley. He graduated from H. S. County High School in 1969 and was drafted into the Army that same year. A Medic in Vietnam, he later was a Lab Tech in Germany until being discharged. She attended schools in Thermopolis, graduating Hot Springs County High School in 1960. Genevieve was employed by the Wyoming Pioneer Home.
