On the Record policy

It is the Thermopolis Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law. We print the names of all people upon their initial arrest.

Highway Patrol

Monday, July 10

7 p.m. Sterling James Chavis, 19, from Basin, was arrested on alleged bond revocation with original charges of possession of a controlled substance, meth. 

Tuesday, July 11

6:30 p.m. Canada Ray Long, 39, from Pavillion, was arrested on a warrant. No further information was available.

Wednesday, July 12 

2:12 p.m. Sheldon Jay Skelton, 59, was arrested for allegedly driving while under the influence of alcohol, failure to report over $1,000 property damage, failure to maintain a single lane, and careless driving.

Sheriff’s Office

Monday, July 10

10:35 a.m. Eight sticks of old dynamite were found in the Little Sand Draw area. Wyoming Homeland Security authorized Natrona County’s bomb squad to dispose of the material. 

Tuesday, July 11

1:26 p.m. Report of an unattended kayak floating in the river. No kayak was located and there were no other calls or witnesses of the kayak. 

2:23 p.m. Report of the driver of a vehicle passing other vehicles in no-passing zones in the Wind River Canyon. A 42-year-old male from Red Lodge was issued a citation by the Hot Springs County Sheriff’s Office for passing in a no-passing zone. 

4:44 p.m. A traffic stop was initiated on a vehicle for failing to slow down when passing a parked emergency vehicle. The 40-year-old female driver was issued a citation for operating an uninsured vehicle. 

5:30 p.m. Agency assist for the Police Department.

6:45 p.m. Report of a possible failure to register as a sex offender in the 400 block of Arapahoe. The matter is still under investigation.

Wednesday, July 12 

2:12 p.m. Agency assist for Highway Patrol.

11:11 p.m. Agency assist for the Police Department.

12:50 p.m. Agency assist involving the K9 Unit who conducted a free air sniff at the request of the Police Department. 

Friday, July 14

8:47 p.m. Report of a traffic accident involving a driver of a vehicle that had struck an antelope without injuries on Highway 120 West. 

Saturday, July 15

9:06 a.m. Agency assist for the Police Department.

6:25 p.m. Report of a juvenile problem at the Hot Springs State Park boat ramp. The case is pending investigation at this time. 

Sunday, July 16

6:06 p.m. Report of goats on Highway 20 North, which has been part of an ongoing issue. The goats were put back in their pasture and the owner was issued a citation for goats at large. After leaving the owner’s home, the goats were again on the highway and again put in the pasture. Deputies went back to the owner and told him there was an active issue with the goats. Deputies went with the owner to the highway and found goats on the highway for a third time. The owner fixed an area in the fence and there were no other reports of goats on the highway that evening. 

Police Department

Monday, July 10

12:02 p.m. A 42-year-old female was issued a citation for two dogs running at large in the 600 block of Maiden Street. 

2:41 p.m. Troopers witnessed a male in possession of alcohol and made consensual contact with a 50-year-old male in the 400 block of South 6th Street. The case has been passed on to the county attorney and probation agent for review. 

Tuesday, July 11

2:23 p.m. Officers initiated a traffic stop in the 400 block of Park Street in regard to a traffic complaint that was made in the Wind River Canyon.

4:14 p.m. Report of a property watch and a request for extra patrol in the 700 block of Richards Street. 

5:30 p.m. Officers responded to the 200 block of South 2nd Street for a citizen dispute. It was discovered that both parties had already separated and nothing criminal had occurred. 

Wednesday, July 12 

8:55 a.m. Darrick Collins, 20, was arrested on a bench warrant for bond revocation.

11:21 a.m. A 20-year-old male was served with a trespass notice to stay out of a trailer park. 

11:06 p.m. Sharmayne C. Tillman, 32, from Riverton, was arrested for an active bench warrant out of Campbell County and for alleged interference with a peace officer.

12:50 p.m. Officers made contact with a female in a parking lot off of Highway 20 South regarding a previous police call.

Thursday, July 13

4:47 p.m. A juvenile female and an 18-year-old female in the 400 block of Park Street were issued written warnings for their dogs running at large. 

Saturday, July 15

8:45 a.m. Report of a traffic accident with no injuries in the 900 block of Shoshoni Street.

3:51 p.m. Report of private property damage to a fence in the 300 block of Arapahoe Street. 

6:21 p.m. Report of four male juveniles who were allegedly seen smoking and drinking at the State Park boat dock. A backpack was acquired and is pending a search warrant. 

Circuit Court

James E. Weaver, driving a vehicle within single lane, fees and fines $90 and duty upon colliding with unattended vehicle or property, first offense, fees and fines $240.

Keith O. Bapst, sell/furnish alcohol to person under 21, 30 days jail, 30 days suspended, six months unsupervised probation, fees and fines $70.

Mirra Garcia, driving while license canceled, suspended, or revoked if not suspended for 31-5-229 or 31-5-233, fees and fines $440 and driving while license suspended, if suspended for 31-5-229 or 31-5-233, seven days jail, fees and fines $270.

Ronald L. Raile, no compulsory auto insurance, first offense, fees and fines $555.

Micahel Holden, careless driving, first offense, fees and fines $240.

Veachelav Sinchetru, sell/furnish alcohol to person under 21, 30 days jail, 30 days suspended, six months unsupervised probation, fees and fines $70.
