On the Record policy

It is the Thermopolis Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law. We print the names of all people upon their initial arrest.

Monday, Sept. 25

2:30 p.m. Dispute over a vehicle. The parties were advised the matter was civil. 

5:44 p.m. Report of a vehicle versus deer at mile marker 137 on Highway 20 North.

6:46 p.m. Report of a family disturbance. Deputies found the incident to be verbal only. 

Tuesday, Sept. 26

11:00 a.m. Darrick Andrew Collins, 20, was arrested for three alleged counts of probation revocation. 

12:31 p.m. Agency assist for Highway Patrol with locating a commercial vehicle that passed an inspection checkpoint. 

1:17 p.m. Report of goats on another person’s property along Highway 20 North.

Wednesday, Sept. 27 

10:15 a.m. Agency assist for the Police Department.

1:44 p.m. Ambulance assist for Emergency Medical Services.

5:07 p.m. Agency assist for Highway Patrol with a traffic stop.

5:30 p.m. Gerald Frazer, 69, was arrested for allegedly driving while under the influence, incapable of safely driving, a fourth plus offense within 10 years, felony status. 

10:22 p.m. Russell Daugherty, 69, from Sioux Falls, S.D., was arrested for alleged suspicion of driving while under the influence of alcohol and a controlled substance, marijuana. A traffic stop was performed on the vehicle with no headlights activated.

Thursday, Sept. 28

2:46 a.m. Deputies respond to Highway 20 North to remove two dead cows from the roadway. 

11:51 a.m. Agency assist for Emergency Medical Services.

4:16 p.m. Deputies responded to a report of a person making loud threats. John F. Baker, 34, was arrested for alleged child endangerment - methamphetamine; possession of methamphetamine; possession of marijuana; and breach of peace. Lovina Lee Baker, 35, was arrested for alleged child endangerment - methamphetamine; possession of methamphetamine; and possession of marijuana. 

Friday, Sept. 29

9:54 a.m. Report of debit card fraud. The victim was provided help to dispute the charges and referred to the Department of Family Services. 

9:55 p.m. Deputies assisted a motorist whose vehicle was inoperable.

Saturday, Sept. 30

8:52 p.m. Report of a welfare check on a male who was found to be okay.

Police Department

Monday, Sept. 25

9:59 a.m. A female was contacted by an officer about a vehicle parked in front of her residence at 1019 Warren Street with expired tags. The female was informed to get it legally registered or it will be towed. 

8:11 p.m. Report of suspicious activity involving an item in the alley behind a home. The suspicious item was deemed to be a small LED lantern that had been dropped in the alley. 

Tuesday, Sept. 26

12:41 p.m. Report of a shopping cart that was initially reported as stolen from a business. It was later determined that a person was borrowing the shopping cart with permission. 

3:21 p.m. A female was contacted by an officer about a camper trailer parked on the corner of 12th and Clark Street with no license plates. The female was given a week to get it moved or else it will be towed. 

8:19 p.m. An investigation was opened for $40 cash that was taken from an unattended and parked vehicle. 

Wednesday, Sept. 27 

10:15 a.m. Police responded for the report of an unruly female juvenile. The juvenile female was being unruly due to her parents confiscating her cell phone as punishment. The juvenile female was temporarily removed from the home and cared for by another family member. The cell phone remained confiscated. 

Thursday, Sept. 28

4:16 p.m. Agency assist for the Sheriff’s Office.

Friday, Sept. 29

11:32 a.m. An adult male reported neighbor harassment. The problem was resolved. 

11:36 a.m. Report of a broken window in a house that occurred in the 400 block of Fremont Street.

Saturday, Sept. 30

10:20 a.m. Report of damage that occurred involving a truck versus a gas meter causing a gas leak in the 1200 block of Canyon Hills Road.
